Today, we mourn the loss of your beloved Son/Brother/Father, Captain R.S. Winson. On the fateful night of 15th June 2024, Captain Winson heroically lost his life during a confrontation in the Angko Hills Range against the KNA (B). At approximately 6:30 PM, while commanding his team in this critical engagement, he was tragically injured and died on the spot.

In Eastern Nagalim, present-day Myanmar, as we continue to strengthen our movement, we face constant opposition from the Indian Security Forces, who, in connivance with the KNA-B, strive to undermine our aspirations by persistently opposing and attacking the Nagas. Despite these challenges, we remain steadfast in defending our territory for the cause of the Naga Nation.

Today, the entire Naga community grieves alongside your family. Captain Winson was a brave, courageous, and dutiful soldier. The sacrifices he made for the Naga Nation will forever be remembered and honored.

In the name of Christ, may your family find comfort and peace during this difficult time.

Kuki will get their demands 50%, 60% or 70% but Manipur Nagas will become victims. In churachandpur there are Medical college, University ( Autonomous) etc, etc and now Mini Airport will come up, Moreh the original land of Southern Nagas control by Kukis, Kangpokpi land of Zeliangrong, Thangals, Tangkhul now occupied and control by Kukis, Tengnoupal and some part of Chandel occupied and control by Kukis, the next they are planing to occupy the Kamjong area but Nagas are still sleeping and fighting within the family. Where is our wisdom? Where is Naga leaders? Where is politicians? Where is CSO?

dear pukhrambam, see my article on manipur which has appeared today in which i've also discussed the naga issue.

--------------------

Do we have to wait till the next conflict between another set of ethnic groups before Kuki-Meitei strife fades?

Over the past one year Manipur has been witness to Meitei-Kuki conflict like nowhere seen even among Hindu-Muslim communities. Even if you may have totally segregated Hindu and Muslim residential areas like in some places in Gujarat, it is possible for a person of one community to pay a courtesy visit to the other community. But not so in Manipur. A Kuki government official cannot work in a Meitei area and vice-versa. When one moves from one area to another there are check posts, manned and womanned by both communities in their respective areas, in addition to the army, para-military and the Manipur police, sometimes total numbering up to half a dozen.

On March 27, 2023, Manipur High Court came out with a ruling granting Scheduled Tribe status to majority Meitei community, which was withdrawn after at least 220 people officially lost their lives, thousands have been displaced from their home and work of which an estimated 50,000 are still in relief camps, settlements have been burned and few women were sexually assaulted in the most humiliating manner. The ruling was perceived as a threat by the tribal community of Kuki. Although it is a threat to the Naga community as well but for the time being they’ve decided to not wade into the controversy, maintaining a neutral stance.

A unfortunate incident of burning tyres near an Anglo-Kuki gate in Churachandpur where Kukis were organizing a protest rally against the HC decision on 3 May, 2023, sparked what was to be the worst violent conflict Manipur has seen in its history.

In the ‘90s Kukis have clashed with Nagas. But by following a ‘forget and forgive’ policy the dispute was ended. In 1993 the Meiteis clashed with Pangals, who are Muslims of Meitei origin, and the violence claimed 90-130 lives. Incidentally, then the violence also began on 3 May. But this too is now forgotten. Presently the Meiteis and Kukis are using the Pangals as their go between. If any vehicle goes from a Meitei area to a Kuki area with non-Kuki and non-Meitei passengers or supplies and vice versa, the drivers are all Muslims. Given the intensity of hatred between Kukis and Meiteis which is fuelled by pre conceived biases one wonders whether we’ve to wait for the next conflict between another set of ethnic groups before the rancor of present conflict is forgotten?

After the initial attack on Kukis by Meiteis, in which  the numbers of Kukis killed in first two days was disproportionate and also with Kuki houses marked before they were burnt there also appears to be some preparation going into the violence, the Kukis have taken a hard stance demanding a separate administration. Meiteis are committed to protecting the territorial integrity of Manipur, for which they’ve held many demonstrations. There is a stalemate and with no dialogue at present situation has become even grimmer.

The Naga dimension to the problem further entangles it. Nagas claim that the hills belong to them. They view majority of Kukis as having migrated from Myanmar after Manipur’s integration into India in 1949. Although right now they are silent but they will resist the idea of separate administration for Kukis, if it were to materialize, just like Meiteis have resisted the idea of Greater Nagalim which includes parts of Manipur in addition to Assam, Arunachal Pradesh and the whole of Nagaland. In fact, the demand by Meiteis to protect territorial integrity was first raised in response to the push by National Socialist Council of Nagalim (Isac-Muivah) in its negotiations with the Government of India for the idea of Greater Nagalim.

So, the crux is that the Meiteis are insecure about the idea of separate administration for Kukis as it is a threat to territorial integrity of Manipur and Kukis and Nagas are insecure about Meiteis getting ST status as it would open up possibilities of Meiteis buying land on hills which belongs to Kukis and Nagas and competing for jobs reserved for STs.

A question that deserves serious consideration is why Manipur was not included in the Sixth Schedule of the Constitution providing for administration of tribal areas along with other northeastern states like Assam, Meghalaya, Tripura and Mizoram? This provision could have addressed the concern of Kukis because of which they are forced to raise the demand of separate administration today. A number of tribal areas in northeast have autonomous district or regional councils. A similar demand is being raised by people of Ladakh now realizing that taking away Articles 370 and 35A of the Constitution meant for Jammu and Kashmir opens up possibility of exploitation of natural resources of Ladakh by outsiders.

Unless a solution is found soon, Manipur will continue to bleed. Fresh violence has erupted in Jiribam district bordering Assam in which both communities have suffered. The situation has become so dire that people have taken law into their hands. Kuki homes traditionally have arms as they are used to hunting. Meiteis have looted the police armoury. Kashmir, according to some estimates, has about 300 militants who may have hundreds of arms. But Manipur has close to 7,000 arms in the hands of people at present. When a Kuki village is about to be attacked by Meitei mob and a request is sent to police or para-military or army for help, usually the security agencies don’t intervene. They advise the people to defend themselves. The state and the union governments have allowed things to deteriorate and slide into a ‘tribal’ age where, literally, every Kuki or Meitei village or locality have armed volunteers to defend them. State has no control over this anarchy. One incident of violence can escalate things as was seen in Jiribam. An advance security convoy of Chief Minister N. Biren Singh was ambushed by militants. Recently elected Member of Parliament from Inner Manipur, Bimal Akoijam, has raised the question as to why are security forces not providing security to ordinary people? Why are people left to fend for themselves? In an interview after the loss of two seats in Lok Sabha N. Biren Singh has blamed outsiders for the state of lawlessness. But this cannot be an excuse. Outsiders have not defeated BJP in the recent elections. Locals, of all communities, are thoroughly disillusioned. If the government cannot protect its people then it must resign and give a chance to new set of people.

In the long term we need to think of innovative solutions to the complex problem of Manipur. The only manner in which Naga and Kuki communities can be assured of autonomous administrations as well as Meiteis of territorial integrity remaining intact is to think of overlapping areas of administration. A Kuki autonomous area and a Naga autonomous area may share common geographical areas with Manipur. The Naga area could also be part of the idea of Greater Nagalim at the same time. Sooner or later, the demand of NSCN (IM) will also have to be addressed. The idea is not outlandish as even today we’ve separate administrations of the same area by Union government, State government and local bodies. The Panchyati Raj itself has three tiers. If we can have different administrations functioning in the same geographical area with their separate jurisdictions, why can’t the same concept be applied to solve the problem of different communities of Manipur. A day might come, when the concept of nationalism is not so rigid, when parts of Myanmar may also be part of Greater Nagalim, as initially envisioned by Naga leaders and parts of it could join the Kuki-Zo-Chin common area which may include Mizoram as well. In the form of ‘Condomiums’ we have the idea of joint governance of sovereign areas, for example, Andorra shares its head of state between France and Spain. Narendra Modi’s government has signed a Framework Agreement with NSCN(IM) in 2015 which mentions the idea of ‘shared sovereignty.’ Such solutions to disputed territories are the only hope for humankind if we have to end the cycle of violence and politics of hegemony by various groups.

DMU and MUC listed as defaulters for Non-Compliance with UGC Regulations -

News from Manipur - Imphal Times
written by Rinku khumukcham(Editor, Imphal Times)

IT News
Imphal, June 20:

Dhanamanjuri University (DMU) and Manipur University of Culture (MUC) have been flagged as defaulters by the University Grants Commission (UGC) for failing to comply with mandated regulations regarding the appointment of Ombudspersons. The latest update from UGC, dated June 1, 2024, lists these universities among others that have not fulfilled the requirement outlined in the UGC (Redressal of Grievances of Students) Regulations, 2023.
This development follows a public notice issued on January 17, 2024, urging universities to appoint Ombudspersons. Despite repeated reminders, DMU and MUC have not taken the necessary steps to rectify their non-compliance.
In response to the UGC’s action, the President of the Dhanamanjuri University Students’ Union (DMUSU) voiced strong dissatisfaction over the prolonged absence of key administrative appointments. “It’s been six years without a Vice-Chancellor or a regular registrar,” stated the DMUSU President. “The lack of leadership has led to severe disruptions, including the failure to conduct exams for undergraduate and postgraduate students.”

DMU students protest against stationing Central Forces inside university
The students of DMU have expressed strong objections to the presence of central paramilitary forces stationed on campus. The DMUSU President emphasized widespread discontent regarding this deployment. “There is strong objection to the presence of central forces within our university,” he stated firmly.
Laimayum Shelly echoed this sentiment, questioning the rationale behind stationing central forces on campus. “Those central forces currently stationed here should be removed immediately,” she insisted, reflecting the broader student sentiment against their presence.

Laimayum Shelly, a concerned student, criticized university officials for neglecting their responsibilities. “None of them sit at their offices; they claim to be busy with personal work,” Shelly remarked. “We have raised our concerns multiple times, but no action has been taken.”
Students at DMU are demanding immediate removal of the long-serving registrar and Vice-Chancellor, citing their ineffectiveness and the deteriorating academic environment under their tenure. They are calling for the appointment of qualified replacements who can address the administrative vacuum and restore proper functioning in the university.
The protest, initiated by DMU students, though commenced peacefully at the university as they voiced their grievances and demands. However, tensions rose when the rally reached Imphal Market, leading to a minor clash between the students and the police.
The ongoing administrative challenges and non-compliance with UGC regulations have exacerbated tensions within the university community, prompting students to escalate their protests and demands for corrective actions from university authorities and the UGC.

Chungreng Koren, a fighter from Manipur, has become the Bantamweight Champion at MFN14!

Born in a village with no road connectivity, Chungreng's journey to the MMA cage is nothing short of inspirational.

Despite the challenges which included lack of resources and exposure, Chungreng's determination led him to victory, securing the title with a jaw-dropping knockout!

“To sponsor my travel and training, my mother went back to our village and collected money by asking everyone to contribute whatever amount they could,” he recalls.

Govt sponsored violence, says Gaikhangam
Source:Sangai Express(Newspaper)

Imphal,22june:Senior Congress leader Gaikhangam has accused the Government of sponsoring the violence in Manipur which has been going on since May 3 last year.

He also said that it would be very wrong for the Government to treat the people of Manipur like some sort of insects.

Speaking to a group of media persons at his residence at Mantripukhri today, Gaikhangam, the former Deputy Chief Minister and member of Congress Working Committee (CWC), continued that the violence in Manipur is State sponsored and controlling it would be very simple if the Government is committed.

To a query, he elaborated that Manipur is a very small State and tension is high between the two warring communities at only some areas so resolving the crisis would take only a week or two if the Government shows some seriousness.

Govt sponsored violence, says Gaikhangam
Govt sponsored violence, says Gaikhangam

The violence should be controlled first and the solution can come later, Gaikha- ngam advised.

He went on to state that the Government could have averted the violence in the first place.

Even if the violence broke out due to lapses in the Government machinery, it still could have been controlled within a time frame, the Congress leader said.

Saying that the Centre and the State Government need to put in maximum efforts to stop the bloodshed first, Gaikhangam added that no one would dare to resort to violence if the Government takes actions against every scoundrel.

Dialogue can take place when there are no more cases of violence, he further advised.

Saying that the Government has miserably failed to resolve the crisis, the Congress leader claimed that the Government hasn't taken up any sincere initiative to restore normalcy.

He also accused the Central Government of not put- ting in any sincere effort to end the conflict.

While advising the State Government to exercise its power and work out a solution to the ongoing crisis, Gaikhangam added that Chief Minister N Biren Singh should not remain silent over the Centre conducting a review meeting on Manipur in his absence .

The Congress leader further said that the State Government should not try to fool the people by giving random excuses over the Centre not inviting the Chief Minister to the meeting.

The meeting was a high level meeting and it was chaired by Union Home Minister Amit Shah, he said.

He further stated that the Chief Minister should have stood against the convening of the meeting in his absence by even threatening to resign from his post and send a message to the Central leadership.

Discussing Manipur in a high level meeting without the Chief Minister was absurd, Gaikhangam added.

When asked about the situation in Jiribam, the Congress leader responded that the armed Kuki miscreants cannot do anything if the Chief Minister takes up some bold actions.

He continued that Jiribam is a small district and the lives and properties of the people will be secured if the Government sends some 200-300 State security forces in the border district and let them take up concrete security measures.

Saying that the State forces have grown in numbers with the figure standing at around 40,000 now, Gaikhangam added that over 70,000 Central security forces are also deployed in the State.

It would be very wrong for the Government to treat the people like some sorts of insect, he said while asking who is in charge of Manipur.

The State Government, however, has undeniably collapsed, he said.

Saying that what people want is restoration of normalcy in the State, the Congress leader asked the Government to exercise its authority and do the needful.

The Government should not be a mere spectator to the violence, he added.

Further stating that the Congress winning both the Inner and Outer seats in the recent Lok Sabha elections is a clear indication of people losing faith in the Government, Gaikhangam said it is the people who hold immense power in a democratic Nation.

He said that they have requested AICC leaders to give more time to speak to Dr Bimol Akoijam and Alfred K Arthur in the upcoming Parliament session.

"Immigrants outnumber local residents at Maring villages too"

Source: The Sangai Express / Newmai News Network

Imphal, June 22 2024: After Kamjong, illegal immigrants from Myanmar have outnum-bered local residents at several Maring villages of Tengnoupal and Moreh sub-division.

The Maring Students' Union (MSU), while expressing heartfelt sympathy towards the plight of Myanmar Nationals, has asserted that the massive inflow of these individuals following the military coup in 2021 and subsequent political upheaval in Myanmar has created unbearable hardships and insecurity for the native residents.

The Myanmar Nationals being sheltered in the six Maring Naga villages (Sai-bol, Moirengthel, Chanring- phai, Lamlong Khunou, Choktong and Satang), numbering about 1,428 (only those whose biometrics have been captured), have outnumbered the local residents, which is of great concern, MSU said.

Monitoring their activities has become a significant challenge as the concerned authorities cannot regularly conduct verification exercises amidst the fluctuating number of inmates, the Maring student body added.

The local people are appalled by the massive militarization in the Maring area and the belligerent attitude of the Indian armed forces operating there, the MSU said.

The halting of business commuters by Assam Rifles stationed at Sita presents a significant challenge to their right to live with dignity and economic well-being.

This interruption not only hampers their ability to earn a livelihood but also imposes undue stress and uncertainty on their daily lives, the student body also said.

The Assam Rifles' rigorous and intrusive checks on local roads, coupled with their negligence in securing the borders undermine the purpose of their presence, it alleged.

Ensuring the smooth passage of commuters is essential to uphold their fundamental rights and foster a stable economic environment.

The attitude of the Indian military personnel is highly questionable, it further added.

The MSU also demanded an end to intimidation of village leaders and dissemi- nation of misleading reports, particularly those unjustly targeting the Rilram Area Maring Organisation (RAMO) .

The MSU has also reaffirmed its unwavering support for the non-cooperation movement declared by the Naga Students' Federation (NSF), denouncing any form of cooperation with the Indian armed forces.

While paying "deepest" homage to the victims, the student body recalled the historical incidents of brutality, including the infamous Operation Bluebird of 1987 at Oinam and surrounding villages, the brutal assault and murder of Eli Rose of Ngaprum village, and the tragic Oting incident of December 2021 .

The implementation and recent extension of the Armed Forces Special Powers Act (AFSPA-1958) on April 1, 2024, for another six months have exacerbated these issues, fostering a culture of impunity and leading to numerous human rights violations, the Maring student body said.

It then appealed to the Government of India to repeal AFSPA.

It also appealed to the international community to support "our quest for peace, justice, and human dignity.

Ima Keithel committee to stir against SA demand

Source: Chronicle News Service

Imphal, June 22 2024: Khwairamband Ima Keithel Joint Co-ordinating Committee for Peace has informed that mothers of Khwairamband Keithel will launch protest against the separate administration demand of Kukis on June 24, i.e the day on which the Indian Parliament session will start.

Speaking to media persons at Manipur Press Club, here, on Saturday, Khwairamband Ima Keithel Joint Co-ordinating Committee co-convenor Huirem Binodini welcomed the new government of Prime Minister Narendra Modi and its assurance of ending the present conflict at the earliest.

Expressing optimism that the new government will fulfil its assurance of ending the conflict, she said that both the central and state governments have the responsibility for restoration of peace and normalcy in the conflict-ridden land.

Demanding discussion of Manipur issue during the Parliament session which will begin on June 24, Binodini conveyed that resolutions have been adopted to extend all possible help to the people affected by the conflict in Jiribam.

The mothers of Khwairamband Keithel are planning to visit Jiribam.

So, she urged shops in Keithel area to help them in this initiative.

Demanding punishment of those attacking the people, Binodini appealed against conducting operation and arresting the village volunteers who are only trying to defend their villages from being attacked by armed militants.

She said that the government should resolve the conflict in Manipur at the earliest.

Enraged women vendors in Manipur scuffle with police during protest march
by NORTH EAST NOW NEWS
Bit Irom;
Imphal correspondent
Imphal, June 24, 2024:
A brief scuffle broke out between market vendor women protesters and Manipur police during a protest march on Monday in the northern part of the Raj Bhavan, Imphal.
The clash occurred when the women protesters tried to break the police-controlled areas near the Johnstone higher secondary school, the northern side of the Raj Bhavan, Imphal at around 11:30 am on Monday.
Several women protesters launched the agitation against the threat to the integrity of Manipur.
Ima Mema, the leader of the Ima Markets of Imphal city stated that not an inch of land should be given to the Kukis, no separate administration should be given, and no case should be filed against the Meitei village volunteers.
These slogans must be raised by the newly elected members of parliament from Manipur in the ongoing parliament session.
Protesters held placards with slogans like “Leaders cannot remain silent”, “Stop blaming our sons by forcing them to hold weapons”, “Unite CSOs at the earliest”, “Let us fight for ourselves if the Government of India can’t protect us”, “Stop protecting Kukis”, etc.
Earlier, the rally started from the historic Ima Market and returned to the same place after a brief scuffle with the police.
There was no major casualty in the clashes.
During the protest rally, all shops and businesses established in Imphal city remained closed, sources said.

Tribals take out massive rally demanding political solution to ethnic violence
by NE NOW NEWS
Bit Irom; Imphal correspondent
Imphal, June 24, 2024:
In a show of unity, thousands of tribals in Manipur rallied on Monday (June 24, 20240 ) demanding a political resolution to the ethnic clashes that have plagued the state for over a year.
The rallies, organized by the Indigenous Tribal Leaders’ Forum (ITLF), saw large gatherings in Churachandpur district and other tribal-dominated areas like Kangpokpi, Tengnoupal, and Pherzawl.
Carrying signs urging dialogue and self-determination, protestors called for an end to the violence. Messages like “No Political Solution, No Peace” and “Union Territory for the Kuki-Zo People Right Now!” reflected their desire for a separate political entity under Article 239A of the Indian Constitution.
ITLF Chairman Pagin Haokip emphasized the urgency for a central government intervention. “Tribals are demanding the creation of a Union Territory with a legislature,” he stated.
The ITLF pointed out the ongoing hardships faced by tribal communities. Their statement detailed continued killings, displacements, and economic disruptions. Recent attacks in Jiribam district, including property destruction and abductions, underlined the fragile security situation.
“Over the past year, nearly 200 tribals have lost their lives, and more than 7,000 homes have been destroyed,” the statement said.
It further pointed out disruptions in essential supplies and healthcare access in tribal areas, while development activities remained stalled.

Manipur crisis: Protest erupts in Jiribam following renewed violence.

Imphal:In response to a fresh wave of violence, hundreds of people in Jiribam district of Manipur took to the streets on Wednesday (June 26), demanding justice and the restoration of peace in the district.

The renewed violence began as individuals, previously sheltered in various relief camps, started returning to their homes.

In the early hours of Wednesday (June 26), suspected Kuki miscreants allegedly employed a three-pronged strategy to set fire to three abandoned houses in the villages of Harinagar, Koukhal and Utrakhan Kumjabon under Borobekra sub-division in Jiribam district of Manipur.

Borobekra sub-division has been a focal point of ethnic violence in Manipur, with around 80 houses burned down by armed miscreants since June 06.

In response to the attacks, a mass protest rally was organized, starting from Ima Market and culminating at the DC office in Jiribam district headquarters.

Protesters carried banners with slogans such as “deploy state security forces immediately”, “internally displaced persons must be returned to their respective houses immediately”, “reconstruct the burnt houses immediately”, “restore peace in Jiribam”, and “don’t play divide and rule policy in Manipur”.

The ongoing communal violence between the Kuki and Meitei communities has claimed 230 lives so far, including one Meitei resident from Jiribam district in Manipur.

Fit-Again Mirabai Chanu Eyes 90kg Plus Snatch Lift In Paris Olympics

Tokyo Olympics silver medallist weightlifter Mirabai Chanu, who is taking it easy since returning to action following a six-month injury lay-off, is targeting a lift of above 90kg in snatch in next month's Paris Games. Chanu, who suffered hip tendonitis and finished fourth in the 49kg women's category in the last Asian Games, returned to competition with a lift of 184 kgs (81kg snatch and 103kg clean and jerk) at the Phuket World Cup in April this year. She knows that anything less than a 200kg total lift (snatch clean and jerk) won't be enough to win a medal in Paris and she is working towards that with her long-time coach Vijay Kumar Sharma.

"The injury is fine, I have completely recovered from that but I am going slowly in training. In training now I am lifting 80-85 per cent in repetitions, I am not lifting 100 per cent till the Olympics.

"88kg in snatch and 119kg in clean and jerk are my best, but my target is 90kg plus in snatch in Paris, and I will try my best," Chanu said during a virtual interaction facilitated by Sports Authority of India (SAI).

"Right now, I am going gradually and lifting 70-80kgs in training but my target is 90kg plus and better clean jerk lift but I can't say a specific target. I will do what it takes and try to give my best performance to win a medal, but I can't predict the colour of the medal." Chanu said the injury phase was a great learning experience for her.

"I learnt a lot after the injury. I learnt how to keep myself safe because injuries can happen anytime. We need to follow instructions of coaches, adopt right techniques, rest and exercise properly, and how to build your muscles," she said.

"I understand my body. Injuries can happen anytime and these are difficult phases but we need to motivate ourselves and keep believing in ourselves." The star Indian weightlifter said self doubts, which creep up post injury, can make things more difficult for an athlete.

"Problems did happen but I am happy that I made a comeback. It was difficult, there is always self doubt when recovery will happen, how to recover soon and stuffs like these. All these questions came up in mind because I was counting days as the Olympics was near.

"But I didn't give up and believed in myself, worked according to my coaches and physio and recovered fully," Chanu said.

She is not shying away from the fact that there will be pressure on her in Paris.

"Pressure is there because in Tokyo, on the first day I got a medal for India. I will try to give my best performance and win a medal for the country in Paris." Chanu is currently training in NNIS, Patiala and will be leaving for Paris on July 7 for a training stint.

Woman Beaten Up In Bengal Town 'Street Justice', Mamata Banerjee Draws Fire

Bengal police have said they have registered a case and are looking for the accused. The Trinamool government has not responded yet.

Kolkata: The Opposition in West Bengal has launched a scathing attack on the Mamata Banerjee-led government over a chilling video of a man beating up two people, including a woman, on a street as a crowd watches.

Opposition parties CPM and BJP have said the video is from Chopra in north Bengal's Uttar Dinajpur district. The incident reportedly took place over the weekend.

In the video, a man is seen repeatedly hitting a woman with sticks as a small crowd watches in silence. She screams in pain, but the assault continues. He then turns to a man and starts hitting him. Most members of the crowd, instead of trying to stop the assault, appear to be helping the assailant. At one point, the man grabs the woman by her hair and kicks her.

According to CPM and BJP leaders, the assailant is local strongman Tajemul who has links with the Trinamool and is known to deliver "instant justice" for local disputes. It is not clear why the man and the woman in the viral video were being assaulted. Local police have said they have registered a case and are looking for the accused.

The Trinamool Congress has said that the accused, despite whatever his political affiliations are, "will not be spared".

"What the BJP is saying is immaterial because they are politically bankrupt, they will say whatever they want to say. It's a heinous crime. The Trinamool Congress doesn't want to know who this guy is or what his political affiliations are. Whoever this guy is, the police are looking for him. The strictest arm of the law will be meted out to him. He will not be spared. He will be made an example as soon as he gets caught," said Trinamool spokesperson Riju Dutta.

Main Opposition BJP has said this is the "ugly face of Mamata Banerjee's rule in West Bengal".

"The guy in the video, who is beating up a woman mercilessly, is Tajemul... He is famous for giving quick justice through his 'insaf' sabha and is a close associate of Chopra MLA Hamidur Rahaman," Amit Malviya, head of the BJP's IT cell and the party's co-incharge for Bengal, said in a post on X. "India must wake up to the reality of Sharia Courts in TMC run West Bengal. There is a #Sandeshkhali in every village and Chief Minister Mamata Banerjee is a curse for women. There is no semblance of law and order in Bengal. Will Mamata Banerjee act against this monster or defend him like she stood up for Sheikh Shahjahan?" He also flagged the issue to the National Commission for Women.

The BJP leader's post referred to the Sandeshkhali row during which sexual harassment, land grab and extortion allegations surfaced against local Trinamool leaders. Subsequently, a section of women alleged that the sexual harassment charge is untrue and that false complaints were filed in their names. Latching on to such statement, the Trinamool accused the BJP of cooking up an issue.

The video from Chopra was also flagged by CPM state secretary and former MP Mohammed Salim. "Not even #KangarooCourt! Summary trial and punishment handed out by d @AITCofficial goon nicknamed JCB. Literally bulldozer justice at Chopra under @MamataOfficial rule," he said in a post.

Mr Salim also said the man who shot the video has now been ousted from his home. "Such is the TMC's rule in the liberated zone of Chopra under the supervision of @WBPolice," he said. The CPM leader alleged that Tajemul is also an accused in a murder of a local Left leader.

In a swipe aimed at both Trinamool and BJP, he said that the "Suvendu model" continues in Bengal. "Murderers remain at large, travesty of justice continues in Bengal. Courtesy: @MamataOfficial & @abhishekaitc Continuation of @SuvenduWB model," he said.##.

The search for Kukiland
December 15, 2012
By Yambem Laba
THE credit for raising the demand for a Kukiland or a Kuki state to be carved out of Manipur, does not belong to the Kukiland State Demand Committee or its armed wing, the Kuki National Organisation. It belongs to an almost unknown Kuki by the name of Hengkhulen Sithlou who had held the nondescript post of headmaster of Motbung High School in the Sadar Hills area of Senapati district. In 1970, he was said to have received the blessings of then Lieutenant-Governor of Manipur D R Kohli.

In the early 1990s, one Nehlun Kipgen trekked to the headquarters of the Kachin Independent Army in Myanmar, armed with a letter signed by the late Dengkhosai Gangte, who had earlier led a contingent of the Mizo National Front to China via Kachin, asking for the arms he had left behind to be handed over to Nelhun.

Nelhun returned to his home in the Kangpokpi area and formed the Kuki National Front. Its primary job then was to meet the threats posed by the NSCN(IM) which had, since June 1992, launched an ethnic-cleansing campaign, wiping out Kukis from their pockets in the Naga areas. But the KNF also had a clear political agenda and that was the creation of a Kukiland, so much so that then chief minister of Manipur R K Dorendra in his last press interview to The Statesman, had reiterated that “there can be no further balkanisation of Manipur and there cannot be a Southern  Nagaland or a Kukiland either”.

Nehlun was killed in an encounter with the CRPF in the Kangpokpi area and the KNF splintered into factions, with the KNF (Military Council), said to have been under the control of a prominent Manipuri Kuki politician, coming to the fore. Apart from occasional arms snatching from demoralised Manipur Rifles personnel, nothing much was heard about the KNF till it got involved in the ethnic war with a cognate tribe, the Paites, rechristened Zomis, in Churachandpur district.

Around the time the KNF was formed, the KNO also came into being, not in Manipur but in Myanmar. Founded by a man called Hanglen, its primary political objective was the creation of a Kuki state in Myanmar, and not in Manipur. Around 1990, Hanglen was given sanctuary in Moreh by Kuki politicians in the RK Ranbir Singh ministry. Moreh, the border town, at that time was under NSCN(IM) control, and was a rich source of income. The entry of yet another armed group in the area was bound to create tension as both started vying for a share of the loot.

Then on 3 June 1992, Onkholet Haokip, said to be a KNO cadre, was captured and shot dead by the NSCN(IM) in Moreh. That was the spark that led to a fullscale war between the NSCN(IM) and the KNO and the former was forced to surrender Moreh. The latter, with its Kuki National Army, came to be looked upon by the Kukis of Chandel district as a saviour from the onslaught of the NSCN(IM).

It was also generally believed that the Indian Army was backing the KNO in the fight against the NSCN(IM) and it coincided with the statement by Hanglen that he had been to Delhi and had met General Rodrigues, then Indian Army Chief. The Research and Analysis Wing was also believed to have pumped in a crore or two of rupees to boost the KNO coffers.

Then Hanglen got killed by his cadres in Moreh itself and the KNO shifted its tactical headquarters to Imphal. In 1996, the outfit made a paradigm shift in its political agenda and its leadership was taken over by P S Haokip, who is believed to have been born in Nagaland. In a communiqué to the Indian Prime Minister HD Deve Gowda, dated 3 December 1996, Haokip categorically stated that the government of India must not treat the Nagas as the sole owners of the hills of Manipur, the interest of the Kukis must be safeguarded and “the Kuki aspirations and demands for an enclave, be it in whatever form — a statehood or a protectorate country, still stands”. A copy of this communiqué was made available to The Statesman by one T Antone Haokip, director of information and publicity of the KNO on the official letterhead of the Provisional Government of Kukigam (Kukiland) dated 20 August 1997.

It was around this time that one of the most prominent Kuki politicians of Manipur, former minister and member of Parliament, Holkhomang Haokip, had said that “we will achieve Kukiland only in heaven”, ridiculing the idea of a “Kukiland on earth”. The KNF did not take this too kindly and threatened to kill him.

He still has not changed his stance. Speaking to The Statesman recently, he said that “as good Christians we Kukis must know we are all passers-by on earth and our true home is in heaven”. But then he had this to say about Manipur chief minister Ibobi Singh, “The Nagas are angry with him and now the Kukis are also going to get angry with him… what is the harm in talking, as talking does not mean that you are going to give in to the demands”.

The irony of the demand for Kukiland now lies in the fact that the KNF, the original vocal propagator of the idea, is now with the United People’s Front, the other umbrella organisation of the Kuki-Zomi militants, that is now observing a Suspension of Operations with the Centre and the state. The UPF has categorically stated that it does do not back the idea of a separate Kuki state to be carved out of Manipur, while the KNO, which has since emerged as the other umbrella organisation of Kuki militants and which has also signed an SoO, has openly backed the demand for the creation of a state for Kukis, so much so that it recently declined to sign an extension of the SoO agreement, arguing that the Centre must give it in writing that political dialogue would commence soon following which they would be  prepared to sign an extension for three months, and not a year,  like the UPF.

The latter’s standpoint is for an autonomous Kuki administration within Manipur, somewhat akin to the Bodoland Territorial Council in Assam.

But political rhetoric apart, tribe and clan dynamics account for a lot regarding the actions of the Kuki and Zomi revolutionary groups. It is believed that particular clans of the Kuki-Thadou tribe would have an armed group which, in turn, would have a Kuki politician backing it, or vice-versa. Even one group, the United Kuki Liberation Front, is said to have been propped up by their arch enemy, the NSCN(IM). Then there is the great Kuki-Paite divide as witnessed in the fratricidal killings in Churachandpur in 1996-1997, which was also the time when present health minister and Paite leader Phunzathang Tonsing, who was then MPCC-I president, stated “Paites are not Kukis” and the Gangtes identified themselves as a Mizo tribe to distance themselves from both the groups.

Central to the demand for a Kukiland lies the motive of historical revenge on the Nagas, according to social scientist Homen Thangjam. He told The Statesman that the message was that the Nagas could not and should not hope for a political solution to their problem bypassing the Kukis, meaning the reality of Kuki pockets in Naga areas. Observers have, however, said that given the fact that the Kukis have not been able to convert the Kuki-dominated Sadar Hills area into a full-fledged revenue entity in view of the opposition from the Nagas, contending that the Sadar Hills formed an integral part of Senapati district, which is primarily a Naga district. The idea of a Kuki state comprising areas covering Ukhrul, Senapati, Tamenglong and Chandel districts, which the Nagas are claiming to be part of their Greater Nagalim or land, seems far fetched under the present circumstances, the observer added.

It was also said that at the height of the Naga-Kuki ethnic killings,  “both sides were mad but the Nagas have a method in their madness, the Kukis have none”.

Manipur at the moment seems headed for yet another period of uncertainty, with more blockades and bandhs in the offing.

Manipur: COCOMI & UNC urge Governor to expedite NRC implementation process

Imphal: Representatives from the Coordinating Committee for Manipur Integrity (COCOMI), Manipur, and United Naga Council (UNC), Manipur urged the Manipur Governor Anusuiya Uikey to expedite for implementation of the National Register of Citizens (NRC) based on 1951.

The COCOMI and UNC are the apex bodies of the voluntary organizations of the Meiteis and Nagas in the state.

The COCOMI and UNC representatives called on Governor Anusuiya Uikey at Raj Bhavan Tuesday in Imphal.

The delegation was led by Thokchom Somorendro, Coordinator, COCOMI and NG. Lorho, President, UNC, and other members submitted a memorandum advocating for the expedited implementation of the National Register of Citizens (NRC) basing 1951 as a base year in the state of Manipur.

The team urged the Governor that NRC should be implemented at the earliest so that scientific methods of identification may be applied to detect illegal immigrants and ensure that no further infiltration occurs in the state henceforth.

Random village recognition without verification must be stopped.

They further mentioned that the abnormal increase of villages in specific districts should be examined and corrective measures must be taken up.

The Governor assured the representatives that necessary steps will be taken to ensure the NRC is implemented in the state and it is just a matter of time.

The Governor said the matter has been discussed with the President of India, Finance Minister, and Union Home Minister and the Center is aware of the situation in the state.

Floods in Manipur: Large parts of Imphal city under water, paddy fields flooded, highways shut

Of the 16 districts, 2 districts – Imphal East and Imphal West are flooded. If rains continue overnight, then Bishnupur and Thoubal districts too will be under water. Already about 10,000 people have been affected in Impahl East and Imphal West. 20 relief camps have been set up, 10 each in the two districts under water. Already, 1,440 people are staying in the camps in Imphal East and 2,300 people have taken shelter in the relief camps in Imphal West.

The state might be staring at prices of rice, vegetables and other essentials rising as most paddy fields in the state are already under water and National Highway 102 connecting Imphal to Moreh is cut off due to landslides. The other two National Highways connecting Manipur to other parts of India – NH 2 connecting Manipur to Kohima and Guwahati is blocked at Kangpokpi and National Highway 37 connecting Manipur with Assam through Jiribam is seeing incidents of violence and is also shut in parts due to landslide.

NDRF, SDRF, Assam Rifles and Army personnel are out on the streets of Imphal East and Imphal West distributing food packets and drinking water bottles.

Manipur crisis: Kuki Inpi announces 12-hour shutdown in tribal areas on July 10

Imphal:The Kuki Inpi, the traditional governing body of the Kukis in Manipur, has called for a 12-hour shutdown in Kuki-Zo-dominated areas of Manipur.

This protest, set for Wednesday (July 10) from 6 am to 6 pm, is in response to the recent arrest of two Kuki-Zo village volunteers in Jiribam district of Manipur.

The decision for the shutdown was made during an emergency meeting held on Tuesday (July 09).

Janghaolun Haokip, Kuki Inpi's secretary of information and publicity, stated, "There will be a total shutdown in all Kuki-Zo dominated regions on July 10 from 6 am to 6 pm to protest against the gross injustice meted out to our people."

In their statement, the Kuki Inpi also called on all regional organizations to join in the protest to demonstrate solidarity.

The organization emphasized the broader struggle against what they describe as "unlawful opposition, subjugation, and persecution," reiterating their demand for a Union Territory with legislative powers for the Kuki-Zo people of Manipur.

Haokip further noted, "The Kuki Inpi resolves to issue a clarion call to all the Kuki-Zo people to fight against the injustices if the issue of this discriminate arrest further evolves against the common wishes and desires of the Kuki-Zo people."

The emergency meeting was convened following the arrest of two civilians and the alleged mistreatment of women and children during a joint operation by central and state forces in Phaituol, Tamenglong on July 8.

Another incident occurred on July 9 in L Hengjol, Jiribam, leading to the arrest of three Kuki-Zo village volunteers.

The Kuki Inpi's statement also criticized the central and state forces for allegedly ignoring the activities of Meitei militants and the group Arambai Tenggol in the Imphal area of Manipur, calling this behavior biased.

The arrests, which took place on Monday (July 08) before Congress leader Rahul Gandhi's visit to Manipur, followed an arson incident and an exchange of fire.

Troops from the 39 Assam Rifles and Jiribam district police detained two individuals from Phaitoul village in Jiribam district of Manipur.

One of the detainees is reportedly a juvenile, while the other has been identified as 35-year-old Kaplal Singson, son of Thangkhosem from Phaitol village.

Both individuals were suspected of being Kuki militants involved in the attack.

They were handed over to Tamenglong district police, along with three single-barrel guns seized from their possession, as the area falls under the jurisdiction of Tamenglong district in Manipur.

Imphal, Aug 1: At least ten people including three young students sustained injuries after a scuffle broke out between police and protesters at Singjamei in Manipur’s Imphal East on Thursday. A massive protest erupted in Imphal where internally displaced people came out in large numbers from relief camps and participated in the rally.
During the rally at Singjamei in Imphal East, a scuffle broke out between police and protesters resulting in injuries of protesters and a journalist. The scuffle broke out after police said that there was no permit to hold the rally as the Assembly session was going on at the moment. The protesters, however, wanted to march all the way up to the Assembly House.
Amidst an Assembly session in the state, Internally Displaced People (IDP) held a protest rally demanding they should be allowed to return back to their original places. The police reportedly fired several rounds of tear gas shells at the protesters, resulting in a tense situation in the area.
Following this, the situation became volatile as protesters partially blocked National Highway No 102. Protesters shouted slogans by clanking kitchen utensils. Protesters say they now have no desire to eat anything in relief camps and they only wish to return back home. Police, however, controlled the situation. Meanwhile, children huddled at SCM School as police fired tear gas shells to control protesters.

The Congress party has walked out of the Manipur Legislative Assembly and decided to boycott the remaining sessions on August 9.

Speaking to the media, Congress leader Okram Ibobi Singh stated that all five Congress MLAs left the ongoing 6th session.

The resolution sought a thorough discussion on the ongoing crisis in Manipur, which has persisted for nearly 15 months.

Ibobi Singh emphasized the need for a proper discussion to find a solution and take concrete steps to address the issue.
