NGOs receiving  funds from   Govt.  of Odisha( Bulletin-23)

Office of  Chief District Medical Officer, Ganjam District

Dear friends

Many  people  from different sections  have requested me to  put  in public domain  about NGOs/ corporate  house  backed NGOs/ Delhi-based NGOs / NGOs  promoted by bureaucrats mainly IAS officers   funded  by State Govt.   to carry out development  projects  in the state.  In fact, many corporate bodies have formed their own NGOs and taking huge amount of fund from Govt.  in the name of their NGOs   influencing or bribing the state bureaucracy. Similarly, many Delhi-based NGOs who do not have any experience or any infrastructure in the state have been awarded huge amount of  fund from state Govt.  to carry out various  welfare works. Many IAS officers, political leaders and Govt. itself have promoted their own NGOs engaging their relatives to get fund from Govt. in the name of awareness programme or welfare  activities.

In my pursuit of  understanding  functioning of the NGOs in the state   and funds provided  to them for various works, I had  submitted  RTI  on dt. 26.2.13 to 12  important Departments to get the information about it.  After receiving my application, The PIO, Department of Revenue and Disaster Management    forwarded my application to all departments. The PIOs of all Depts forwarded the same to their all subordinate offices to provide the information directly to me. In the meantime, I have received  voluminous of  information about NGOs funded by Govt., MOU signed with them, period of work and amount already sanctioned.  Keeping in view the voluminous information obtained from different offices, I have decided to put in public domain in Public Authority-wise from time to time.  So that the readers can   spend less time to go through it and give their comments.

The information provided on 30.3.13 by the Office of  Chief District Medical Officer, Ganjam District is as follows.

My Comments

HDF ( Human Development Foundation) is led by Sudarshan Das, columnist who is  always opposed  to privatization of health, education sector in public meeting. Handing over management of PHC  to NGOs/ Private bodies  is one step forward towards  privatization of health sector in Odisha. Shall  we prescribe handing over of Govt.  Primary Schools to NGOs  for its management to NGOs/ Private Companies , as it suffers  from mismanagement, teachers absentism, corruption in MDM etc.  HDF is not one NGO getting into management of PHC . There are so many NGOs involved in management of PHC in different districts. But the difference is these NGOs have no ideology or principle  on  whether the privatization of health sector required or not. They are neither votary of privatization or nationalization but work for only fund.
