An interesting question and I don't have answers.  To be really clear,
prison phone rates and systems are decided by State Prison
Systems/legislatures. I don't know if pre-pay phone competition it was
possible for the States to enter into separate rate contracts with then
ATT (or their local monopoly affiliate e.g. Mountain Bell) with unique
rates. I am going to guess it was. And I don't know what the tarrifed
local/inter/intra state collect calls rates were.  They have always been...

Relates perhaps to communication difficulties the protagonist has with his peers in stony lonesome... that mass murderer on death row who has a laptop with a 56kbps modem and ridiculous dial out rates..
