This fellowship project begins on October 25, 2021, and ends on October 23, 2022. The fellowship begins with a multi-day virtual orientation the week of October 25, 2021. The selected Executive Fellow will begin their first day of providing services to the host agency on November 1, 2021.
PROJECT CONTEXT
The FUSE Executive Fellowship is an opportunity to develop and implement unique solutions to a community’s most pressing challenges. For 12 months, FUSE Executive Fellows work within local government to bring innovative approaches to a specific project. Each fellowship is designed to leverage private-sector experience to deliver results that have lasting impact.
Working with cities throughout the country, FUSE Executive Fellows work particularly on structural and system changes that will reduce disparities and accelerate economic recovery by focusing on issues that will have the greatest long-term impact for local residents. Focus areas include living wage jobs, affordable housing, access to healthcare, education/childcare, and justice reform.
FUSE Executive Fellows are placed at the executive level of local government working with senior leaders of departments and agencies. Prospective responsibilities may include thorough data analytics and research, developing enhanced operations and financial models, building change management and strategic planning processes, and/or building broad coalitions to support project implementation efforts.
Previous FUSE Executive Fellows have tackled a range of community challenges. Examples of their work include building an information system to protect renters from displacement in Oakland, criminal justice reform in St. Louis and Washington DC, and implementing a strategy to support immigrants in Los Angeles.
FUSE Executive Fellows receive ample learning opportunities throughout their fellowship drawing from the best practices of leading for-profit, public and social sector organizations. They also receive hands-on support from a host champion within the local government, as well as an executive coach and the larger FUSE community of staff, alumni and advisors.
ALABAMA
Birmingham | The Birmingham Department of Community Development is working to institute a multi-pronged approach to diversify Birmingham's housing stock and preserve and create new affordable housing options for residents. To support this work, Birmingham will partner with a FUSE Executive Fellow for one year to operationalize public-private partnerships to increase opportunities for first-time homebuyers and form a vision for an affordable housing land trust. CALIFORNIA
Los Angeles County | Covid-19 disrupted the healthcare system and put healthcare workers across the country on the frontlines of a global pandemic, increasing the trauma and burnout that already existed among the Los Angeles Department of Health Services (DHS) staff. To address this, FUSE will design a comprehensive wellness plan to address the holistic health and wellbeing of DHS’s healthcare workers at all levels across the enterprise. Los Angeles County | Language access services are critical to the Los Angeles County Department of Health Services (DHS) and can have a profound effect on the health and wellbeing of patients, with 54% of DHS patient visits among Limited English Proficient populations. To systematically know how many patients need language access services and establish a more standard program evaluation for continuity in the quality of services, FUSE Corps will partner with the Office of Language Access and Inclusion to host an Executive Fellow for one year to develop a comprehensive implementation plan with specific recommendations and measurable objectives across the Office’s focus areas. Los Angeles County | Currently, the Los Angeles Department of Health Services (DHS) faces a critical lack of enrollment in their MyWellness Patient Portal, a free and secure website and mobile application that connects patients to their doctors and health information. To increase enrollment in the MyWellness patient portal by 50% by June of 2022, FUSE will develop and implement a robust strategic toolkit and quality improvement plan for DHS. Los Angeles County | The Covid-19 pandemic exposed difficulties that patients in the Los Angeles Department of Health Services system face in accessing specialty medical care, with wait times to see a specialist averaging around 89 days. To address these delays and decompress backlogs for potentially lifesaving radiology tests, FUSE will work to initiate an enterprise-wide system of care for radiology in the County. City of LA | The City of Los Angeles’ Green New Deal present a unique chance to bolster community resilience while also creating jobs of the future. State of California | As a pseudo start-up, the California Mental Health Services Authority (CalMHSA) is ready to build infrastructure around its people, systems, and processes to better support its over 60 partners in implementing various types of mental health programs across the state of California. Kansas City | The City of Kansas City, Missouri (KC) has received and distributed roughly half of the $195M in local federal relief from the American Rescue Plan Act (ARPA). Durham | Durham city leaders are working quickly to develop internal systems needed to support enforcing the city’s new Non-Discrimination Ordinance and protecting its most vulnerable residents from discrimination. TEXAS
Houston | Harris County is expected to receive nearly $1B in federal funds over the next two years via the American Rescue Plan Act (ARPA). The Budget Management Department will partner with a FUSE Executive Fellow for one year to steward the equitable distribution of theses ARPA funds and the launch of assistance programs to accelerate recovery from the Covid-19 pandemic and reduce disparities in outcomes for the Black and Hispanic residents in Harris County hit hardest by the pandemic. Austin | The Travis County District Attorney (DA) is at the forefront of efforts to dismantle our nation’s endemic over-reliance on incarceration, having designed a robust restorative justice pilot program for juveniles, allowing youth to resolve their offenses outside of the formal carceral system. TENNESSEE
Nashville | In 2020, Nashville weathered the worst disasters and security risks in the city’s 238-year history, facing a tornado, the Covid-19 pandemic, a derecho, and a bombing on Christmas Day. The Mayor’s Office will partner with a FUSE Executive Fellow for one year to shepherd multiple after-action reports for these 2020 disasters, ideating and implementing a strategy for long-term disaster recovery and community resilience. King County | As Covid-19’s impact on transportation in the County continues to evolve, King County recognizes that public transit is at the heart of a successful recovery from the crisis and is focused on creating a better system for the riders who have needed transit the most during the crisis. Milwaukee | In the face of Covid-19, Milwaukee County is further dedicated to institutionalizing racial equity and ensuring race will no longer be a predictor of a resident’s health.
