Title: “Individual Choice and Incommensurable Values”  

AbstractUsing the notion of an agent's ‘value structure’, which consists of a set of values and a ranking of these values, we examine personal decision heuristics,  ‘value rules’, that yield a (possibly empty) choice set for each value structure and each set of alternatives. Assuming that a heuristic is given that always generates a non-empty choice set for value structures that do not contain any incommensurable values, we study a family of extensions of such heuristics to situations in which two or more values cannot be compared to each other. The framework thereby allows for the possible existence of ‘hard choices’, i.e. situations in which incommensurability of values means that the agent cannot make a choice. The main result of the work presented characterises the extensions that form the family of so-called Dominant Quota Rules.
