Multidimensional welfare and inequality: we need to talk about efficiency (joint with Koen Decancq and Erwin Ooghe)
Abstract: We strengthen the theory of multidimensional welfare and inequality measurement by explicitly incorporating allocative efficiency. Our approach combines the axiomatic rigor of more recent studies with the utility-based foundations of earlier work. We draw a sharp distinction between efficiency, captured by the standard Pareto axiom, and inequality, represented by a new transfer axiom that applies only to efficiency-neutral transfers. These axioms reappear—suitably adapted—in our characterizations of welfare, inequality, and efficiency criteria. The analysis yields characterizations of well-established welfare criteria, unconventional but widely used inequality criteria, and novel efficiency criteria.
