HTML headers for sites.json and action_types.json

Hey guys,

I was wondering if there was a way to tell when the last time
sites.json and action_types.json were changed. I tried looking at the
html headers, but they don't contain that information. Is there
another way? Could that information be incorporated into the headers
since I think it's a fairly useful thing to know?
