Martin,

USOS has undergone a name change with our new County contract and now
goes by OC Lifeguards. We are still the same service provider, just a
different name to better represent the County of Orange.

OC Lifeguards will continue to provide services at Sunset Beach for
2011 and 2012, regardless of the outcome of the prospective
annexation. As it looks for now, current kiteboard regulations will
remain in place for Sunset Beach this summer.  If and when the
annexation takes place, new Huntington City Municipal Code will go
into effect for the beach which will likely mean that kiteboarding
will still be allowed, but there may not be a specific launch area for
kiters that is kept clear of all other surfers and bathers.  In other
words, a similar situation to what is currently the "recommended area"
for kiters north of the pier on Huntington City Beach.  The other
unlikely but possible outcome could involve black ball enforcement for
a portion or all of the beach, but this would also restrict surfing
and I don't see public support for that. I will keep you posted on any
changes as they come, but as of now, we plan to set up the launch area
at Broadway for the first half of summer.  I will send you official
Kite Regulations some time in early May that can be distributed to the
kite websites and forums.
