empty space next to my shop and set up some tables and chairs.I have
done this before with the owner of the shopping and she is very
accommodating. My shop would be standing room only so a bigger space
would be better.

I drew this map up as what I’d personally like to start out asking for
in regards to Bolsa access. I think that if we are going to go to the
trouble to ask for anything more than what we have now, then we ought
to ask for something worth fighting for. I don’t think a small sliver
of beach, that is just an access point to open ocean, where all we can
do is ride outside the break is something worth fighting for. I would
like to see an area where proficient kiters, who have already gone
through the learning curve, can freely ride waves. Riding waves
requires a bit more area.
Exclusive vs. Non-Exclusive Use:
The problem with asking for exclusive use of the beach (an area where
only kiters are allowed in the water, and all other beach users are
excluded): If we ask for exclusive use of precious beach front
property for such a small group of us, at best we would be awarded
only a small sliver of coastline. We’d have enough room to launch our
kites, get in and out of the water, and be able to kite only past the
break. We wouldn’t have access to wave riding which demands much more
coastline. However, if we ask only to be able to kite in a low
density area, where other beach users are allowed as well, we are
likely to get awarded a much larger area.
I’d propose we ask for non-exclusive use of a strategically chosen low
density area. The map below shows a good possibility. This
illustrates the entrance to Bolsa State Beach. Because of the
entrance road, there is no / limited parking for a large area of
beach. Naturally, with no adjacent parking, this area of beach will
have less “beach user density”. I think this is the area we should
ask for.
Note that there are about 400 meters (1/4 mile) of coastline which has
no adjacent parking at all (indicated as L1). There is another
section which has a very small parking lot indicated as L2. L3 is the
section of coastline that has no or very limited parking, and is about
550 meters (1/3 mile). I think the “L3 area” would serve as a great
controlled area for wave-kiting. At least we could start out asking
for L3, and then if we had to could negotiate down to L1.
I’d envision signs in this area indicating it as a non-exclusive use
kitesurfing area. It would alert other beach users to the fact that
kitesurfing happens in this area. If they are overly paranoid and
want to be nowhere near any type of potential perceived danger such as
kiting, then they have miles and miles of other more accessible
coastline to choose from. And those beach users that wanted to use
this area (maybe some like the seclusion / lower density), then they
are free to use this area as well if they really felt like hiking in
from their cars. But most people are going to prefer being close to
their cars.
Within this reasonable area, kiters would be allowed to kite within
the break amongst other surfers and beach users, so long as they are
capable of and do maintain a high regard for the safety of others.
I think that having non-exclusive use of an area such as this would
lessen the workload on the lifeguards in terms of policing. They
would not have to continually police who is not allowed into this area
since everyone would be allowed. Also, the area is large enough that
I think kitesurfers would be happy to stay within its confines without
being continually asked / reminded / shouted at / hassled to do so.
This is because the area is actually large enough to be able to ride
waves and stay far enough away from other kiters. The problem with
other areas such as Seal and Sunset is that the officially designated
kitesurfing areas are so small that they are not conducive to wave
riding, and the small areas tend to pack in all the kiters too close
together. As a result, everybody tends to push the limits and kite
outside of the area, and then they get yelled at by the lifeguards.
Having a non-exclusive use area demands that the proficiency level of
the kiter be high enough that they are not a danger to the small
number of other beach users that would choose to go to this area. We
don’t want newbies losing control of their kites and slamming them on
the beach here, or worse yet, losing them over PCH. And we don’t want
advanced but reckless kiters endangering others either. For those
reasons, we ought to have basic ability guidelines and conduct rules
that apply to this area. We’ve already established such guidelines
and rules at Huntington Beach and could use those as a model. I’ve
attached them here for you reference.
We could not rely on the lifeguards for enforcement of the ability
guidelines and conduct rules, they are something we would have to
“enforce” by our own self-policing. It is entirely true that in this
self policing concept, we do not have any authority to kick anybody
off the beach. But the majority of the time, this authority is not
needed. All that is needed is to appeal to common sense by politely
and respectfully indicating to the offending party that he is posing a
danger to others on the beach, and as a result is threatening all of
our access to the beach. I’ve done this several times with
insufficiently experienced or reckless kiters at Huntington, and have
found that it is easy to point this out to somebody and modify their
behavior if you maintain respect for them while doing so.
