Why not? Would a Jew be forbidden to wear a kippah or a Sikh a turban? If not then the hijab should be allowed.

The military academy policy is that cadets be in
uniform at all times. This student is requesting
an exception.
I remember a decision in which the request of a Jewish
officer to wear a yarmulke / kippah was denied.
