The Qur'an did not institute marriage. It assumes the faithful know
the customs of their pre-Islamic days and it makes modifications, I
believe all of them are quite minor, whenever they are needed. If you
include divorce in the subject matter of marriage the Qur'an has a
considerable amount of material - not completely consistent - about
divorce. It appears that marriage was in much better shape, in pre-
Islamic days, than divorce.
But, because the old customs are assumed, it is essentially impossible
to completely characterize marriage from the Qur'an. I believe, but
am not prepared to prove, that you cannot even completely characterize
marriage from the hadiths either. The Shari'ah has been forced to add
numerous touches that have no prophetic basis.
This is not the only place where the Qur'an is inadequate guidance
because it assumes we know what the people in the Hijaz fourteen
centuries ago knew. However we are not much worse off in this respect
than the third / fourth century founders of normative Islam. Third
century Baghdad was VERY different than Yathrib (not yet Madina) in
the days of Muhammad.
