Subject: Army Regs on SDFs

I am looking for copies of the US Army regulations governing
state defense forces and would appreciate it if anyone on this
list could give me some assistance.

Where can I get a copy of AR 915-10 STATE GUARDS, GENERAL POLICY
AND REGULATIONS FOR STATE GUARDS ? This is an Korean War era
revision of the old WW2 AR 850-250. Could I purchase copies
directly from the National Guard Bureau or would I have to go
through some publications office?

Around 1984 the NGB developed a "Model State Defense Force Act,"
which was an unofficial and preliminary paper done by the Office
of Policy and Liason pending amendments to the laws prohibiting
federal aid to state defense forces. Evidently, Congress refused
to consider these changes and the legislation never went through.
My question is...what is the current status of this document and
where can I get a copy? Has it been superceded, modified or
dropped completely.

Would also appreciate any information on any current articles,
papers or policy statements about SDFs.

Thank you,

I would like to thank all the folks that took the time to respond
to my request for information and regulations concerning state
defense forces. To share some of the current literature that was
recommended I thought I would send out this list of current
articles on SDFs that should be of interest to both the historian
and those interested in current defense topics:

Cole, Merle T. "Second Regiment, Infantry, Maryland State Guard: An
Early State Defense Force" THE JOURNAL OF MILITARY HISTORY (NO.53)
Jan. 1989 (pgs. 23-32).

Fisher, Charles R. "The Maryland State Guard in World War 2" MILITARY
AFFAIRS (Vol.47) February 1983 (pgs. 11-14).

Pendleton, Gary. "North Carolina Militia" MILITARY (Vol.IX,No.9)
February 1993.

Stein, George J. "State Defense Forces: The Missing Link in National
Security" MILITARY REVIEW (Vol.64) September 1984 (pgs.2-16).

Wilson, Bill. "State Defense Force" MILITARY (Vol.IX, No.6) November
1992.

In addition, there is an excellent study put out:

MDA903-80-C-0594 U.S. HOME DEFENSE FORCES STUDY
Historical Evaluation and Research Organization
Office of the Assistant Secretary of Defense
Washington DC March 1981

A hard copy draft is available from the Naval War College Library on
Interlibrary Loan (ask for Call # UA 42. U5 1986).

I don't subscribe to most of the military studies journals or
service newspapers and would appreciate learning of any
additional articles that may be in print.

Also, I would be happy to mail a copy of any of these articles to
any interested personnel. Send me an E-mail or drop a card to:

P.O. Box 657

(Sorry, I cant copy the HERO Home Defense Forces study...it's too
huge) (Also, the Stein article is hightly recommended as a well
balanced overview of SDFs and their mission).

we follow..
developments in Russia and US-fSU coopeartive efforts (such as the
arrangment to purchase some 500 metric tons of HEU from Russia);
disposition options for Pu-239 ...

I would like to know whether there are any plans, efforts
to provide technical help to non-nuclear countries of
former Soviet block. It seems that these countries are
still building old, Cernobyl style reactors, without
containment structures...

Is there an international standart prototype
of a nuclear power plant, which is designed with
latest safety features available to such countries?

I hope that someone may be able to help me...

I am looking for a critique(s) of the Mutually Assured
Destruction doctrine. I am working on a paper examining the
counter-arguments of the various arms control and nuclear
strategy "camps."

If anyone knows of any articles or books concerning
counter-arguments to the MAD positions (ie arms control
negotiations, arms development & procurement and ballistic
missile defensive systems) I would very much appreciate hearing
from you.

Thanks in advance,

To interested persons:

I am interested in conversing with anyone that has any insight
in the use of U.S. troops any Bosnia. I am undecided in my opinion
of whether or not U.S. troops should be used in Bosnia. I see
multitudes of death in this war, and I cannot help but to recall
Vietnam. Please feel free to respond to this controversy.

Chris Fretwell.
