Hi Darlene,
I'm not sure how we'll be able to help with this. We can ban the user
from our service, etc. but this won't stop them from simply signing up
for a new account, with us, or any other usenet provider, and resuming
the same behavior.
The only thing I can suggest is using the filters in your news reader to
block any messages from him. I'm sorry that you're having to deal with
this. We can look at the posts if you'd like to send us some sample
message-ID's
