I know the CSA issued them during the Civil war, but were they issued at all
after that war? I believe the Uninted States formally renounced Letters of
Marqu at the Hague Conference in 1907, but I have found no information
regarding their use in the later half of the 19th century.
After scanning these documents, we may be interested in discussing the
historical value of the firsthand accounts. Anyone know where to begin
the search for same? It's amazing reading about him riding on a train
through Paris, setting up here or there, and the language of the day is
fairly wonderful. Ideas anyone?
