In theory, Google can do that, by blocking the spammer, if she really uses Google services.

You can report them as spam, and hope someone will take care of it.
I've reported that lined site to a couple of the publishers.

But you may report selling of illegal copies of books (if you
can prove it) to:

- cira.ca (to drop the domain name, they can do that)
- visa, mastercard and paypal (to kill their business)

Suing someone for ONE title is over $10,000 so they won't be sued.
But you can cut their income !

Proving the books are not legal will be the problem here...

Actually, Google does care about spamming.

Last I checked, they were selling for a hefty sum Gmail business accounts with traffic volumes so large that they literally could ONLY be useful to spammers.

According to Springer the site is one of a known network and has been
taken down.
