According to traditional sources he is related
to/descended from the
previous kings. However, the sources are late, so one
should not put
too much emphasis on such a claim (it is common to
make the stamvater of
a new royal family a scion of the former one).
In terms of actual evidence, there is one source which
may be of
relevance. The cartulary of Liebana includes an
undated, but certainly
early, document which provides details realting to the
descendants of a
certain Benedicto and his wife Ellesinda. In addition
to a son, they
had two daughters, Osicia and Divigria, the latter
married to an
Aquilo. This couple had, with several others, two
sons, Fafila and
Diego, who married his first cousin Gulvira, daughter
of Osicia, and had
a son Pedro (again, with others).

Pedro
Now Liebana was later patronized by the royal family,
the descendants of
Pedro. Fafila is the name usually attributed to the
father of Pelayo,
who in turn is said to have been a kinsman of Pedro,
and if they are
matched with the individuals named in this document,
the two founders of
the reconquest would be first cousins. Finally,
several other names
found in this document (i.e. Gulvira, Silo) later show
up in the royal
family. Thus it is possible that this document allows
the
reconstruction of Pedro's ancestry. However, the
similarity in names
could be nothing more than coincidence.
This is all that is known regarding Pedro's origins.
