How to locate a foreigner in Berlin (Germany) in 1913-1918?

A family of 3 women (a mother and two young daughters) moved from
Odessa to Berlin in 1913 and lived there for several years.
In the past, I found several Melbzettel (registration document) in
Vienna (Austria) for another person. Was anything like these available
in Germany at the time? How can I locate these 3 women in Berlin?
P.S. They are not listed in the telephone books.
