Milosevic to visit Montenegro for first time as Yugoslav president, ally
says

PODGORICA, Yugoslavia, Sept. 18 — In a pre-election
move that could fuel tension in Montenegro,
Slobodan Milosevic is planning to make his first
trip as Yugoslav president to the
independence-minded republic, his chief ally said
Monday.

Milosevic, who faces a tough challenge in Yugoslavia's Sept. 24
elections, will speak at a rally Wednesday in the northern Montenegro
town
of Berane, said Momir Bulatovic, the leader of the pro-Serb camp here in

Montenegro.

Yugoslavia is comprised of Montenegro and the much larger Serbia,
Milosevic's power base. Montenegro's pro-Western government opposes
Milosevic, and has taken several steps toward independence, complaining
of
his autocratic rule.

Montenegrins remain deeply divided over whether the province should
seek independence or remain in the federation. Pro-Serb Montenegrins
mostly live in the north of the republic bordering Serbia. Berane is one
of their
strongholds.

Those divisions will be highlighted by Milosevic's visit, which is
apparently a challenge to President Milo Djukanovic's government.
Djukanovic has called for a boycott of the Yugoslav presidential,
parliamentary and local elections, declaring them illegal.

The trip to Montenegro — the first since Milosevic became Yugoslav
president in 1997 — is also designed to boost his image ahead of the
balloting amid reports that he is trailing an opposition candidate.

Some fear Montenegro's tensions could flare into clashes if Milosevic is

re-elected president. Djukanovic has hinted he might call an
independence
referendum if that happens.

Djukanovic has accused Milosevic of increasing pressure on Montenegro
through the Yugoslav army forces stationed in the republic.

Bulatovic said Milosevic will deliver a message that Serbia has no plans

to move against Montenegro.

''The whole of Montenegro, Yugoslavia and the whole world will have a
chance to hear that our president will never attack one part of our
country
and that he will never come on cannons, or tanks, but on the wings of
popular
will,'' Bulatovic said at an election gathering in the northern town of
Kolasin.

Bulatovic accused the Montenegrin government of working under
instructions from the United States and other NATO countries to break
up
Yugoslavia.

''We must protect ourselves and think about our national interest,'' he
said. ''And, our national interest is a free, strong and democratic
Yugoslavia.''

Milosevic almost never travels outside Serbia proper, while his rare
public appearances are always organized under maximum security. If he
tries
to travel abroad, Milosevic faces arrest because of an international war

crimes indictment against him.

Djukanovic, who has close ties with the United States and its allies,
has
pledged to cooperate with the U.N. war crimes tribunal, but has ruled
out any
arrest of Milosevic, saying it would destabilize Montenegro.

Vojislav Kostunica could be the man to beat Milosevic

Efforts by the Milosevic regime to denigrate its opponent
as an unpatriotic traitor and Nato stooge have proved ineffective as
Mr Kostunica's traditional nationalist credentials are clear.

He supported the Serb cause in Bosnia and Kosovo and
fiercely criticised America's Balkan policy and last year's
Nato bombing, which he described as "a grave mistake".

Mr Kostunica uses strongly anti-American rhetoric.

The constitutional lawyer has also denied the legality of
the War Crimes Tribunal in The Hague and declared last
week that, if elected, he would not extradite Mr Milosevic,
who is indicted for war crimes in Kosovo.

Anti-Semitism remains a problem in Croatia. There is a strong tendency
toward Holocaust denial, particularly where the role of Croats is concerned,

Prior to the Croatia's independence in 1991, Ustashe supporters in exile
were extremely well organized and funded. They also were relentless in their
efforts to re-write history by whitewashing and minimizing the crimes
committed by the Ustashe during the war at places like Jasenovac.
