This product is the encoding transformation software of multilingual support.
This product is supporting to Japanese, Chinese, Taiwanese, Korean (aka CJK
language), Russian, Vietnamese, Arabic etc. in addition to ISO-2022.
And this product is supporting to 7 bit code processing by SI/SO.
This software is using an original code system in the inside. This code system

I haven't tried any of that OCR software and so I don't have any personal
opinion about the performance of each one of them.
However VnDOCR seems to be the best available software in that field, according
to in advertisement and testing. The bad thing about this is its
price.--Somewhere about $500 USD and up)

The problem seemed to be simple enough
I bet you can store all Vietnamee wods in the memory then match the word to be
OCR'ed giving a kind of multiple choice for the user to select the one most
appropriate.
