* During a visit to the Turkish capital Ankara on Monday, the leader of
the German Christian Democratic Union party managed to anger and
disappoint both German and Turkish leaders.
Ms. Angela Merkel, head of the conservative party, proposed "a special
relationship" between Turkey and the European Union during her visit.
The offer apparently involved a customs union, military integration and
cooperation in social policies and other areas. The problem arose in that
the offer was offered as an alternative to full membership in the European
Union, a Turkish goal for some 40 years.
The offer was more stinging because Turkey already enjoys a full customs
union as well as full NATO military membership.
Indications are that the offer was swiftly rejected.
Reaction to the offer was unusually strident in its tone, most likely
because Germany currently has some 2.5 million Turks within its borders.
Mr. Hakki Keskin, the chairman of the Federation of Turkish Communities
in Germany stated that Ms. Merkel had insulted all Turks, and decried the
offer as a shocking example of discrimination.
Mr. Franz Müntefering, parliamentary leader and acting chairman of the
German governing Social Democrats, bluntly termed Ms. Merkel's visit a
fundamental failure.
He further criticized Ms. Merkel's statesmanship as unprofessional and
dangerous for both Germany and the development of Europe.
Ms. Merkel is running for the chancellery of Germany as the opposition
leader. Political analysts say that she is trying to capture the
conservative votes by making Turkish membership in the European Union an
issue.
* German Chancellor Gerhard Schroeder intends to visit Turkey on the 22nd.
The visit is seen as a reinforcement of his support for Ankara's bid to
join the European Union.
The visit is also intended to add to the efforts to reunify the island
of Cyprus.
It will be the first trip to Turkey by a German chancellor since Helmut
Kohl in 1993. Mr. Schroeder is scheduled to meet with Turkish Prime
Minister Recep Tayyip Erdogan, President Necdet Sezer and opposition
leader Mr. Deniz Baykal.
* Mr. Ali Bardakoglu, the new head of Turkey's Religious Affairs
Directorate, has ordered the use of Muslim sermons on Fridays in order to
halt the practice of "honor killings" in Turkey.
Honor killings occur when a female has supposedly besmirched the family
reputation by such actions as appearing in public with a man who is
unrelated by blood or marriage. The murders occur at the hands of the
woman's male relatives, and Bardakoglu has decreed that such deaths are
indeed murders. Consequently, these tragic actions are no longer just a
violation of the law, but are now considered to be a sin against God. The
directorate's new emphasis on protecting women has cheered both women's
groups and Western-leaning Turks.
When the current government with Islamist leaders came to power, both
leftists and moderates feared that the directorate would rescind
hard-fought gains in women's rights. Instead, the directorate has even
sought the assistance of women's groups on some policy matters, which has
pleasantly surprised many Turks.
* A German researcher has uncovered evidence that the powerful East German
Stasi police occasionally enlisted Turkish immigrants to Germany as spies.
Birthler Authority researcher Mr. Georg Herbstritt detailed some of the
methods used by the secret police organization to lure immigrants into
forced spy duty.
Typical targets for the Stasi were Turks whose visas were about to
expire; those who crossed the border too late at night during visits;
those who were caught exchanging money on the black market; and sometimes
even those who had the misfortune to photograph a previously unknown Stasi
building.
All targets were Turkish men. Surprisingly, many of the Turks were only
assigned to "fly-catcher" duty.
Their responsibilities were to inform on the East German women who were
trying to marry foreigners in order to escape East Germany.
At that time, thousands of Turks living in West Berlin made day trips to
East Berlin, and those men were considered popular targets for East German
women in search of a better life.
* On Friday, Turkish divers were preparing to enter a Bulgarian ship that
sank during a storm in the Black Sea near the Bosporus Strait.
The purpose of the operation is to retrieve the bodies of the 19 missing
sailors which included 17 Bulgarians and two Ukrainians.
Weather conditions could complicate the mission, and are also affecting
rescuers on the Turkish coast, who are searching for survivors.
The Hera held a cargo of 11,000 tons of coal from the Ukraine, and sank
less than 9 miles from the Turkish coast.
The crew of the Hera did not issue a distress signal before going down;
instead, its last messages were to request a tugboat to escort it through
the Bosphorus Strait.
* In a breathtaking story resembling a soap opera, Turkish prosecutors are
actively hunting members of Turkey's Uzan family on charges of fraud and
embezzlement running into the billions of dollars.
This is on top of a US District Court judge ordering the Uzans to pay
$4.3 billion to Motorola and another $1.7 billion to Nokia last July.
The billionaire clan's far-reaching empire includes banks, construction
firms, five television channels, 12 radio stations, two national
newspapers, and Turkey's second largest cellular telephone firm.
One bank alone suffered a $6 billion collapse last year. On Feb. 14 the
Turkish government was forced to assume management of 219 of Uzan
companies in order to help repay depositors and creditors as well as
prevent family members from diverting even more cash.
Mr. Kemal Uzan, 69, has disappeared from his 22-room mansion overlooking
the Bosphorus in Istanbul. His son Hakan, 36, is likewise missing from
his nearby three-story villa. The US judge's order ruled that the Uzans
had diverted Motorola and Nokia loans for the cellular firm Telsim into
private bank accounts, yachts, airplanes, personal effects, and choice
Manhattan real estate.
However, the Uzans say the Turkish charges against them for the bank's
collapse are solely politically motivated, because one of the clan, Mr.
Cem Uzan, 44, heads the Young Party, which opposes the governing Justice
and Development Party.
* In a ceremony last week, B''nai Brith Canada conferred its Interfaith
Humanitarian Co-operation Award upon the Turkish ambassador to Canada
Aydemir Erman.
The award is a formal recognition of Turkish efforts to rescue Jews from
the Holocaust, as well as Turkey's enduring friendship with the Jewish
people.
The ceremony was in conjunction with the North American premiere of a
television documentary called "Desperate Hours", produced and directed by
former American actress Victoria Barrett.
The film highlights efforts by Turkish officials and citizens in helping
Jews escape Nazi persecution.
Ms. Barrett, who is a self-described Christian, stated that she wanted
to convey the message that simple decency can transcend religious
differences among people and make a huge difference in even the darkest of
times.
* A Turkish court has ruled in favor of the city of Izmir and the
environmental group Greenpeace, ordering an asbestos-laden ship to return
to France.
The Sea Beirut was towed into the Aliaga shipbreaking yard on the Aegean
coast of Turkey in May 2002 to be dismantled by the Turkish company
Cemsan.
However, Greenpeace activists protested, insisting that the ship
contained harmful asbestos, and would severely damage the environment when
dismantled.
Testing confirmed the presence of asbestos, and the Turkish environment
ministry promptly ordered the vessel to return to France.
Cemsan, the Turkish company which had purchased the ship in France to be
dismantled in Turkey, had appealed the ministry's decision.

* A painting believed to be an original Van Gogh was seized in an
operation in the Turkish capital Ankara last Tuesday after police received
a tip off that the suspect, a would-be art dealer, was actually an Ankara
gynecologist, who had been seeking to sell the artwork for up to $1.0
million.
The painting, of Arab women wearing headscarves, bore the seals of the
French Louvre Museum and the Emirate of Kuwait. Police believed the
painting may have been looted by Iraqi soldiers during the 1990 invasion
of Kuwait.
The suspect was taken into custody in the Ankara suburb of Çankaya.
* A film entitled "Head On", directed by Mr. Fatih Akin, a German of
Turkish parents, was awarded the Golden Bear award at the 54th Berlin Film
Festival at a ceremony.
Mr. Akin said that the film, which stars Ms. Sibel Kekilli, depicts his
view of Turkish immigrants living in Germany.
He added, "I hope that this will finally blow away the label of the
exotic immigrant".
The film portrays the story of a young Turkish-German woman who marries
a man she doesn't love to escape her conservative Muslim family.
* Acclaimed Argentinean tango dancer Ms. Amelita Baltar and her ensemble
arrived in Istanbul last Thursday to perform an immaculate concert at the
BuzMarkiz in Beyoglu.
Ms. Baltar not only known for her musical career, but also for her
theatrical performances for both German and Italian television programs.
* Istanbul was one of only three cities throughout the entire World
awarded the Third Annual Dan David award last week in New York City.
The award, worth $1 million, is given to cities that have successfully
embraced and preserved their historical heritage and culture.
Istanbul officials plan to use the prize money on historical awareness
programs in the future.
* An annual analysis of the top archeological sites in the Black Sea and
Southeastern regions of Turkey found that 589 of the 663 sites had at
least minor damage.
To improve upon the record, Turkish authorities established a large
commission made up of various university professors and independent
archeologist. Their goal is to clean the archeological sites, chronicle
the damage done, and share this information with the public to prevent
damage from occurring at other sites.
* Renowned Greek pianist Dimitris Sgouros has been performing with the
Borusan Istanbul Philharmonic Orchestra as their honorary guest for the
entire month of February.
World famous violin-player Shlomo Mintz has been accompanying him.
* The Turkish Daily News reports that archaeologist's are looking for
sponsors to finance the exploration of underwater historic sites at
Zeugma.
Selcuk University Science and Literature Faculty Archaeology Department
Underwater Archaeology Director Prof. Mustafa Sahin, speaking to Anatolia
News Agency, said that they were starting a project to uncover sites at
Zeugma flooded by water from the Birecik Dam.
He said they planned to initiate the project in August, but needed
$75,000 for the first stage.
He said Zeugma had attracted worldwide attention before it was flooded
by water, but there was still significant interest in uncovering further
parts of the historic city.
In Turkey, underwater archeology mainly dealt with seas and sunken
ships, but Zeugma and similar sites, which will be submerged in water in
Turkey, was starting to get the necessary attention, said Sahin.
Studies at Zeugma would be the first underwater project to be conducted
inland, said Sahin, adding that the study aimed to document all the sites
in the city.
He said, depending on financial constraints, they would also be
recovering the mosaics and other historical artifacts under threat of
damage.
Zeugma was an ancient Roman outpost what is now modern Turkey. The
archeologist say that the preservation of the ruins and the beauty of the
finds rival that of Pompeii.
