On the news front there were a number of surprises among the prizewinners
at the 38th Thessaloniki Film Festival which ended in a ceremony that was
marred when photographers, who had been banned from mounting the stage,
refused to take photographs.
In the International Competition, Australia's Sue Brooks took the Golden
Alexander Award for the best film with her "Road to Neil". The Silver
Alexander, awarded by the critics' committee was awarded to the Dervish
Zaim for "Somersaults in a Coffin".
The film named "Eskiya" will represent Turkey this year in the"Best
Movie in Foreign Language" cathegory of the Oscar Contest organized
by the American Cinema Art and Science Academy. A Ministry of Culture
commission decided by a majority of votes that "Eskiya"
will be the movie to represent Turkey at the contest. Ministry of
Culture officials said that "Eskiya" has successfully represented
Turkey in Germany and has become very popular in Turkey with its
effective cinema language, extraordinary performance of the actors and
its technical peculiarities.
The recent membership rift between Turkish republic and European Union
reminded me of the unsurmauntable tasks Turkish folk tales. No matter how
ridiculous the demands it is general knowledge that our simpleton hero
somehow succeeds. Story telling aside we should look at all aspects of
Turkish-Western European relationships on a one by one basis.
Our first article is on EURIMAGES and shows that amounts awarded to Turkish
films received at project stage until 1997. The film fund returned twice
the amount comitted by Turkey last year and some of these films also opened
to critical acclaim and big box office. This fund that requires co
production of not less than three member countries also create better
production quality and more interest in garnering invites to film fests. At
its 49th meeting, held on 16-18 June 1997 in Stockholm (Sweden), the
Eurimages' Board of Management agreed to support 12 feature films and
2 documentaries for a total amount of 28.85 Million French Francs. No funds
were given to Turkish films. A recent announcement however indicated that
financial assistance will be provided for the Turkish-French-Hungarian co
production ''Madness Diploma'' directed by Tunc Basaran and
theTurkish-Greek-Bulgarian co production ''Istanbul, My Love'' directed by
Seckin Yasar.
The 28th International Forum of New Cinema held during the upcoming Berlin
Film Festival will showcase Kasaba. This is good news for this unique film
and a return for Turkish Cinema to the Forum after an absence in 1996 and
1997.

22.TURKISH CINEMA IN LONDON

North London's Rio Cinema started the succesful run of Bandit/ Eskiye with
the 5th London Turkish Film Festival. Ms Vedide Kaymak (House Manager of
the Rio Cinema, Festival Director of the Fifth London Film Festival)
emphasised the importance of these type of events to introduce turkish
films to Uk film market. Innocence/ Masumiyet and Somersault in a Coffin/
Tabutta Rovesata was enthusiastically received and BBC interviewed Master
Kill me/ Usta Beni Oldursene director Baris Pirhasan. Reis Celik's Isiklar
Sonmesin and Omer Kavur's Journey on the Hour Hand / Akrebin Yolculugu
rounded up the programme.
This Turkish Film Festival points out the importance of holding critical
jobs by Turkish people in creating these type of opportunities for Turks
and filmgoers alike. Similarly Strasbourg recently enjoyed another

Kasaba , Nuri Bilgi Ceylan's first feature film will be showcased during
february 12 - 22, 1998 in the forum section of Berlin Film Festival. This
section is reserved for films that brings new approaches to cinematic
language that enriches the thematic and esthetic norms of film.The
Invitation caused another limited run of the film in Istanbul's Pera
Cinema. Shot in black and white, the 90 minutes Kasaba is an unusual
experiment in which the actors are the people of the town in which he spent
his childhood and he does everything from holding the camera to arranging
the lighting. Ceylan came to the cinema from photography and his first 1995
short film, "Koza" (Pod), was admitted to the 48th Cannes Film Festival.
The film describes an extended family of three generations who live in
asmall godforsaken town in Turkey. They are seen through the eyes of the
children. The first part takes place in winter and shows the 11-year old
daughter's difficulties in adapting to her social environment. She facing
feelings of shame and has to cope with the mercilessness of life. Theseason
is winter. The second part takes place in spring. We see the girl with
herbrother, who is four years younger, on their way to a corn field where
their family is waiting for them. As they pass through the
countryside, they encounter the mysteries of
nature and wildlife. In the third part, brother and sister witness the
complexities and dark sides of the adult world. The children's
grandparents, parents and cousin Saffet gather around the fire and talk.
The grandfather describes his experiences during the First World War, his
imprisonment by the British, his deportation to India, surviving years of
hunger and deprivation. His attitude is of one of resignation and deep
faith. The father is more given to analytical thinking, science and
rationality, thus his spiritual world is less developed compared with that
of the grandfather. He had to struggle to get an education, studied in the
USA for a number of years and is the only one in the neighbourhood who has
an education. Cousin Saffet did his military service years ago, but still
has not found his way in life. He has no job and no family. He believes
life is empty and meaningless. The fourth part takes place at home. This is
a tranquil sequence moving between reality and dream. It deals with
children who, at the outset of their lives, are ruthless and unscrupulous
like nature itself and who learn to feel compassion, pity, kindness,
forgiveness and other human emotions.

THE INTERNATIONAL FORUM OF NEW CINEMA

The International Forum of New Cinema owes its origins (not unlike the
"Quinzaine des r alisateurs" in Cannes) to the upheaval of the Berlin
Festival in the wake of the student movement of May 1968. In 1970 the
Berlin Film Festival, under the direction of Alfred Bauer, fell into a
severe crisis. It was triggered by a German film ("O.K." by Michael
Verhoeven) that took a critical position regarding the Vietnam war. After
many hearings and discussions, the "Berliner Festspiele GmbH", the private
limited company borne by the Federal Government and the "Land" of Berlin,
finally arrived at the decision (which was publicly announced toward the
end of the year 1970) that the film festival should carry on in 1971 in its
previous form, but that the "Friends of the German Cinematheque", should
be charged with the task of organizing a new event, the "Internationales
Forum des Jungen Films" (International Forum of New Cinema).
What were these new basic ideas of the Forum? First of all, a selection of
films with no compromises or outward considerations, but rather according
to the values and views of the selection committee of the Forum; the
decisive factor should be not only the artistic quality of a film, but
especially the originality of its form as well as its contribution to the
development of a new language and aesthetics of film. Furthermore, the
films should testify to social and political developments.
The programme of the Forum met even in 1971 with great enthusiasm and was
given a very positive critical reception, which can be explained in part by
the fact that the "zeitgeist" demanded a new type of festival such as the
Forum represented, where no great importance was attached to prizes; where
the new style of cinema, "auteur" films, new German cinema, the political
documentaries and films from the Third World were at the centre of
attention; where it was possible to discuss films at length.
The selection continues to comply with the criteria established at the
beginning: the innovative value of a film or its worth as a testimony, a
document, a new experience for the viewer are the decisive factors for its
selection. If the borders between the individual sections of the festival
sometimes seem to shift, it is because more "young" and innovative - and
even experimental - films are also now being shown in the other sections of
the festival, due not least to a competitive situation that still exists.

A recent film related publication, Sumbul Sokagin Tutsak Kadini/The
Prisoner of Hyacinth Street by well known Turkish film critic and writer
Atilla Dorsay is an extensive 295 page monogram about Turkan Soray.
Generously illustrated the book is well researched with interviews with
industry figures and close relations and is written with a non academic sty
le that is apealing to the general public. This is Dorsay's second
monograph after his book on actor director Yilmaz Guney.
The book takes its name from the Levent district street where Soray used to
live and is written with the full cooperation of Turkey's best known film
star. The book also includes a filmography (1960-1997) by veteran film
researcher Agah Ozguc that covers her 190 films and is further enhanced by
the combined information on sound recording artists who loaned their voices
and index of songs in Soray films provided by Yahya Karadas, a young
researcher bringing attention to obscure areas of Turkish Cinema.

History of the Cinema in the Turkish-Cypriot Community

Well known Turkish-Cypriot researcher and journalist Ahmet Tolgay has just
published one of the most interesting books to come out recently, the
history of the cinema in the Turkish Cypriot community. The book entitled
in Turkish "Kibris Turk Toplumunda Sinema Olayi / History of the Cinema in
the Turkish-Cypriot Community" was published by the Meral Birinci
Foundation.
The book tells of the great cinema going tradition of the Turkish-Cypriot
community, how it all started and the first films shown in the cinemas in
Cyprus. Did you know that the first person to actually show a film, in
Cyprus, commercially, was a Turkish Cypriot named Mustafa Ali back in 1913.
Many more interesting historical facts about the cinema in the
Turkish-Cypriot community are given in full detail in this very interesting
book.

KARISIK PIZZA

An upcoming Turkish film is Karisik Pizza.This is the first feature film by
Umur Turagay, well known music video and advertising film director and has
Nokia as a sponsor.
Murat (Olgun Simsek) an innocent young pizza delivery boy who dreams
himself as an attractive hero and adventurer knocks on the door of a
beautiful woman. Emel (Meltem Cumbul) is the girlfriend of local gangster
and Murat finds a gun pointed at his head a brathless chase begins.
Actors did their own stunts filmed with the use of a helmet mounted camera.
After a re-shoot of an expensive night club scene that was accidentally
super imposed the film will be released under the Warner Bros. label in
Turkey. Warner Bros. owns theatres in Turkey and attached its distibution
muscle to Turkish films recently.

withdraw,1.1.1997); Czech Republic, 1.1.1994; Slovak Republic, 15.4.1996.
Realising that the constant advance of information and communication
technology and the large scale emergence of new transmission and
distribution channels will result in increased demand for programmes and
increased competition in the programme market; Wishing, therefore, to
foster the co-production and distribution of creative cinematographic and
audiovisual works in order to take full advantage of the new communications
techniques and to meet the cultural and economic challenges arising from
their development; Wishing to intensify co-operation and exchanges for the
purpose of stimulating film and audiovisual production as an important
means of promoting Europe's cultural identity; Wishing, accordingly, to
take concrete measures in
the financial field to encourage the production and distribution of films
and audiovisual works and, thereby, the development of the programme
industries.
The Fund has 2 objectives /
- the first is cultural, in that it endeavors to support works which
reflect the multiple facets of a European society whose common roots are
evidence of a single
culture;
- the second is economic, in that it invests in an industry which, while
concerned to demonstrate that cinema is one of the arts and should be
treated as such, is also
aiming at commercial success.
EURIMAGES REGULATIONS & CRITERIA
Eurimages - assistance for producers of full length Feature films.
The basic requirement for access to assistance for full-length feature film
co-productions is that independent producers established in at least three
Member States of the Fund should participate in the project.
Eurimages - assistance for producers of films in the Documentary Genre: The
basic requirement for access to assistance for films in the documentary
genre is that independent producers established in at least two different
Member States of the Fund should participate in the project. Furthermore
the films should be pre-purchased by European distributors and/or
broadcasters in at least three different Member States of the Fund.
Eurimages assistance for Distribution: This programme is available to
Member States which do not have access to the distribution scheme
administered by the MEDIA II
Programme of the European Union.
To date they are / Bulgaria, Cyprus, the Czech Republic, Hungary,
Poland, the Slovak Republic, Switzerland and Turkey.
Eurimages - Assistance for Cinemas: The Fund, in collaboration with Europa
Cinemas, supports a network of Eurimages cinemas in the Member States which
do not have
access to the cinema support projects of the MEDIA II Programme of the
European Union.
To date they are / Bulgaria, Cyprus, the Czech Republic, Hungary, Poland,
the Slovak Republic, Switzerland and Turkey.

Giovanni Scognamillo

The undisputed doyen of Turkish film writers is Giovanni Scognamillo. He
added to his prolific output of a dozen book during the last two years a
book that fills an important gap in Turkish film literature. World Film
History / Dunya Sinema Sanayi covers the industrial scene from USA to
Zimbabwe. The preface points the essentiality of his industry approach in
support of the artistic and historical national cinema studies. The book
does not include a section on Turkish Cinema. In Giovanni Scognamillo's
case this is not an oversight he gives the reader the good news of his
upcoming book on theAn Economic History of Turkish Cinema. Well worth the
wait on this most neglected area of Turkish Cinema.

Yesilcam'dan Once Yesilcam'dan Sonra / Before Yesilcam, After Yesilcam is
another book by Scognamillo. Yesilcam is the name of a street in
Istanbul's film district, used to represents Turkish Cinema similar to
Hollywood.
"Cinema is a passion, a mission, a virus. Cinema is an art, an industry, a
profession, a business and a madness. Which one of these I was able to
live, missed or had the chance to experience. It is difficult to reply.
Fulfilment, dissatisfaction, yearnings and confrontations blend together.
Giovanni Scognamillo re tells his memories of this virus in this book and
adds " During this half century I never met great names or eternal movie
stars. The cinema I lived and the one one I wrote about conradicted each
other and i stayed within the confines of commercial cinema"

28. CALL FOR PAPERS- MESA, Chicago, Dec. 3-6, 1998

Middle East Studies Association 32nd Annual Meeting will be held on
December 3-6, 1998 in
Chicago, Illinois and a call for papers were issued and preorganized panels
on a common theme or problem are strongly encouraged. Preorganized panels
should have 4 or 5 paper presenters, a chair and discussant. It is
preferable that neither the chair nor discussant be paper
presenters. Panels with 3 papers are discouraged, as too often there is a
withdrawal resulting in a non-viable panel.
Abstracts should be 300-400 words, typewritten and single-spaced on the
forms enclosed. No attachments or additional pages will be considered. Each
abstract will be evaluated
"blind" by three or more members of the Program Committee, meaning the
evaluators do not know the authors' identities.
MESA is primarily concerned with the area encompassing Iran, Turkey,
Afghanistan, Israel, Pakistan, and the countries of the Arab World from the
seventh century to modern times. Other regions, including Spain,
Southeastern Europe, China and the former Soviet Union, also are included
for the periods in which their territories were parts of the Middle Eastern
empires or were under the influence of Middle Eastern civilization.
Comparative work is welcome.
Participation requires payment of MESA dues and registration fees. All
submissions must be made on the forms which are available from MESA or from
the MESA web site.

All submissions must be received by the Secretariat by the close of
business (5:00 p.m., Mountain Standard Time), February 17, 1998 (faxes and
e-mailed proposals will not be accepted). Proposals received after February
17 will be returned to the sender.
