for some reasons, this encoding is called quote printable.

what makes you think NECTEC wrote the SCT charter? it was written by
ajarn nittida nuansri, n...@munnari.oz.au, formerly at prince of songkhla
university to fulfil the requirement of creating the soc.culture.thai
newsgroup back in 1991. the copy in the FAQ was obtained from anon-ftp to
rtfm.mit.edu where charters for each newsgroups in the "big eight"
hierarchies are kept.

not until there is a thai indexing engine, thai articles won't/can't
be indexed, hence no ability to searched, although they are kept in the

(actually "big seven" at that time) hierarchies are kept.
NECTEC is not behind the distribution of soc.culture.thai nor they are
playing god in controling what is to be written or not. they offer me
(an unpaid volunteer) an account to maintain the SCT FAQs and the SCT
archive. they offer me a machine to operate as a USENET server and
redistribute news articles as-is to domestic sites.
there was a risk, a resistance if i may, when the idea of creating SCT
poped up. at that time, soc.culture.asean had been created but the traffic
in the newsgroup didn't have much thailand-related postings. there were
several crtiticisms when the soc.culture.filipino was created that it would
be difficult to justify filipino traffic. although it has been proven wrong,
there was a risk that the call for vote for SCT would fail requirement #5
(ftp://ftp.nectec.or.th/pub/mirrors/faq/usenet/creating-newsgroups/part1.Z)
i believe the SCT charter, besides proponents' specific intention not to
implicitly bar non-thai readers from taking part, was written with the risk
of SCT failing the vote in mind.
when SCT was created in 1991, MIME was quite new. not many MIME compliant
mail user agents was availalble, let alone MIME compliant news readers.
it was questionable how wide spread access tools with thai capabilities
would be available across the diverse set of hardware platforms of the
internet. there was even a mailing list attempting to create freeware
"thai capable" electronic information access tools at thai...@nectec.or.th.
the group hasn't move very far.
as far as standard activities are concerned, the national standard
character set is called the TIS 620-2533:1990, commonly called ระหัส ส.ม.อ.
this character set was defined by technical committee 536 of the thai
industrial standard institute, สำนักงานมาตรฐานอุตสาหกรรม or ส.ม.อ.
or TISI. this character set has been registered with ISO per ISO 2375, at
the european computing machinery association, ECMA, acting as the registrar,
and is destignated as ISO-IR-166.
issues related to thai encoding (and to a less extent on implementation)
is distributed internationally as document ISO/IEC JTC1/SC2 N2589 (1995).
the thai industrial standard institute, สำนักงานมาตรฐานอุตสาหกรรม
or ส.ม.อ. or TISI, did make an attempt to register TIS 620 under ISO 8859.
ISO JTC1/SC2 at the Planary meeting in late june 1995 in helsinki, however,
decided that the whole ISO 8859 series be revised in a consistent manner.
a project editor for drafting ISO 8859 part 11 Latin/Thai has been appointed
and a proposed standard has been circulated for review and vote by national
standards bodies.
in my view, it is way too optimistic to assume that once the thai character
set has been registered under ISO 8859, it will be automatically "supported"
by MIME. this is written explicitly somewhere in RFC1521 that a "supported"
character set must be registered with the internet assigned number authority
(IANA) and the only "thai" character set which have been registered is
"IBM-Thai" -- codepage 838 in the DOS world. see also

somebody will have to register the "standard" thai character set with IANA.
it seems that TISI is an appropriate body to do this job. but TISI, in my
experience, is so slow on everything )-;
for those kind soles who wish to write code and specs to be put into public
domain, i urge you to subscribe the thai...@nectec.or.th mailing list to
get this work done in a sane way. the result of this work can be submitted
to TISI to help this under-manpowered organization moving faster for the
benefit of thai language users. to subscribe, drop a mail to
lists...@nectec.or.th with no subject line and the one-line body of:
subscribe thaimsgs your-full-name
remember this is an "implemetor's list".
