After three long years in Nong Khai prison, Blia Shoua Her, one of the
illegal migrant hmong hardliners, was repatriated back to his
motherland, Laos on 28 Dec 2009 where he met Lao minister of Justice
who belongs to his own clan then he has changed his mind by decided to
stay in Laos (Ban Phalak) forever.

Dear All.

As Director General Khenthong Nouanthasinh of the Press Department and
Spokesman of the Ministry of foreign Affairs of Lao PDR said, this is
a greatest day for the entire Lao multi-ethnic people because this is
a Victory of three years tireless effort to liberate our 158 phinong
Hmong who were detented in Nongkhai immigration jail and to bring them
back to their community and clan.

This also clearly show that the Lao government's determination to
protect their citizen at home and abroad. Please be informed of the
following:

By implementing the MOU signed by the Governments of the Kingdom of
Thailand and Lao People’s democratic republic, the repatriation of
4,692 Hmong illegal migrants from Houay Namkhao camps and the
immigration detention centre in Nongkhai has been completed on 29
December 2009 in good order without any use of neither force nor
violence of any form. This group was the last of a total of 7,691
detainees. All of them have now returned to Laos after being tricked
into entering Thailand without legal immigration documents. While
staying in the temporary centre organised by the Lao government, five
babies have been born and one wedding has been conducted with
assistance and care given by the local authorities.

In recent years, 21 groups of Lao Hmong illegal migrants, held in
detention camps in Thailand have returned to Laos including this
latest group.

The assistance provided to the returnees reflects not only the
humanitarian policies of the Lao and Thai governments, but also the
goodwill and sincerity of both countries in working together to find
the best appropriate solution, which has resulted in a successful
outcome.

The Lao government and people express high appreciation to the
Government, the Royal Army and the people of Thailand for their good
cooperation as well as for the humanitarian response rendered to Lao
citizens entering the Kingdom of Thailand illegally.

The welcoming of this group of Lao Hmong on their return to Laos is a
reflection of the consistent humanitarian and human rights policy of
the Lao PDR toward its citizens.
Throughout the years, the Lao government has exerted great effort to
protect and help Lao citizens who fall victim to all forms of
trafficking and exploitation committed by transnational organised and
combat all form of human trafficking and exploitation.

This clearly reflected in the political stand and tireless and
concrete measures undertaken by the Lao government, such as the
adoption of a national strategy on anti-trafficking, the signing of
the Convention on Transnational Organised Crimes and the International
Covenant on Political and Civil Rights among other international
treaties and covenants.

All the 7,691 Lao Hmong, who were victims of human trafficking rings
and deception and were unaware of this fact, they found themselves
illegally in Thailand and violating the Immigration Law of the Kingdom
of Thailand, have now returned home for good and were assisted by the
Lao government to re-integrate the mainstream of the Lao multi-ethnic
society.

Due to their naivety and being deceived by misleading information,
many of them sold their houses and property in Laos to pay their way
to Thailand without suspecting they would be detained as violators of
the Thai Immigration Law.

It is the Lao government's responsibility to protect the legitimate
rights of the Lao multi-ethnic people both at home and abroad. The Lao
Government attaches great importance to addressing this problem and
thus has made every effort to assist its citizens who have fallen into
danger and encountered serious difficulties.

All the Lao Hmong returnees are Lao citizens and enjoy equal rights
and obligations like all other Lao citizens. Therefore, the Lao
government always stands ready to provide assistance and support to
help them stand on their own, re-integrate the mainstream of the Lao
multi-ethnic society and build up a normal livelihood they once
enjoyed.

With regard to their permanent settlement, the Lao government will
proceed on the basis of their own wishes. Those who want to go back to
their former village and neighbourhood and reunite with their
relatives, will be helped by the Lao government, which will facilitate
their returning home. The Government will also help those who have no
more property and shelter in their hometown by arranging for them to
settle in new development villages created by the government, and will
continue to help the new returnees until they can be self-sufficient.

The Lao government reiterates its consistent humanitarian policy,
particularly towards its citizens and the Lao multi-ethnic people.
The rights and interests of all Lao citizens are protected by the
Constitution and laws of the Lao PDR.

As of today, the Government of the Lao PDR and local Authorities are
focussing all its effort in welcoming and assisting the new returnees
to go back to their former villages or resettle in newly built
development villages.

Once again, Bravo to all our brothers and sisters who have been
working tirelessly to scorre that great victory.

version of a DEATH camps of the nazi's era...These places your thug
government built are to bury these Lao-Hmong returnees one by one
slowly. And those bastard Hmong lao who u cliamed held high positions

Dear YawgLaus,

who is talking about killing??? As I recall correctly, I had all along
brief your people about the rapatriation of our phinong from Thai
detention Centres and about how we can help them to re-integrate their
community.

Nobody is killing nobody... Stop talking about killing instead, think
together on how to empower those people to be self-sufficient, how to
put their kids back to school and how to help all those mother to feed
their kids.

Don't listem to those war-mongers who would prefer to keep those poor
people in detention camps and use them as human shield.

Yong, what a shame that you're using your official UN position for
nothing more than Hammer and Sickle propaganda.

This is NOT a "press" statement! This is the purest form of the Lao
People's Revolutionary Party's propaganda. Remember, NO international
press OR any intenernational bodies (like the United Nations), or any
neutral third party were allowed to confirm the situation inside Laos.

The following is the Lao PDR press' role, as described by the official
propaganda arm of the LPRP, Khaosan Pathet Lao (Lao News Agency):

"The mass media at all times are involved in the Party strategy and
tactics...The Lao Journalists' Association also took steps in urging
journalists to serve the country and people, being Party and
Government announcers, disseminating policies..."

When you are one of the last Hammer and Sickle flying Communist
authoritarian regimes on Earth, and you say NO to the U.N., and NO to
the international press, and NO to the U.S., and then you put out your
own version of events...and you expect the world to believe you?

Even your own Constitution tells the world NOT to believe you. Look,
here's what it says, Chapter 3, Article 1:

"The rights of the multi-ethnic people to be the masters of the
country are exercised and ensured through the functioning of the
political system with the Lao People's Revolutionary Party as its
leading nucleus."

This is the definition of an authoritarian regime, a country ruled by
only one party, the party of the Hammer and Sickle!

promised that within 30 days those already granted refugee status will
settle in third countries. It is time to prove to the world that Lao
PDR is really a rogue government.

Keep your eyes on Mr. Yong, the Lao Permanent Mission to UN in
Geneva's face. How much more can he lie and will continue lying to get
funding from the world, World Bank and Asia development bank.

The 18 points agreement in Vientiane 1973 was purposely conducted for
kicking the foreigners out by both of Lao khao and Lao deng. Now
Laotian are in deep trouble, they could not pay their debts they must
take back the Hmong asylum seekers back to Laos to clean up their ugly
faces who have committed mass genocide and crime against humanity
against Hmong Chaofa then propose billions dollars for their gain
again. Lao PDR sold all his natural treasure such as trees, copper and
gold mine and land to foreigners.

All Laotian younger generation have to wake up and chase your bad
government out before your land turn to ash like desert land. Laos is
already the poorest country now, how about 100 years from now what
will it be. Also remember Vietnam swallows Laos unnoticeably.

A reason taking back the Hmong because Lao want to invade the Esan

and live them. No more dream to going to the States to face
uncertainty and unpredictable future.

Laos is a land of miracle, even foreigners, when they came and stay
here for a while, they were going back to get themselves prepared for
another visit and stay. The Lao community in the nearby of Geneva is
just doing the same... They work hard the whole year with the sole
ultimate goal of being able to go back for resourcing and therapy back
home. Our embassy here is delivering hundreds of visas a month and we
also have to fill application for them to go back home for good.

Only few haven't yet been able to overcome the barrier but time will
come for them to take the baton of pilgrim.

Blia Shoua Her does not have a choice he must speak favor Lao PDR to
secure his family unknown future. It does not matter to speak Lao or
Hmong it is still under your Lao PDR propagandas to convince the
international community to set you off the hooks. You may have known
how bad the world see in side Laos who is the most corrupted country
and governments but still bagging for world funding. Don't think that
the world is bling for your advantage, they only do what they could in
timing then you will see they pull out like Sweden did two years ago.

DKJ, could you please post some of the bloody pictures of the Hmong
being beaten by the Thai army while forcing and dragging the Hmong
into the trucks? It will promote Lao PDR future agenda if you really
care about the Hmong returnees.
