Lao PDR has denied that there are no persecution and war crime against
the Hmong People in the jungle. Today they still continue lunching
military attacking the Hmong Chaofa and poisoning them with chemical
in Xaysombun Special zones by using the B-8 Russian made helicopter to
spray chemical on their hiding spots which the international community
has already knew about the Lao PDR rogue government’s behavior.
There is not much the international community can do to save the Hmong
Chaofa, but may be these Mother Nature disasters destroying Lao own
people and properties will reflect the images of Hmong Chaofa crying
and praying for help from God.
What is the purpose of posting the flooded pictures here from DKJ? Is
it begging for some international release funds? Do your Lao PDR rogue
governments need help from the international community as much as the
Hmong Chaofa?

people in Asia are suffering so much due to systematic corruptions and
killing committed by their own governments who supposed to protect and
defend their own citizens. What happened continuously for the last
couple years in Asia was a warning from "THE SUPREME GREAT TEACHER
GAUTAMA BUDDHA" as Lao calls it "THEVADA". If these nations continue
to prosecute its own people, THEVADA will order PHA NGA NAK (serpent
king) to destroy the 3 gorges dam in China, and all the folks live
along the Mekong river will diminished.
Nothing is new, Laos continues to be a nation of beggar since 1975.
Many dams for penny projects, Lao national sport complex, roads etc.
are being constructed from Asian development funding. National debts
are accumulating so high. It will take couple of Laotian generations
to pay for it. In many cases, commie leaders sell/lease their lands
for these project funding. Soon, Laotians will find themselves to be
landless citizens that live on makeshift bamboo rafts floating on the
the Mekong rivers and be slaves for foreigners in its own country.

Laos should divert that rainwater toward the panhandle farmers so they
can make additional rice paddies to grow additional sticky rice for
its husk to make drywall for the international market. i don't know if
through word of mouth our ancient people heard but drywall are in
demand here in the states. so instead of discarding it or use it to
only spice up that smelting sauce, make the drywall. just so you can
tax it to create that hub and build that first skyscraper in Laos.

it look like Laos don't know how or don’t care about her future

Mr. Chairman,
Distinguished Representative of Permanent Representatives and
International Organizations,
At the outset, on behalf of the Government of Lao PDR, I would like to
express my sincere thanks to the Director of UNOCHA for hosting
this important meeting and my gratitude also goes to the
representatives of the Permanent Missions, International organizations
and INGOs in Geneva for kindly accepting the invitation to attending
this briefing on the impact of a severe flooding in Laos caused by
the recent Typhoon Ketsana on 29-30 September 2009. Your presence
here today is a testimony of goodwill and cooperation in considering
to provide emergency relief assistance to the victims of the recent
natural disaster in medium and longer-term in Laos.
Typhoon Ketsana, one of the deadliest tropical storm affecting the
region, entered the Southern provinces of Laos from Vietnam. This
Typhoon hit the Southern part of Laos with a wind of up to 140 Km per
hour causing torrential rains over 5 provinces, namely: Attapeu,
Saravan, Sekong, Savankhet and Champasak. Within hours, typhoon
Ketsana wreaked havoc the livelihood of the people of three southern
provinces, caused tremendous damages to public infrastructure, homes,
displaced tens of thousands of people by destroying rice field, rice
stock, cattle, poultry and crops. This flood was one of the worst
floods ever occurred in the southern part of Laos. For the long run,
the damage would entail long term socio-economic impact compromising
my country’s commitments to attain the Millenium Development Goals
(MDGs) in those affected provinces.
Allow me to update you of the overall impact and extent of damage
and losses caused by the recent Typhoon Ketsana affecting 287 villages
of 25 Districts in five provinces in the remote Southern Laos
bordered with Vietnam and Cambodia, namely: Saravan, Xekong, Attapeu,
Savanakhet and Champasack. This natural disaster affected 178,000
people, including 21,300 school children and 9,000 pregnant woman
totalling 27,800 households among whom 9,600 were displaced. Out of
this number, 17 were killed, one missing and 91 were injured. Typhoon
Ketsana also destroyed 1,483 Houses, 58 schools, 10 Hospitals, 68
irrigation system, 47 roads and 20,000 ha of rice field. The loss was
estimated to about 1,011 Billion kip or more than US$ 120 Millions.
The most immediate need is clean water, shelters, medicine, food among
other goods of first necessity. Four following provinces are the most
affected and Attopeu, Sekong and Saravane are the most vulnerable:
1. Attapeu Province: The flood has affected 5 Districts including
Sanamxay, Samakhixay Xaysettha, Xanxay and Phouvong, totalling 99
villages, 12,142 Household and 72,850 People, 9 Workers in
construction site of Sekhaman No.1 Hydro-power have lose their live.
• 15,521 ha of Agricultural land were destroyed;
• 1130 cattle, 703 goats, 1036 pigs and 7998 poultry were devastated;
• Several roads and basic infrastructure have been extensively
damaged;
• The victims in the province need urgent 1,900 tons of rice for
period of 6 next months; and
The total amount of loss was estimated around 640 billion kip or US$
80 Millions.
2. Xekong Province: 4 districts (La-Mam, Ka-leum, Thateng and
Dackcheung)
• Over 600 houses were affected of which 506 were completed destroyed
causing 5,777 homeless;
• 14 Schools were destroyed;
• 3 Hospitals and all the medical equipments were damaged;
• 5 Hotels and guesthouses were damaged;
• 980 heads of cattle including 796 pigs, 483 goats and over 3.00
poultry were lost;
• 679 ha of rice field and 780 ha of slash and burn field were
destroyed;
• 6 roads were damaged; and
The total estimate cost of loss amounting to 123 Billion kip (U$ 15
Millions)
3. Saravan province 7 districts (Saravan, Khongxedone, Va-pi, Ta-oy,
Samoy, Toomlan and Lao-ngam) were flooded affecting 201 villages of
2 villages lost their lives.
• 393 house damages of which 250 families lost all of their
belongings;
• 26 schools were destroyed;
• 54 irrigation systems were damaged;
• 16 bridges and road were damaged;
• 79 cattle, 101 pigs, 649 poultry and 361 fish ponds were lost;
• 8,516 Ha of paddy field were flooded;
• 16 rural water supply stations were destroyed; and
The total loss was estimated at around 73 Billion kip (U$ 9 Millions)
4- Savannakhet Province. 2 Districts ( Xepone and Nong ) were
affected by the flooding
• 13.088 people form 2.488 households in 29 villages were affected;
and
• 7 House were flushed away.
The efforts and measures have been taken by the Lao Government .
Reacting to the negative impact of Typhoon Ketsana which was the
worst ever occurred in the Southern part of Laos, the Prime Minister
and many high ranking officials in the Government have visited the
affected areas and coordinated the relief efforts. This includes the
procurement of medicines, agricultural tools, foods, water among other
things. Currently the Government had instructed the local authorities
to accelerate the relief and rehabilitation effort to the affected
communities in order to improve their livelihood. The Government had
established and ad-hoc committee Chaired by the Minister of Labour and
Social Welfare and the Government is using the national reserve and
saving worth about 100 Billion Kip or US$ 13 Million as an emergency
relief fund to assist the most affected provinces. The fund had been
spent on purchasing rice for the victims until December of this year
and to help the homeless to build temporary shelters, to supply items
of necessary needs including utensils and production tools. In order
to mobilizing the fund from public, states and private companies,
International organizations and INGOs for the victims, the Government
has set up a following Special Trust Fund Account:

PDR, I would like to solemnly appeal to all friendly countries and
International Organizations and INGOs attending in this meeting to
contribute to our effort to mitigate this natural disaster which
severely affected our Nation.
In this occasion, I wish also to express my sincere thanks in advance
to all of you for past and current assistance extended to us. My

Without slingshots, Hmong still can setup booty traps and shoot bows

Southern but ignores the Hmong Chaofa People in Saisombune Special
zones. Lao PDR afraid his people will be infected with diseases from
