1983 Welikada Prison Massacres!+

THE WELIKADE PRISON MASSACRES:

In addition to the events recorded above there were 2 violent
massacres in teh Welikade prison in Colombo during which 53 Tamil
prisoners, arrested on suspicion of terrorist activity, were killed.
In addition to other prisoners, there were also in teh gaol at this
time 73 Tamil political prisoners who had been arrested under the
Prevention of Terrorism Act. These people had been detained originally
in army custody at Panagoda Army Camp, but recently had been
transferred to the Welikade prison.

The Prevention of Terrorism Act gives wide powers of detention without
trial, and has been severly criticised for the lack of protection
which it provides for those held under its provisions.

In the massacre which occurred on July 25th all of the prisoners held
in B3 and D3 were massacred and killed. PRISON SLAUGHTER:

On July 25, 1983 the Sinhala prisoners attacked the detainees in the
Chapel Section of the prison and murdered 35 persons among whom were
Kuttimany, Jegan and Thangathurai. From eye witness accoutns,
Kuttimany's eyes were gouged and his blood drunk by his attackers.
After killing six Tamils including Kuttimany in one wing, the
attackers killed 29 Tamils in the other wing. A boy of 16 years,
Mylvaganam, had been spared by teh attackers, and was crouching in a
cell. A jail guard spotted him and stabbed him to death.

The 35 dead were heaped infront of the statue of Gautama Budha in the
yard of Welikade prison, as Minister Athulathmudali so aptly described
as a sacrfice to appease the blood thirsty cravings of the Sinhala
demons'.

Some who were yet alive raised their heads and called for help but
were beated down to death in the heap.

The attackers then made entry into the otehr wing through openings in
teh first floor but the jailers there refused to give the keys and
persuaded them to leave.

SECOND MASSACRE:
28 Tamil detainees in this wing were transferred to the ground floor
of the Youth Ward and nine of us were accomadated on the First Floor.
All was quiet on the 26th. On the 27th at 2:30 pm there was shouting
around Youth Ward and armed prisoners scaled boundary walls and
started to break opne gates in the youth Ward. Nearly 40 prisoners
armed with axes, swords, crowbars, iron pipes and wooden legs appeared
before our door and started to break the lock. Dr. Rajasundaram walked
up to the door and pleaded with them to spare us as we were not
involved in any robberies or murders and as Hindus we did not believe
in violence and as Budhists they should not kill. The door suddenly
opened and Dr. Rajasundaram was dragged out and hit with an iron rod
on teh head. He fell among the crowd. The rest of us broke the chairs
and tables and managed to keep the crowd at bay for half an hour. The
army arrived through tear gas bombs and dispersed the crowd. Then the
2 soldiers lined up 8 of us and were taking aimto shoot when the
Commander called out from below to them to come down. Then the
soldiers chased us down and all who escaped death were lined up on the
foot path in front of the youth Ward. AS we walked out, we saw corpses
of our colleagues around us and we heard prisoners shouting that it
was a pity we were allowed to live.

We were ordered to run into a mini-van and removed out of the prison
compound and loaded into an army truck. We were odered to lie dace
down on the floor of the trcuk and a few who raised their heads were
trampled down by teh soldiers. All along the way to Katunayake Airport
some soldiers kept cursing the Tamils and Eelam and using obscene
language. We were kept at the airport until early morning. We were
refused even water. We were then taken into an Air force plane,
ordered to sit with our heads down until we reached Batticaloa
Airport. From there we were taken in an open van to Batticaloa prison.
We felt we had returned to sanity and some measure of safety."

Liberation Tigers of Tamil Eelam (LTTE) continued to plague the
government in 1995, with insurgency and terrorism directed against
senior Sri Lankan political and military leaders, economic
infrastructure-related facilities, and civilians. The LTTE withdrew from
government-initiated peace talks in April and renewed its attacks. The
government then launched the largest offensive of the 12-year war.
Although the LTTE suffered heavy casualties, and at least temporarily
lost its main base on the Jaffna Peninsula, it continued to pose a
serious terrorist threat.</P><P> In October, in their first attack on
Sri Lanka's economic infrastructure in several years, the Tigers
attacked oil and natural gas storage facilities in the Colombo suburbs
and significantly reduced Sri Lanka's oil storage capability. The
Tigers also conducted or planned suicide bombings against Indian Prime
Minister Rao, Sri Lankan Army headquarters, other senior military and
government officials, and government offices in Colombo.</P><P> The
LTTE has refrained from targeting Western tourists possibly out of fear
that foreign governments would crack down on Tamil expatriates involved
in fundraising activities abroad. In July, however, the Ellalan Force,
an LTTE front group, exploded bombs in Colombo's zoological gardens, in
a park, and on a beach frequented by tourists; there were no
casualties. They intended to damage the tourist trade rather than to
harm foreigners. These attacks followed a threat by the Ellalan Force to
carry out bomb strikes in Colombo unless the government agreed to
investigate the military's alleged use of civilians as human shields.

</P><H4>The Liberation Tigers of Tamil Eelam (LTTE)</H4><P><STRONG>Other
known front organizations:</STRONG></P><P> World Tamil Association
(WTA), World Tamil Movement (WTM), the Federation of Associations of
Canadian Tamils (FACT), the Ellalan Force
</P><P><STRONG>Description</STRONG></P><P>Founded in 1976, the LTTE
is the most powerful Tamil group in Sri Lanka and uses overt and
illegal methods to raise funds, acquire weapons, and publicize its
cause of establishing an independent Tamil state. The LTTE began its
armed conflict with the Sri Lankan Government in 1983 and relies on a
guerrilla strategy that includes the use of terrorist tactics.</P><P><STRONG
>Activities</STRONG></P><P> The Tigers have integrated a battlefield
insurgent strategy with a terrorist program that targets not only key
personnel in the countryside but also senior Sri Lankan political and
military leaders in Colombo. Political assassinations and bombings have
become commonplace.</P><P> The LTTE has refrained from targeting
Western tourists out of fear that foreign governments would crack down
on Tamil expatriates involved in fundraising activities abroad. </P><P>
<STRONG>Strength</STRONG></P><P>Approximately 10,000 armed combatants
in Sri Lanka; about 3,000 to 6,000 form a trained cadre of fighters.
The LTTE also has a significant overseas support structure for
fundraising, weapons procurement, and propaganda activities. </P><P><STRONG
> Location/Area of Operation</STRONG></P><P> The Tigers control most of
the northern and eastern coastal areas of Sri Lanka but have conducted
operations throughout the island. Headquartered in the Jaffna
Peninsula, LTTE leader Velupillai Prabhakaran has established an
extensive network of checkpoints and informants to keep track of any
outsiders who enter the group's area of control.</P><P> The LTTE
prefers to attack vulnerable government facilities, then withdraw before
reinforcements arrive. </P><P><STRONG> External Aid</STRONG></P><P>
The LTTE's overt organizations support Tamil separatism by lobbying
foreign governments and the United Nations. The LTTE also uses its
international contacts to procure weapons, communications, and bomb-
making equipment. The LTTE exploits large Tamil communities in North
America, Europe, and Asia to obtain funds and supplies for its fighters
in Sri Lanka. Information obtained since the mid-1980s indicates that
some Tamil communities in Europe are also involved in narcotics
smuggling. Tamils historically have served as drug couriers moving
narcotics into Europe.</P>

29.8.1926 the Foreword to Ancient Jaffna by Mudaliyar C. Rasanayagam
says: "The attempt of the author to derive the name Ilam does not
appeal to us as quite successful; Ilam to us seems to be directly derived
from the Pali word Sihala, which in Tamil would be Singalam or even
Singanam, but a strict Tamilising would make it Ilam...." Ancient
Jaffna-Mudaliyar C Rasanayagam (Foreword p. v.).

The Tamil Lexicon gives the meaning of Ilam.;
"Ilam< Pali, Sihala< Simhala." ( Tamil Lexicon. Published under the
Authority of the University of Madras 1936.)

Dr. Karthigesu Indrapalan, Professor of History of the University of
Jaffna, explains the word Ilam. " Presumably it rests on the fact that
Ilam is now used only in Tamil as a name for Ceylon But the origin of
this name, far from indicating that the island was occupied by the Tamil
speaking people in ancient times, shows that the people from whose
name Ilam is derived were sinhalese."( Thesis for the Ph.D. by Dr.
Karthigesu Indrapalan, submitted to the University of London in 1962
(Unpublished S.O. 15.1. 84).)
