DESIGNATION OF CRIME: Inhumane treatment of civilians.
TIME AND PLACE: End of June 1991, Ruse, Slovenija.
BRIEF DESCRIPTION: JNA Major Dragan Blagojevic left his barracks with two
tanks to join his unit. They proceeded in the direction of the village of Ruse.
Barricades of vehicles, machines, etc., were erected on the road. Members of
Slovenia's territorial defence brought over civilian persons. Women and children
lined in front so that, in the event of armed conflict, they would be the first
victims. Bypassing the barricades they managed to reach the village of Ljubus.
As they could not proceed with the tanks because of the barricades, they were
forced to leave them and walk away.
INDICATION CONCERNING PERPETRATOR(S): Members of Slovenia's territorial
defence.
EVIDENCE: Statements of JNA Major Dragan Blagojevic and other persons who
were with him.
I - 173
DESIGNATION OF CRIME: Inhumane treatment of civilians.
TIME AND PLACE: 28 June 1991, Ljubljana, Slovenija.
BRIEF DESCRIPTION: Zoran Ilic, journalist, "Vecernje novosti" and "Revija
92" correspondent from Ljubljana, Sentvud, Zvezda 2/6, received on 28 June, an
anonymous telephone call that he was on the arrest list and that he should be
careful. After the call, he left the apartment. Suddenly, four Slovenian
plainclothes policemen popped before him, twisted his hands behind his back and
pushed him into a vehicle. They took him to the Secretariat for Internal Affairs
in Presernova Street, where he gave his particulars and was subsequently taken
to the prison in Povsetova Street. He was in cell No. 17 with JNA Lt.Col.
Strailovic, military judge; a JNA seargent, an Albanian, who served at Ribnica
and a Serb taxi driver.
During interrogation he was accused of having spoken to some people in
connection with his activities, both those in personal contact and by phone.
Pressure was being put on him to join Slovenia's territorial defence and to work
for them. Threats were made on account of his Slovenian wife and two children and
then that he will be indicted and tried. He was interrogated very frequently,
sometimes even every half an hour. This was done by police inspectors: Isalovic,
Tone Praprotnik, and Zvone Suligoj, whom he knew before.
Ilic's wife Magda came to the prison on 1 July where she had to sign a
statement that, if released, Zoran would leave Slovenia within 24 hours. After
the signing of the statement, he was released and that very evening he had to
leave with his family for Serbia where he now lives as a refugee.
INDICATION CONCERNING PERPETRATOR(S):
1. Isailovic
2. Tone Praprotnik
3. Zvone Suligoj and other members of the Internal Affairs of Slovenia whose
identity has not yet been established.
EVIDENCE: Statement of Zoran Ilic, Magda Ilic and others.

I - 174
DESIGNATION OF CRIME: Inhumane treatment of civilians.
TIME AND PLACE: 27 June 1991, Brnik Airport.

defence and other formations.
EVIDENCE: Statements of JNA Major Danilo Radovanovic

I - 175
DESIGNATION OF CRIME: Inhumane treatment of civilians.
TIME AND PLACE: 30 June 1991, Ljubljana, Slovenia.
BRIEF DESCRIPTION: In the evening hours, members of the Ministry of Internal
Affairs and territorial defence of Slovenia burst into the apartment of JNA Col.
Miladin Nedovic in Ljubljana by blasting the door open by the so-called "shock"
bomb, whereupon they threw in two chemical CS bombs. Then they burst in and
arrested Nedovic. While they searched his apartment, his family was threatened
with fire arms and suffered the effects of the chemical device.
INDICATION CONCERNING PERPETRATOR(S): Members of the Slovenian Ministry of
Internal Affairs or territorial defence.
EVIDENCE: Statement of JNA Colonel Miladin Nedovic.

II - 040
DESIGNATION OF CRIME: Wilful killing of detainees - POWs
TIME AND PLACE: 29 June 1991 at 7 a.m.., Skofje, Slovenia
BRIEF DESCRIPTION: While an agreed cease-fire was in force, a "Pitzgauer"
of the Yugoslav People's Army "Pitzgauer" was stopped by a police patrol at the
checkpoint of the Ministry of the Interior of Slovenia at Skofje, near house No.
221 ???? killed:

2) Branko Sedlar, a civilian serving in JNA, APO 9481, Rijeka, and
3) Nedzamin Osmani, JNA soldier, APO 7640, Ilirska Bistrica
During an on-site investigation, the corpses of Captain Pantelic and Sedlar
were found on the body of the vehicle and of soldier Osmanai in the vehicle
itself. All three of them were killed by bullets fired from fire arms from behind
in the area of neck and shoulders which, with other traces and the statement of
JNA Major Boris Djorgovski who was wounded on that occasion, indicates that the
killed were brought and left as found at the investigation. Besides the competent
representative of the JNA Military Police from Rijeka, the investigation was also
attended by an investigating judge of the Koper Basic Court and the deputy
prosecutor of the Koper Basic Court of the Republic of Slovenia.

Petar Pejic and JNA sergeant Miograd Dodic were taken prisoner in the vicinity
of the village of Skofja. They were in a JNA delivery vehicle which was allowed
passage and was escorted by members of the Slovenian Ministry of Internal
Affairs. The vehicle was ambushed by members of the territorial defence of
Slovenia, whereupon they surrendered. They were disarmed and maltreatment began
instantly. They were kicked and punched and threatened that they would be
slaughtered and they were insulted. They were transferred to the prison in Koper
where they were interrogated. They were accused of alleged criminal activities
against the Republic of Slovenia. During interrogation, they were beaten and
threatened to be executed the following day. Besides, they had knives put at the
throat and weapon barrels pointed at the head. They would burst into POW cells,
beat and insulted them. There were about 100 JNA soldiers in the prison and many

Administration Stevan Cuckovic, Milovan Paunovic, Ivica Jakopovic and N. Miki,
the driver, were staying. Combat-ready, wearing camouflage uniforms and
with automatic rifles in their hands, they pointed the barrels of the weapons at
their backs and temples, handcuffed them with hands on the back and half-naked
threw them out of the hotel. Each was escorted by four members of the special

bands. In the morning they were transferred to the police station at Cerknica

incommunicado. They spent five days there. After an interrogation carried out by
the inspector of the Secretariat for Internal Affairs of the Republic of
Slovenia, they were told that they were prisoners of war, whereafter they were
