Wars have always been an important way to earn money - this has a long and
possibly dishonourable tradition - morals change with time. As most of
patriotism is there to keep the simple minded in line, those in power will
obviously see a huge opportunity in any conflict. In a country like the
US, were money has a very important place in society, I can see the added
attraction.
One thing is certain, you can't fight a modern war without huge industries

I feel it is important to state simple truth, particularly when there is
an immature challenge to get an answer. Some of it may bear fruit - not
today, not tomorrow, but a t a later age, when intelligence and experience

It's a question of politics and quality.
Saudi Arabia essentially controls the oil business because it has the
perfect oil; a light, easily extracted and processed variety called
Mubarak, (Arabic for blessed) whereas oil from other regions such as
Canada needs to be processed in a series of operations. T
he Bush administration has relied on the Saudi government to provide
crisis management of oil supplies, and the Saudis, until recently,
before huge demand from Asia, had been able to meet expectations. But,
now, things have changed: "Saudi Arabia's capacity now stands at about
11 million barrels a day. The Saudis pump about 9.5 million barrels,
leaving a cushion of about 1.5 million barrels, mostly of heavier
grades not very usable in the West.
Gulf oil is much the same quality as Saudi, but supplies are not as
massive as those of Saudi Arabia. However, there seem little doubt
that evebntually Saudi will have to start pulling back supplies in
order to maintain its cushion, with the added likelihood that all the
Saudi wells have now been discovered and their contents assessed.
Iraq's oil is almost as prolific as that of Saudi, but until the fall
of Saddam Hussein, there were political reasons why the US was nervous
about future reserves. The Gulf States are essentially committed to
British contracts and other oil producers like Iran also have
politicial reasons for restricting trade with the US.
Thus the attack on Iraq, with the reason given that Iraq had weapons
of mass desruction which it was threatening to use against Israel and
possibly Europe. While most countries refused to believe this
assessment, given the readiness of Iraq to allow and assist UN
inspectors to hunt for WMDs, once Saddam realized that his WMD claim
was going to get him into trouble.
From the American point of view, Iraq's oil represented a new lease of
life for supplies for the US. Saudi could to some degree be squeezed
by the US because a large portion of their dollar earnings are
invested in the US.
Not so Iraq and of course Kuwait. If the Americans could take over
Iraq's oilfields, its fuel problems would be solved for at least
another generation. And indeed, US companies were all set to start
pumping Iraqi oil, but with home-grown anger from Iraqis who
understood very well what the plan was, and insurgents crossing the
borders of Iraq to continue fighting the US, no American oil company
could start work for fear of terrorist attacks and indeed none have.
The US itself is rapidly running out of oil from its own resources,
apart from Alaska oil and of course Canadian oil, both on the same
continent. Many Canadians believe that in the event of an oil crisis,
the US will exert heavy pressure on Canada to ship more oil than south
than it does at present - Canada is the largest supplier of oil to the

The facts are as follows:
1) The US has imports of slightly under 10 million barrels per day of
petroleum and petroleum products.
2) Almost 70% of that amount comes from the top five nations we import
from (which do not include Iraq).
3) Iraqi oil amounts to less than 7% of our total crude imports,
barely more than we get from Angola.
Of course, the facts won't matter to you any more now than they did
before you started this.

I'm not too sure that American policy makers could ever feel sure they
would get control of the oil - too many variables. Myself I always felt
they had the need to keep a large body of troops with well equipped bases
in that region - close enough and powerful enough to interfere in any
regional conflict. Thereby protecting European oil supplies as well as
their own.

If, as now seems likely, the US increases its offshore and Alaskan
drilling, this might make a difference. Of course, as the oil price rises,
difficult to exploit areas will suddenly become economical,
o I wouldn't put it past the Saudis to temporarily increase supply in
order to stop development in these regions.
Is my memory faulty or has the US capped a lot of their own wells during
the sixties in order to preserve the oil for themselves in emergencies. I
have a vague memory that this was done, but I don't know if they then
changed their mind and opened the wells again.
