It is an article from Ashdod Weekly by Ariel Baron.

10 years ago as a student I have applied for an Asdod Municipality
Loto financial help .
I did not get-it .
Till here no problem .
But after a little check it seems that thouse born in Romania regardless
of all rules where pushed out of the pull while exactly the oposite was
done with thouse born in the former URSS .
Even more interesting is the fact that no one from the commition was
willing
to talk and give a reason for that , more then that the Roumanian
Originars
Party from the Municipality wished the issue quieted .
