This is not entirely correct. The El Conquistador Hotel in Fajardo owns a
private island called "Palominos", where they have the beach facilities for
the hotel guests. On the south-western part of that small island, there is
a beach where private boats are allowed to anchor, but the people on those
boats are not allowed to enter hotel property except for that beach. On the
northern side of that private island, on hotel property, there is a
"clothing-optional" beach which is clearly marked as such on the Hotel's
signs, and it is very secluded and somewhat difficult to reach, you have to
hike for a few kilometers up and down a hill to get there. As far as I
know, this is the only such facility in Puerto Rico, although some other
Hotels have rooftop open-air "sunning-booths" for their guests, but they are
obviously not "beaches".
There are no "public" clothing-optional or topless beaches in Puerto Rico,
but some secluded beaches are used for these purposes "at your own risk". I
would not recommend doing so, for your own safety.
