"Mongrel" Any animal or plant resulting from the crossing of different breeds
or varieties.

Wasn't "MONGREL" the term used by some Senators to identify Puerto Ricans in
the early XX century?

A "sato" is a Puertorican Terrier or as said in the States, "Heinz 57".

I get the San Juan Star English edition and they just use the term "sato".
But you are right, the more formal term is "mongrel", but "mutt" is the
colloquial and more common word. Those satos are some tough bastards. Once,
during a tour of duty in PR, I got myself one, the type that looks like an
Aussie dingo, whom I christened "Perro", in honor of "Dawg", The Duke's
canine companion in a Western, which title escapes me at the moment. I took
him with me to my next duty station somewhere in a Southwestern state and
the bastard went and got a coyote pregnant! He used to go out for two days
at a time, until one day I decided to follow him into the desert where he
had hitched up with a beautiful lady coyote. What a great dog! Loyal, strong
and fearless. He lasted for maybe 15 years and when he died I buried him
with full honors. I still miss that old mutt. So, who knows, there may be
quite a few sato coydogs roaming the Southwest! If they are true to their
sato heritage, they must be doing great out there.

Cool Story!
I love my sato! I mean sata! It's a blonde ugly bitch.
Its old, short and square, like a big cement block.
It's like a chihuahua mixed with a FAT Dingo.. ha ha
It's very quiet and lovely with the neighbors, family and friends.
Even the mailman likes her. After almost 16 years, is still running strong.
Raising her head and spine hairs and barking really loud
when there's strange people around. Believe me! It's the loveliest house
alarm!

casas y sólo salen a comer.

conocidas como Independentistus pipiolus o I. nacionalisticus o I enemeistus
(ex pesepus) o I. macheterus.

Made in the U.S.A.: How the U.S. Manufactures Terrorists
By Peter Dale Scott, Pacific News Service, September 19, 2001

The CIA's strategy of training agents in
sabotage and other criminal activities
often begins a cycle of violence that comes
back to haunt the United States.

PNS commentator Peter Dale Scott is a
former Canadian diplomat and professor
emeritus at the University of California,
Berkeley, and has authored numerous
books on drugs, espionage,
and U.S. foreign policy.

As pundits call for the CIA to recruit more
shady characters in the hunt for Islamic terrorists,
it is important to learn from the serious mistakes
made by the United States and CIA in the past.

The usual CIA mode of undermining
foreign governments it does not like
-- from Russia to Cuba to Iran --
has been to organize and train their
opponents in criminal activities,
including sabotage and smuggling.

But time and again this strategy backfires.

The problem is that as soon as the
United States loses interest in its agents'
cause, the sabotage techniques it has
taught will more than likely be turned back against it.

This is what happened in Afghanistan after
the Gulf War and the Soviet pullout,
when Washington too abandoned the
country to chaos, and various CIA-trained
guerrilla factions started murdering each other.

This in turn led to the Taliban campaign
for strict unity and order, with many of the
CIA-trained terrorists going over to the Taliban cause.

It also happened when the CIA trained
Cuban exiles in sabotage and murder in
order to undermine the Castro regime,
and then left them high and dry when
it shut down the program.

The terrorist-training cycle works this way:

1) The United States recruits, arms,
finances and uses agents against another
government.

(In the case of the Mujaheddin,
the training was mostly indirect,
via the Pakistani ISI intelligence
service, who later backed the Taliban.)

2) The United States pulls
back from the common fight.

Many of those Washington has
trained cannot do this,
if only because they do not
know how to do anything else.

3) These agents turn anti-American,
feeling a sense of deep betrayal.

4) They turn to other sources,
often criminal, for either employment
or financing of their ongoing operations.

In the case of both the ex-CIA Cuban exiles
and now the bin Laden ex-CIA terrorists,
a source of this financing becomes
international drug trafficking.

British and French newspapers have
reported that the bin Laden network is
earning significant funds from drug trafficking.

Le Monde adds that the terrorists use
money-laundering techniques originally
taught by the CIA.

And many Americans will recall how Miami
became a war zone in the 1970s,
as competing Cuban exile groups
took on both each other and U.S. law enforcement.

6) To combat this self-created enemy,
the CIA and other U.S. agencies are now
forced to re-recruit some of these terrorists
as double agents, to track what their groups are up to.

This is what the press and TV pundits are calling for now
-- the increased used of human intelligence to penetrate
the bin Laden network, and thus supplement what is
learned electronically from the surveillance of phone
calls and bank transactions.

There is every reason to believe that the
CIA is already doing this, and that the
much-discussed prohibition against
recruiting criminal agents has not been
applied to this sensitive area of counter-intelligence.

But past experience underscores the
danger in over-reliance on this activity:

7) These double agents are now in a
position to commit major crimes,
or allow or even encourage group criminal activity,
in order to increase their status as a human intelligence
asset.

Some of the most notorious Cuban exile gangsters
in Miami acted with impunity, even to the point of
committing murder on Miami streets in broad daylight,
because of their protected status as double agents.

In the trial against the terrorists who bombed
the World Trade Center in 1993,
the government case was complicated by
allegations that a government witness,
a former Egyptian military officer called
Emil Salem, was in fact a U.S. double agent
who had let the crime occur before reporting it.

Similar suspicions of advanced knowledge
and involvement of double agents have
continued to haunt official versions of two
other notorious massacres of U.S. citizens:

the Jonestown killings in Guyana and the Oklahoma City bombing.

If the United States hopes to gain sympathy
in the Islamic world for its campaign against
bin Laden, it would do well to admit the extent
to which the problem of Mideast terrorism is
a problem of its own making.

Thats no true....over 90% of the foreign policy objectives of the
United States have been met in the last century.
The only true debacles that come to mind were, to some extent self
inflicted. By this I mean the politicazation of Viet-Nam...The Failure
to give air support to the Bay of Pig Invasion, and the withdrawl of
the Marines from Lebanon after the Dormitory Bombing.
There could be a sprinkling here and there of this and that
dissapointment but, above are the major ones.
The Triumph of our foreign policy is demonstrated by the Marshall Plan
for western Europe after the the second world war, The containment of
the Soviet Union and its satellite untill their collapse. Another
Triumph for American Foreign policy was the aliance forged between the
United States and Comunist China against the old Soviet Union, by the
Nixon visit to China. Another Triumph was the humiliating withdrawl of

Soviet missiles and planes from Cuba, in the event known in history as
the "Cuban Missile Crisis".
The Establishment of a Pro-Western Regime in Iran, with help from our
intelligence agency, thus assuring the encirclement and containment of
the Soviet Union, forcing it to spend needed rubbles and resources
defending its southern flank. The triumph in Supporting the contras
in Nicaragua, thus halting the possible spread of a comunist regime in
the midst of Central America.
We also see the triumph in Chile, with the revolution that caused the
overthrow of the left of center Allende regime.
In Africa we see the Downfall of Patrice LaMumba, and the
stabalization of that area of the world.
Not to mention the overthrow of Sukarno in Indonesia, and other
anti-western regimes here and there....
So Dear Friends, I would say that overall American Foreign Policy
rates a 10, in meeting its goals.
