MQM worker Mohammad Naeem Shari and Amjad Khalil Beg extra judicially killed
by rangers and police.

Karachi, March 11, 1996
Two MQM workers 26 years old Mohammad Naeem Shari and 27 years old Amjad
Khalil Beg extra judicially killed by government troops comprised of Police
and Paramilitary Rangers.
According to detail reports, Mohammad Naeem Shari along with his wife and a
child were hiding in a house in Gulshan-e-Iqbal. Another MQM worker Amjad
Khalil Beg was also there. Early morning of March 11, heavy contingent of
Paramilitary Rangers and Police attacked the house. Mohammad Naeem Shari was
instantly killed. Rangers also took others including the aged father ,
mother, sister and wife into their custody. According to the eye witnesses
reported by reporters from BBC and ‘Dawn’, Rangers ordered Amjad Khalil Beg
to run, and as soon as Amjad started running, he was shot in the back.
General Nasirullah Babar, under whose direct supervision extra judicial
execution of Mohajir youths are taking place, told earlier during a press
conference that, “Naeem Shari would be killed in a Police Encounter very
soon.”

PRE-PLANNED EXTRAJUDICIAL EXECUTION OF MOHAMMAD NAEEM SHARI AND
AMJAD KHALIL BAIG, THE MQM WORKERS.
Bhutto Government's policy to ruthlessly utilise the Law
Enforcement Agencies to exterminate Mohajirs continues with ever
greater intensity. Under this "Persecution Policy" against
Mohajirs and the MQM the Police and Para-Military Rangers have
extrajudicially executed two MQM workers, namely, Mohammad Naeem
and Amjad Khalil Baig.
According to preliminary information heavy contingents of Police
and Para-Military Rangers raided a house No: A- 162, Block 17,
Gulshan-e-Iqbal, Karachi, today, between 1.00 to 2.00 a.m. At
this residence, Mohammad Naeem, along with his wife and a child
was in hiding. Amjad Khalil another worker of the MQM was also
present at the same place. The personnel also took the other
inmates including aged father and mother, sisiter and wife of
Amjad Khalil into custody. The Law Enforcement Personnel opened
bursts of rifles on Mohammad Naeem and murdered him on the spot.
Thereafter, the Personnel took Amjad Khalil outside the house and
ordered him to run on the street. No sooner did he run then the
personnel opened fire and shot him dead on the spot. The
available details of those who were extrajudicially executed:
1-- Mohammad Naeem Shari, 26, s/o Abdur Razzaq, resident of
5/1502, Shah Faisal Colony, Karachi.
2-- Amjad Khalil Baig, 27, s/o Ahmed Khalil Baig, resident of
Block 10, Park View Apartment, Gulshan-e-Iqbal, Karachi. He was
nominated by the MQM as a supporting candidate in 1993 Elections.
The dead bodies were first taken to PNS Shiffa ( A Hospital of
Naval Forces) and then finally shifted to Edhi mortuary.
The Communiqu‚ of Rangers declared that this was an "Encounter".
However, the journalists such as that of "The Dawn" and the
correspondent of BBC visited the place of incident and took
interview of the neighbourhood. Their unanimous conclusion was
contrary to Ranger's version that there occurred no encounter and
the two persons were murdered in cold blood after a raid was
conducted by the Law Enforcers. Moreover, the range at which the
bursts were fired also contradicts occurrence of any encounter.
The time of the incident, the reports in the news papers and the
observations of the journalists of different newspapers
invariably suggest that this incident was a premeditated murder.
The Law Enforcement Agencies, according to their own version,
were after Mohammad Naeem for over a month and knew his place of
hiding. Accordingly, they planned this murder and carried out
this plan at the time of their choosing. It is also relevant to
quote a statement of Interior Minister Gen. Naseerullah Babar in
the Daily Khabrain of 13 February 1996, where he said, "Naeem
Shari has been injured. Soon he will be killed in Police
Encounter". The cutting of this newspaper is also enclosed.
We request you to take urgent steps to stop the Bhutto Government
from open barbarism. Under the on-going persecution policy
innumerable innocent and helpless Mohajirs have been murdered in
cold-blood. Unless the International community intervenes, it
seems unlikely that the Bhutto Government would stop killing
Mohajirs in Pakistan.

In a press release, MQM leader of the movement Altaf Hussain said that, “we
will not let the sacrifices of Mohajir youths go in vain.” He, in a message
to the parents of MQM worker Mohammad Naeem Shari who was extra judicially
executed by Paramilitary Rangers and Police, said that Naeem Shari was a
true and dedicated MQM worker who gave his life for the sake of Truth and
Justice. “His crime was that he didn’t accept the ruthlessness and
injustice and government sponsored genocide of Mohajir Nation”, he said.

All patriotic Pakistanis must play their due role in saving Pakistan from
disgrace and stopping the extra judicial executions of Mohajirs, said MQM
Leader of The Movement Altaf Hussain

MQM leader of the movement Mr. Altaf Hussain appealed to the patriotic
Pakistanis and urged them to play their due role in saving Pakistan from
disgrace which Benazir Bhutto’s government is bringing to the country. He
said that rest of the Pakistan should not make Mohajir feel alone in the
struggle for the truth and justice.
In a press release from MQM International Secretariat in London, MQM leader
of the movement Altaf Hussain said that government has detained several MQM
workers and they have not been produced in any court of law. He specially
mentioned Anees Ahmed advocate, Arshad Kamal, Tanveer Adil, Syed Ashraf Ali,
Sharif Qureshi and Mohammad Sharif.

Canadian Government Concerned over “Extra Judicial Executions” in Karachi

Ottawa-Canada, March 8, 1996
Canadian government expressed its concern over “Extra Judicial Execution”
of MQM workers by Government of Pakistan. A high level MQM delegation,
comprised of MQM MPAs from Sindh Provincial Assembly, members of MQM Human
Rights Wing in North America and MQM Overseas (North America) Chief
Organizer Mohammad Younus, met with a team of Canadian Ministry of Foreign
Affairs. MQM delegation explained the nature of Extra Judicial Execution of
Mohajir youths by the Government of Pakistan and illegal detention of
thousands of Mohajir youngsters and elders including women and children.
Canadian delegation, on behalf of the Canadian government expressed their
deep concern over the brutality and ruthlessness against the Mohajir Nation
and strongly condemned the illegal detentions and extra judicial killings.

A high level MQM delegation met with members of Canadian Bar association in
Montreal. During the meeting, several issues including Extra Judicial
Killings, illegal detentions of Mohajir Youths, and manipulation and
disregard of judiciary, were discussed. Canadian Bar Association agreed with
MQM point of view. They also said that the independent judiciary is the key
to the true democracy.

Mother of MQM Washington Unit worker Mohammad Aqeel died in Karachi

Chicago, March 7, 1996
MQM Overseas (North America), Washington Unit committee member Mohammad
Aqeel’s mother died in Karachi. Chief Organizer of MQM Overseas (North
America) Mohammad Younus and Members of Unit formation committee expressed
their condolences and pray for the soul of Mr. Aqeel’s mother.
