Are you all sure this is not some foreign spy disguising himself as one of us
just to get details on our defense tactics.

No, Tiagent. It is not a foreign spy trying to get details of your
defense tactics. {And what may I ask are Nigeria's defense tactics?
- a country that imports EVERYTHING including manuals, weapons, phones
and encryption devices from abroad. Just yesterday and today the
news wires were loaded with stories about private foreign consultants meeting
with defence chiefs back home. Our defence minister has made
appeals for foreign nations to open spaces in their training colleges
for our officers and soldiers. Who is teaching whom? Who needs to protect
details? Us or them? It is their tactics that we are learning and
equipment wwe are using. Do you really think there is anything about us
they do not know? Even the internet is tapped by advanced sampling techniques.
Car license plates can be read from outer space. And if you think there is any
security inside Nigeria, think again. Back in the early eighties when Nigeria had a
clash with Cameroun, copies of the Bakassi defence plan were seen being used
to sell "Guguru and Ekpa" along Race Course. One of Abacha's habits
was to purchase weapons with your money and then keep them in
warehouses abroad or import tanks and then remove the tracks. Whose
security was he protecting? The guy (a foreigner) who was contracted to do some
construction work on Aso Rock in IBB's time published a paper on the
internet on how he was given all the blueprints for its security to
help him in his work. He actually sent the blueprint abroad for
reproduction and then returned the original WITH PERMISSION.
That is Nigeria for you.}

Defsec is a newsgroup comprising serious individuals with interests in
military history, defence and foreign affairs. Nothing unusual. Many such fora exist
in the world. In the UK there is the IISS ; in the US the CDI and
numerous others. In Britain there is a British Commission for
Military History (BCMH) comprising military historians, museum
officials, civil servants, journalists, lawyers etc....who share a
commitment to scholarly research in the field of military history.
The UN offers training to the public in peace keeping and security issues.
The Red Cross is in the forefront of the implementation of the Law of
War. In Nigeria the War College provides courses for not just military
people but also civilians with policy roles and interests. NIPSS
plays a similar role with different emphasis. In South Carolina
there is a Military History Club composed of civilians. The Nobel prize for peace
has previously been granted to International Physicians against
Nuclear War. In short, there are hundreds of Defence & Security
study and pressure groups in the world. It is an important element in
civil-military relations. As a statesman once observed, "War is too serious a
business to be left to soldiers alone."

Defence and security information is WIDELY available to the general public. In
today's GUARDIAN and BBC sites for example, the following stories

TODAY is not only the 30th anniversary of Gaddhafi's rise to power in
1969, but also happens to be the 60th anniversary of the Second World
War. It was on September 1st, 1939 that Hitler invaded Poland.

These are examples of the interesting essays and news items we discuss. Its not
