Dear Friends,
This is to let you know that the following public letter was sent to
a number of Nigerian media outlets a few minutes ago with a request for
publication. Since my resources are limited in nature, I have not been able
to reach all the Nigerian (and Nigeria related) media outlets out there, so
I encourage you to forward it to as many as you have access to (don't worry
if an outlet gets more than one copy), we need to spread this message as far
and wide as possible.
I wish to seize this opportunity to thank all those who signed the
letter, and all those whose suggestions, comments and corrections are
responsible for the final draft. I sincerely pray that our letter gets the
ears of the powers that be, and they take our message to heart. In any case
it is an achievement in itself that so many Nigerians of various backgrounds
can come together yet again and stand as one on an issue that affects us
all, this alone gives me a lot of hope in the future, and reaffirms my
belief that we are a united people who only want the best for our country.

Dear President Obasanjo:
We the undersigned Nigerians, residing within the country and
in the Diaspora are deeply concerned and alarmed by the recent media
reports emanating from Nigeria on the N1.6 billion being considered for
allocation to the elected members of the National Assembly for the purpose
of purchasing official vehicles for their use, and as payment towards
the premiums of their individual insurance policies.
While we applaud your government's determination to alleviate the massive
suffering of the Nigerian people by doing all it could to improve the
economy, this current act by the members of the National Assembly is, with
all due respect, not only selfish and insensitive, but also violates the
dictum of public accountability and trust.
We therefore urge you to invoke the power vested in your office by the
Nigerian Constitution to veto such a ridiculously high allocation should it
ever pass the National Assembly.
Mr. President, the breakdown on the purchase of vehicles is allegedly along
the lines of:
*N100 Million- Purchase of two Mercedes-Benz S-320 Limousines for the Senate
President and the Speaker of the House.
*N762.6 Million- Purchase of various vehicles for the National Assembly,
including 2 4-Wheel Drive Sports Utility Vehicles, and 30 Commuter Buses.
*N14 Million- Purchase of vehicles for the Clerk and Deputy Clerk of the
National Assembly
*N25 Million- Purchase of vehicles for the Directors of the National
Assembly
*N84 Million- Purchase of vehicles for the Principal officers of the
National Assembly
*N65.6 Million- Purchase of vehicles for the National Assembly Service
Commission
*N337.2 Million- Purchase of vehicles for various National Assembly
Committees
Total- N1.389 Billion
The breakdown on the insurance scheme which has the N218 Million premium is
allegedly along the lines of:
-Life Insurance
-Permanent Disability Insurance
-Temporary Disability Insurance
-Personal Property Insurance
-House Insurance (fire and special peril)
-Incomplete Tenure Insurance
-Personal Welfare Insurance
-Dependant Welfare Insurance
-Senator Legislative Aid Insurance
While there is nothing wrong with the National Assembly using its collective
bargaining power to secure good insurance rates for its members, it is
morally repugnant for funds to be taken from the coffers of the government
to pay the premiums on the various insurance packages for individuals. If
our elected Representatives feel the need to be insured, they should do so,
but should pay the premiums from their own personal funds.
The same principle applies to official vehicles being purchased for the use
of members of the National Assembly. There is no reason whatsoever why
public funds should be used to purchase vehicles for the use of individual
members of the National Assembly. At the very most, in line with democratic
norms and practices of accountability of elected officials to the public,
funds should be allocated for the purchase of vehicles to be put in a
National Assembly vehicle pool, from which members can request vehicles for
use during the conduct of official assignments . Furthermore, for a country
going through what is to all intents and purposes a period of economic
depression, procuring vehicles such as Mercedes-Benz limousines and Peugeot
605s for elected officials is an insult to the dignity of the average
Nigerian who despite working tirelessly every day, continues to find it next
to impossible to afford three square meals for himself/herself.
We are sure that you will agree with us that allocating such a large sum of
money for what is clearly a want and not a need demonstrates very bad
political and economic judgment, when more critical aspects of Nigeria's
polity are lacking funds to function properly. Indeed, it is scandalous for
a nation such as ours whose health care delivery system, education system
and power supply system among others have to all intents and purposes
collapsed to embark on unnecessary expenditures that are aimed at maximizing
the comfort of the ruling class. Furthermore, a nation that is unable to pay
its federal civil servants an adequate minimum wage necessary for
maintaining even the barest minimum standard of living should not indulge in
such extravagant spending.
In conclusion, while we are not opposed to funds being allocated to our
elected officials toward the pursuit of their official prescribed
responsibilities, we believe these funds allocated for the sole purpose of
purchasing official vehicles for our elected officials, and for the payment
of their individual insurance policies, are not only uncalled for but
demonstrate some level of insensitivity to the plight of so many Nigerians.
Indeed, we the undersigned believe that Nigeria will be better off when her
resources are applied wisely to those projects that are urgently needed,
e.g., health care, education, roads, power supply, payment of salaries of
civil servants, among others.
We thank you in advance for vetoing this allocation if it comes to your
desk.
