The Appeal Letter Update
March 26, 2000

Dear All:
1. You will recall that an appeal letter to top executive and legislative
members in the government of Nigeria about the convocation of a Popular
Sovereign Conference was initiated about two weeks ago now and has been in
circulation since.
2. The latest version of the letter and the 300-odd signatories that have
signed on so far is reproduced below. Kindly point out any omissions or
corrections to the names. (Send to SNC...@hotmail.com).
3. On March 23-24, 2000, a forum entitled: " Preventing the Breakdown of
Democracy in Nigeria: Strategies for a Popular, Living Constitution" in
New York at the Colin Powell Center for Policy Studies, City College of
New York was held. A partial list of those in attendance is as follows:
the Attorney-General of Nigeria, Mr. Kanu Agabi; the ENTIRE membership of
the Presidential Technical Committee on the Review of the 1999 Nigerian
Constitution including Chief Clement Ebri, (Deputy Chairman of the
Committee), Chief Ume-Ezeoke (former speaker of the House of
Representatives) and Dr. Odunna (former Secretary of APP), Chief Alani
Bankole-Rudus, and Dr. Maxwell Gidado (presently legal adviser to
President Olusegun Obasanjo); two (female) members of the House of
Representatives (Ms. Temi Harriman of Warri Constitutency and Ms. Lynda
Chuba of Onitsha constituency); Chief Moghalu (Secretary to the All
Peoples Party), various members of Nigeria's diplomatic corps in the
United States; and several other speakers, including Prof. Wole Soyinka,
Mr. Femi Falana and Professor Auwalu Yadudu (formerly, legal adviser to
General Sani Abacha.)
4. This National Conference petition letter was presented to almost ALL
of them, with Mr. Kanu Agabi kindly accepting to convey the letters of
President Obasanjo and Vice-President Atiku Abubakar to them, and Rep.
Temi Harriman accepting to pass on House Speaker Ghali Na'Abba's to him.
The letter to Senate President Dr. Chuba Okadigbo is being conveyed by
other private means.
5. The endorsement list is not closed yet, as the target remains 1,000.
A new mailing-out will result when specific NEW targets are reached. Thus,
collecting these names is a continuing process as we hope to reach more
and more legislators, including at the state assemblies. So we urge you
to continue to send your endorsements to:
6. In addition to endorsements, kindly email addresses of AS MANY House
of Representatives and Assembly Members as you know, and send those too to
SNC...@hotmail.com. Any other suggestions to move the process forward are
also welcome.

The Attorney-General of the Federation, Mr. Kanu Agabi:
Your Excellencies and Your Honours:
Mindful of the unfortunate fractricidal occurrences in the country since
May 29, 1999; conscious of the need to sustain our new-born democracy; and
deeply desirous of a strong and united Nigeria free of ethnic and
religious conflicts and worthy to be defended by its citizens, we the
undersigned urge the following:
1. That you all individually and collectively set up the necessary legal
instruments towards convening a Popular National Conference of the
peoples, nationalities and civil society of Nigeria;
2. That the final outcome of such a PNC will be a new Constitution
approved by Referendum by the peoples of Nigeria, who ultimately are the
repositories of the sovereignty of our nation;
3. That such an approved Constitution shall be a new Social Compact truly
binding between the peoples and governments of Nigeria as to how we wish
to live peaceably and be governed honorably thereafter;
4. That you all work with civil-society organizations such as the
Transition Monitoring Group (TMG), the Constitutional Rights Project
(CRP), The Civil Liberties Organizations (CLO), the Campaign for the
Defence of Human Rights (CDHR) and the Campaign for Democracy (CD) to
fashion out the exact modalities of the Conference so as to ensure
transparency and accountability;
5. That you take this letter as being written in good faith by
respectful citizens and friends of Nigeria, and give our demands all the
urgent attention that they deserve.
Nigeria is at a cross-roads. The choice it makes - disaster or prosperity
- is ours.
