Brown sugar in Nepal - Illegal?

I saw the following post on nepalnews and wondered about why the brown sugar
mentioned is illegal. I take it that it's not some kind of euphemism! Is
this a taxation thing? Can anybody shed some light on this for me? Not a
frivolous query.

It's my age - I get very forgetful. Here it is:

Kathmandu, Nov.25: Police Friday nabbed two Nepalis with illegal brown sugar
worth Rs.10
million in the international market, officials said.

Police arrested Krishna Tamang and Krishna Gishing in the Pashupati area of
the capital as they
were trying to peddle the banned substance.

This is one of the biggest hauls in recent months, police said.

The brown sugar mentioned in the news is a local slang for a crude form of
heroin. Similar to words like 'crack', 'weed', 'angel dust' etc. Some
people might find it funny when they hear the news of some people dying of
'ecstasy' ????!!!!

As per my email - thanks very much. The sum of money involved and the word
'peddle' were certainly pointing in that direction - I was confused by the
rather coy description from a news agency! Visions of people furtively
spooning brown cane sugar into their tea have now been banished. Cheers!
