"Doctorate" in History, English, Sociology, Political Science,
Psychology, Education, Law, Herbal Medicine, etc. --- while nothing to
snicker at --- isn't really that difficult.
How about making it more challening and say, err, raising a kid to
growing up to getting a Doctorate in Chemistry, Molecular Chemistry,
Molecular Biology, Evolutionary Biology, Computation, Physics,
Astronomy, Astrophysics, Biology, Mathematics, Geophysics, Chemical
Engineering, Statistics, NanoTech or Fabrication, etc?
I guess I need to look for a wife --- a someone naturally more
intelligent (even without a "doctorate") than I am --- right away,
then!

1/2 English, and no more than 1/50 Lao/Thai.... adding them up to be
roughly between 0.85 to 1.02 languages ---the TYPICAL/AVERAGE AMERICAN
--- and I am pretty happy where linguistics go.
Less facetiously, and to second Casalao but to broaden the observation
a bit: languages are TOOLS used to COMMUNICATE meanings.
Some meanings do depend on how developed or accurate the language
describe it is. But broadly speaking, fundamental meanings do not
need linguistics; that's because whether you have, you develop, an
accurate linguistic tool to describe them, THEY EXIST.
Take a Hydrogen Atom, or the FORCES balancing the electrons revolving
around the nucleons... as well as the nuclear forces controling the
nucleons.... Or Gravity..... NONE of these things depend on human
linguistics or other mathematical symbols that "describe them" (for
human understanding and apprevciation)..... They came into being
billions of years before we do, and once we blink out of existence,
they will continue to exist for hundred to thousands more billions of
years.
Getting a man or a woman to marry you, or to start a family, or a
project together, though, DOES require SHARED linguistics, cultural
norms/beliefs, and/or meanings, yes...

This resort was flooded while I was in Vang Vieng and didn't get a

chance to sample the offerings. I stopped by on my way back from
Xiangkuang and they were in the process of cleaning up, so didn't get
to try it then either.
In a few months, I'll go check it out with the mrs. and see how they

Background/general description:
Driver in the World Bank Office in Vientiane is expected to drive the Country Manager and staff members within Lao PDR, coordinate the work of drivers in the office, and maintain the office vehicles.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year renewable term appointment.
Duties and Accountabilities:
Drive Country Manager and staff (as needed) of the World Bank Vientiane Office for day-to-day commute, official meetings and functions.
Drive Country Manager on his/her field trips in the Country.
With the contract management company, coordinate the work of drivers (contract staff) in the World Bank Vientiane Office.
Assume responsibility for care and maintenance of vehicle; washes and cleans interior; takes vehicle to garage for maintenance and repair.
Assist passengers in getting in and out of vehicles, and other courtesies.
In case of emergency (e.g., medical evacuation of staff members to Udon Thani), drive the staff members to the designated locations.
Maintain a variety of records, such as time at each stop, purpose of trip, number of passengers per day, mileage, and vehicle maintenance.
Perform related duties as required.
Selection Criteria:
Knowledge, Skills, and Abilities
Good knowledge of the rules and regulations involved in the safe and efficient operation of automotive equipment.
Knowledge of basic automotive maintenance procedures.
Experiences in and knowledge of the road network in Vientiane and Lao PDR.
Experiences and knowledge in going through the boarders.
Good knowledge of the protocol issues for working with drivers of the Lao Government and diplomatic community.
Ability to deal effectively, patiently and diplomatically with others.
Ability to operate different types of vehicles (i.e. sedan, van, 4-wheel).
Ability to understand and follow oral and written instructions in English and Lao.
Good team work skills to work with contract drivers with respect.
Special Requirements
- Must possess a valid driver's license issued by Ministry of Transportation, current license that is not currently suspended or revoked. Additionally, the license must be for the type of vehicle they will be driving.
- Must be 25 years of age or older
- Defensive driving training
- Safe Driving Record Certification: All recruits must provide certification of safe driving record, if applicable and one exists in the country, or equivalent references.
- Medical Certification: All WBG-employed drivers shall pass a pre-employment medical examination by a licensed medical provider before beginning work as a driver. Health Services Department (HSD) will oversee this aspect of the program for currently employed drivers. Thereafter drivers shall undergo a medical examination, including an eye exam, according to the following schedule:Every two years, irrespective of age; or after returning to work following a serious illness or hospitalization, whichever comes first

position of
Safety and Regulations Programme Officer
Navigation Programme (NAP), Operations Division
Post level: M-11
The Programme Officer (Safety and Regulations) will be responsible for
implementing key activities of the following Components of the
Navigation Programme: Legal Framework for Cross Border Navigation;
Traffic Safety and Environmental Sustainability; and Information,
Coordination and Promotion. She/He will work in close collaboration
with the NAP Programme Coordinator, CTA and other managerial and
professional staff of the NAP and the MRCS, NMCS and concerned
national line agencies and other relevant international/regional
institutions. The position is based at the Office of the MRC
Secretariat in Phnom Penh, Cambodia.
