audience and we met with him on the 18 May.

The First Session of the National Assembly (6th Legislature) which has
bee convened on 8th of June 2006 had elected the President and Vice
Presidents, Heads and Deputy Heads of Commissions of the National
Assembly (6th Legislature) as following:

Thanks a lot for this prompt news release on the LPDR new leadership
following the first day of the preliminary meeting of the LPDR's 6th
National Assembly.
My guess that was right: Mr. Choummaly Sayasone, President of the LPDR;
Mr. Bouasone Bouphavanh, Prime Minister of the LPDR.
Because of his seniority at the LPRP Politburo, Mr. Thonsing Thammavong
was, of course, the good choice for the position of President of the
LPDR's 6th NA, letting Mrs. remain at her job as the Lao NA's Vice
President.
My congratulations go to some well known members of the LPDR
government, who have switched or promoted to new positions: HE Somsavat
Lengsavad, HE Tongloun Sisoulith, and HE Soulivong Daravong. Also a
very big applause to the first Hmong in charge of a REAL ministry of
the LPDR government: HE Chaleun YiaPaoHer.
My observation: some new ministries/ministers include the following.

Did you know about this while you were in Vientiane chatting with some
new friends?

Do you happen to have any information on the background of these newly
assigned ministers, i.e. does the position assigned to them reflects
their respective experience in that specific field?
I might speculate by saying that the younger ones (those who did not
have the priviledge to have founght and/or lived in one of those caves)
MUST have the right experience (in addition of course to the right
ideology) in order to be there. Like Yong, he has been assigned to
various jobs but those reflect mostly from his background experience in
journalism and some international studies.

During my time in Laos, Chaleun is seen as the one person that is most
qualified and some people have even mentioned to me that he should be
in the Politbureau. He is the most articulate and sharp official - and
that when he spoke, as I was told, the audience stop talking! He is
one man with the potential and credential to fill in any position in
the LPDR. It was most unfortunate that I was unable to meet with him
due to his hectic schedule as he was too busy with all the government
meetings about the formation of the new LPDR... As I made my last
attempt to meet him just before I leave Laos, he did replied to my
request that he could not as yet becasue he was still IN the meeting at
Lao Sapha.

true survisor after all these years.

I am sure many Lao Nork would see in Mr. Bouasone a man who would also
bring real change in the Lao Nork-Lao Nai relationship for the better.
Let's be optimistic about the future of Laos and all Laotians under the
leadership of Mr. Bouasone.

Mr Bouasone emphasised the importance of enhancing the ownership and
responsibility of the implementation of the Resolution of the 8th Party
Congress and the 6th National Socio-economic Development Plan.
He said the Government would carry on the improvement of the
organisational structure, the streamlining of working methods and
administrative mechanisms by focusing on solving, actively and
seriously, the problems relating to bureaucratic and corruption
practices.
This would enable the governance system to become transparent, with a
focus on better delivery of services to the people.
He emphasised that the Government will consistently implement the
foreign relations guidelines of peace, independence, friendship and
cooperation and will especially concentrate on strengthening further
the existing friendly relations and all-round cooperation with
strategic friendly countries.
It is expected that by 2010, the slash and burn method of rice
cultivation will be eradicated and there will remain few poor
households. Similarly, the material and moral living conditions of the
people will be further improved and raised to a higher level; the
average per capita income will be around US$800 per year.
Simultaneously, the Government will encourage all sectors of the
economy, including domestic and foreign investors and entrepreneurs as
well as "Lao expatriates" who love the nation to make increasing
contributions to the development of the country on the basis of the
laws, regulations, well-defined and constant policies, as well as the
guarantee of reasonable benefits for all sectors.
