You may have heard that the current PM of Laos is a Vietnamese. It is true.
When I was at school, I confirmed this with my Vietnamese friends. Laos has
been fully controlled by the communist Vietnam. Luckily, Cambodian people
fought so hard against the Communist Vietnam, otherwise Cambodia would be
the same as Laos. However, there are still some involvements in Cambodian
internal affairs by the communist Vietnam. Cambodia need to continue
fighting with this problem.

Vietnam. As a smaller country, Laos is playing her game. Laos, also

because there are also Chinese military experts in Laos. China will
help Laos upgrade it military and there are so many other things that
Laos and China will cooperate with each other. Thailand, also keep an
eye on Laos to make sure that Vietnam will not do anything crazy. As
you know China and Vietnam do not like each other much and had fought
many times. If Laos is fully controlled by Vietnam, I do not think
that Laos would let China help upgrade her military and help with many
other things. I think Vietnam has some influenced over Laos, just like
Vietnam has some influenced over Cambodia because of Mr. Hus sen he
was trained by Vietnamese. It will not be easy for Vietnam to fully
controlled over Laos, the Chinese and Thai will not let it happen.
Lastly the future of Laos and Cambodia is depend on how well Vietnam
economy is doing and how well other countries economy around us is
doing. Especially Vietnam, if she become better, richer country soon.
It will be good for us, Laos and Cambodia. She will give to us more

when the more hard-working vietnameses become richer and more
prosperous they will stop emigrating to poorer neighboring countries,
like Laos and Cambodia, and that these latter countries will only
benefit from it without other unseen consequences. A more powerful
vietnam will definitely further expand its economic and political
power to dominate other weaker nations. There will always be the few
richer who will prosper and the poorer majority who will emigrate to
have a more comfortable life in weaker and poorer countries. History

OF COURSE Laos is safer, more peaceful and solidaridized,,, to be ruled by a

country." No real independent lawyer or judge or civil rights exist, so
nothing is said,,, it's for the good of all any way! LOL
That kind of democracy, I prefer, too, in such an civilly-marginalized place
like Laos, where the elders in control of the government and their close
military and business associates are feudal lords. That is, preferred over
having meaningless meetings with "democratic loving" expatriates. Again,
imagine this: in the hall of congress in Vientiane: shoes, knives, French
bread, eggs, rotten fish, and ripe cow-intestin-like fruits (what do you
call those fruits anyway?) fly everywhich way,,, while a few guys are on the
floor, choking each other senseless!
Nah, like Alexis de Tocqueville: I preferr democracy, too, but the kind
that a king or a few powerful and good and highly effective and intelligent
people (e.g. Khamtai and his leutenants) tellin' the rest what is right or
wrong. Not a democracy where undisciplined, half-crazed men in three piece
suits go for each other's throat, after calling each other names, sayin'
things like "I saw you mama last night," etc.

Finnland, Switzerland, Sweden, Scandinavia,,, there are quite a few of them.
But these countries aren't like Laos, where it is always "our good friend
and comrade Viet Na" just donated this or that; just sign this social or
economic co-opt agreement with us, giving us this or that.
For these highly advanced, post-industrialized nations -- even the ones
landocked like Laos -- the path to progress LIES IN EDUCATING THEIR
CITIZENS. They knew their lands didn't have too much gold, oil, minerals,
or other precious metal deposits. They knew the path to staying next to, if
not overtaking, their neighbors, big or small, was to concentrate/allocate a
disproportionately amount of their resources into educating their children.
Take a look at the Sweds, the Fins, the Swiss, et al. From music to watch
to nanotechnology to cow/dairy products to log farms to robotics to computer
engineering to underwater exploration technology to brewery to shoe making
to cheese! They have it all, and NOT because they have big brotherly
Vietnam or Thailand or China as friends or enemies.
They have it all or at least 50 times more, in comparable terms with Laos
and 90 percent of other nations, because these nations value their citizens
INTELLECTUAL development, no matter how different those thoughts and
developments take their citizens. They are ABLE and WILLING to nurture and
harvest ALL intellectual development from their citizens.
Laos -- the LPDR -- is on perpetual cycles of predictions, of begging for
hand-outs, if not from one country than from another; rather than quietly
founding a solid ruling democratic government, with socialist-leaning
institutions, it goes for a fascistic and dictatorial regime, where
tolerance for different people and different ideas is managed by a few
crazy, drunkard politburo elderly who are more comfortable chatting over
good ole time in caves, smoking Castro cigars than talking about the various
models of successful political and economic theories on governance,,,
This is why countries like Laos is so freakin' backward, impoverished, and
dependent on one foreing country or another. While, perpetually, no more
than halve of its people are educated beyond elementary, while the rest
never gone more than a few years of lower elementary school.
Laos is huge, comparing to Vietnam (in land mass) and chances are it has
lots of undiscovered resources beyond its prime woods. But in another one
to two generations, when Laos army generals and politburo members and their
business assoicates perfected their "market economy" policies [under their
benevolent one-party democracy, where, like Saddam, it gets 99 to 100 of the
votes], Viet Nam, China, Japan, South Korea, and Thailand would have had
extracted practically most of Laos rich resources. It's 5 or 6 millions
will serve as security guards, cab-drivers, shoe-shiners, bus-boys in
garment and other sweatshops, in hotels, restaurants, and villas, for the
Chinese, the Indonesians, the Viets, and the Thais.
The evil White westernizers don't care one way or another. All they require
is that there are 4 to 5 star retreats, hotels, and restaurants. Poor, poor
Laos,,,
All this is NOT blamed on silly neanderthals who rule but on perpetual
"corrupt" past regimes. In other words, the present corrupt regime is
always pointing its fingers at past/recent regimes, sayingthey stole all the
money, gold, resources, leaving us so little, so we have done our best, we
outshine them, but it's just too much to educate the 5.5 million Laotians.
Luckily, for the past 30 years, we have our eternally helpful Viet Nam
friends. Otherwise, who knows where we'd be today, they say. Alas! Poor,

I understand your view. That is the same as some Cambodian people say that
the Prime Minister Hun Sen is no longer working for Vietnam.
If you look deeper and see farther, you will find out those are all
Vietnam's tactics. Vietnam is so smart. After the Russia collapsed, it has
started to build a relationship with the U.S. and China. There is no war
between China and Vietnam anymore although Vietnam has similar history with
China as Cambodia with Vietnam about the territory. Regarding the China is
helping Laos, that is one of the tactics that Vietnam uses to fool the
international eyes. So everyone sees that Laos is an independent country
and it is not controlled by Vietnam. Currently, Vietnam itself also get
some help from China. With the help from China for Laos, it is an interest
of Vietnam.
One thing I'd also like to mention, historically, Laos never had an ability
to take Cambodia's land. But, recently it starts doing that. There are
many complaints from Cambodian people who are living near the frontier of
Laos and Cambodia. That is because Laos is Vietnam and Cambodia is under
the pressure of Vietnam.
Anyway, whatever is happening to Laos I am not too concerned. I won't be
headache. I just want focus on Cambodia and try to urge Cambodian people to
keep fighting the Communist Vietnam that is still interfere with Cambodian
affair.

First of all, rest assured I am not against Vietnam becoming more
prosperous. Otherwise, I would look like a poor sore looser. On the
contrary, I am happy that Vietnam and other ASEAN countries keep
moving forward economically, and this will not concern me as long as
Laos does the same. I am simply concerned there is a widening gap in
progress development between Laos and Vietnam and other countries. In
the near future Vietnam can become one of those Asian Tigers. We
cannot assume there will be less and less Vietnameses emigrating into
poorer neighboring countries. Laos will be always threatened as long
as she remains poor and weak among stronger neighbors, especially from
the much more populous Vietnam. Just look at the Human Development
Index published every two-years from 1994 until 2002 by the world
health organization. Vietnam has progressively improved in its ranking
from 130th to 112th or so among 173 countries. During the same period,
Laos dropped from 132th to 140th, while Cambodia improved rapidly from
150th to 132th. More than 90% of the Vietnameses are literated
compared with less than 60% for Laotians, which is among the lowest of
all countries. More importantly, there is a difference in the quality
of the "educated" people between Vietnam and Laos. The Vietnameses are
highly skilled, industrious and clever people. During the colonization
period, the French brought into Laos skilled Vietnameses to work for
them and to train the illiterated Laotians. Look at even now, while
the Vietnameses have successfully educated her people, Laos is still
filled with unskilled people. The current Lao leaders have had to
bring in Vietnameses, ranging from engineers and mechanicians to
beauticians and construction workers. Meanwhile, those young Laotians
finish schools and universities, get their so-called "diploma" and
most find no job, or prefer to kick dust rather than work for
something that is "below their quality". Or in the government
building you usually see two people sitting there doing the job that
is actually a part-time job for one person. The current single party
system has to undergo changes replacing those old leaders, and begin
to allow those moderated educated Laonoks to participate in the
rebuilding of the country, beginning with educating the young Laotians
to become more competitive.
