Indian columnist Kuldip Nayar, in one of his articles pointed to the
RSS plan to trifurcate Indian-held Kashmir into Hindu-majority Jammu,
Buddhist-majority Ladakh and Muslim-majority Valley on a communal
basis.The RSS is the mother organisation of the BJP, which is the
ruling party of India, so the plan should not be brushed aside
lightly.
The Jammu region consists of six districts, three of which, i.e.
Jammu, Kathua and Udhampur (except tehsil Gol-Gulabgarh) are Hindu
majority districts and the rest of the three, i.e.
Doda, Rajori and Poonch are Muslim majority districts.
Tehsil Gol-Gulabgarh of Odhampur, which is a Muslim majority tehsil,
is contiguous to the aforesaid three Muslim majority districts.
As regards Ladakh region, it has two districts, Ladakh and Kargil.
Ladakh is a Buddist majority district.
The Kargil district comprises three tehsils (Kargil, Daras and
Zankar), out of which Kargil and Daras tehsils are Muslim majority.
It is obvious that in case of the division of the whole state on a
communal basis, the above mentioned Muslim majority districts and
tehsils will have to be annexed to the adjoining Muslim majority areas
of Kashmir region, Azad Kashmir and Northern Areas, due to communal,
geographical, ethnic, cultural and linguistic factors, provided if the
people on both sides of these areas so desire and freely and
democratically decide accordingly.
Consequently, there will be five constituent units of the whole state,
the future status of which will have to be decided either through
result oriented tripartite talks or a free and impartial plebiscite
under impartial international auspices (i.e.
the UN), the modus operandi of which will have to be decided in these
talks.
