Yediot Aharonot had an article quoting a senior military
source saying that the IDF has been given orders to stop
all terrorist attacks in order to help Sharon in his struggle
against Netanyahu. Now, if you use a little logic, we learn
from this that the IDF generally does NOT have orders to stop
all terrorism. Apparently, the regime thingks that a certain
level of terrorism is good, for a couple of reasons I can
think of (1) terrorism unites people around the regime and
gets their minds off things that bother people in other countries
such as corruption or economic problems and (2) it allows
the regime to say "see, terrorism won't stop until we
withdraw from all of Judea/Samaria/Gaza".
Food for thought.

conditions and all regimes. The question of "civil society" and
military service is related to how one relates to the Zionist

The first thing I thought was that a continued low level of terrorism
demonstrates to the populace that there is still an enemy that needs
fighting.

I'm cynical, and I don't like it, but it is something I could see a
government doing just that. The US has manufactured wars on less.
You said "use a little logic". If you'll use more than a little
logic, you'll come out with a very different conclusion
It looks that you won't find the answer to that, no matter how intensively
