That's the hechsher of the Orthodox Rabbinical Council of San
Francisco, Rabbi Jacob Traub. I don't see it on Rabbi Eidlitz's list,
but then again, neither is the half-moon K which has been owned by the
OU for quite a few years now.
You may want to phone the Star-K and inquire. There are frequently
situations where a given hechsher is considered reliable for some
products and not for others. Usually, one wants to be more machmir
(strict) regarding products that contain meat or are processed with
oils.
There are certain products (like plain frozen vegetables) that I will
buy even though they carry an "unreliable" hechsher because to many
rabbis, plain frozen vegetables don't really require a hechsher in the
first place, thus making them what my friend calls a KISOR (kosher in
spite of rabbi).
I don't know if K-orc is considered reliable or not, but even if it is
not considered universally reliable by all rabbis, it may be
acceptable on an item like a bag of walnuts. That's why, if I were
you, I would phone the Star-K and ask about the specific item.
