The product I was looking at was Bella Sun Luci Sun-Dried tomatoes.
According to the website of the company, the KCS inspects the factory
once per year. The big issue with sun-dried tomatoes is the insect
problem, so I would think the tomatoes would need to be spot-checked
all the time. OTOH, the tomatoes may be preserved, so an annual
inspection may be sufficient. If anybody knows anything, if you could
post the information or e-mail me, I would greatly appreciate it.
Kosher-certified sun-dried tomatoes are really hard to find.

Drying is a preservation method. I would think the package would say
if they use chemical preservatives such as sodium dioxide which is
common in dried food like fruit. Otherwise you'll need to google it.

not.

From your description it seems to be issued by one of the four Los
Angeles Kashrut certifiers. There are a couple of websites (Google:-
"Kashrut symbols" ) for a listing of the the various symbols in use
world wide and the name of the organization and it's supervising rabbi.
I even found that the Chabad Rabbi in Fresno, CA has his own symbol.

Since I've never heard of this organization or rabbi before, my
question is whether or not this hechsher/rabbi is considered
reliable.

You could contact the rabbi directly and ask him about the insect
problem. His answer could go a long way to your judging if he is
indeed reliable.
