Tokyo is fast becoming infested with rapists, according to the
Metropolitan Police Department, which warns women not to place too
much faith in insufficient security steps.
Single women are apparently doing little to hamper sex criminals, with
a large majority of rapists freely walking into their victims' homes
through unlocked doors or climbing through unsealed windows.

And cops warn that security locks at apartment entrances can give
women a dangerous sense of confidence in their safety.

"Don't put too much faith in security locks," an MPD spokesman said.
"And just because it's hot at the moment, we don't want to see women
to open the doors or windows to their apartments."

Junichi Okabe, a 40-year-old former TV Asahi employee, was arrested
July 27 for rape. He has apparently confessed to raping numerous
women. Police said Okabe told them he entered apartments with security
locks simply by climbing over often overlooked gates. Starting at the
top of an apartment block, he would walk along and try to open
unlocked doors. When he found a single woman inside, he would rape
her, according to the MPD.

Of 97 rapes committed by four men in Tokyo from January to May, 30
took place in apartments whose inhabitants probably thought they were
safe because there was a security lock at the entrance.

Like Okabe, the rapists in these cases simply jumped over fences or
climbed up electricity poles to circumvent the supposed preventative
influence of security locks. Other rapists have used grappling hooks
with rope thrown onto the top of buildings and then climbed up and
down the apartment at will.

In nearly every case - 93 of the 97 rapes - the victim had left a door
or window in her apartment open. In most of these instances, 77 of 93,
the window was open on a verandah or kept slightly ajar to allow a pet
to get in or out freely.

Other rapists have simply tailed their victims, or waited for them in
mail areas accessible to all apartment residents. In at least one
case, the rapist claimed he knew he could find a young woman in an
apartment because of the color of her curtains.

MPD officials said that until 1999, Tokyo witnessed about 120 rapes
every year. But, since then, rape cases have skyrocketed, recording
169 in 2000, 168 last year and on track to surpass that figure this
year.

You guys are too hard on the Japanese. Everybody knows that they are
genetically prone to sexually perverse acts. Just look at all the
rapes they committed at Nanking. Or all the comfort women they
kidnapped. Or their porn industry. Or stroll through the redlight
district in Tokyo.

What we have to do is make laws more acommodating for the Japanese.
For example, if any other nationality rapes a woman: 10-20 years. If
a Japanese rapes less than 10 women, he has to perform 15 hours of
community service within a year and has to meet his parole officer
every 5 weeks.
