If you have to ask, the news can't be good.
Nobody's going to tell you the truth. Your friend has a "fascination"
with Japan rather than, say Ethiopia or Burma, because Japan is a
wealthy, advanced and generally competent nation. Not perfect, but way
better than Ethiopia or Burma.
Guess what, for the same reason, the Japanese have a fascination for
American or European people and things. Nobody does or should be
expected to give a shit about India and Indians until we become a
wealthy, advanced, and generally competent nation.
That said, your friend should visit or even live a year or two in Japan
if he can. It is a country we can learn a lot from. I even has a few
beautiful and pleasant corners left, despite all the development.

People generally like the rich and successful. That's why everybody
likes America now. That's also why everybody, including Columbus and
other Europeans, liked India 500 years ago (he was searching for India,
stumbled upon America, and mistakenly thought he had landed in India).
In college, I had a German friend who was fascinated with Japanese
culture. He had a blackbelt in Judo and spoke the language quite well,
I reckon (since he had studied it for over 5 years). When he moved to
Japan with his Japanese girlfriend, he told me he couldn't bare the
blatant racism he encountered. He had a college degree from a very
pretigious American university and yet he failed to find any decent
job. The worst however, was the way he was treated by his girlfriend's
family. They would not accept him under any circumstances and he ended
breaking up with his girlfriend. Here was a grown man on the verge of
tears, telling me of his experience.
But again, this is based solely on just one experience. But I suppose
you can always play the "I'm a quarter Japanese" card to advance your
way up on the Japanese racial hierarchy.
