I've been before, but not since 1992.
I would very much appreciate any
information about experiences with
less expensive business hotels
near subway stations or Yamanote line.
Any hotels which could handle fax or email
reservation requests in English?

in a while.) You can select price range and area as well as register
via the Internet.

I would suggest one of the following, both of which accept faxed
reservations (and, if I remember rightly, have some English-speaking
receptionists):
Hotel Clarion, Ikebukuro (fax 03/5396-9815). This small, western-style
hotel offers good value for the facilities - minibar, satellite TV,
in-house movies etc. Room rates start in the Y10,000-15,000 bracket.
Hotel Alcyone, Ginza (fax 03/3541-3263), near Higashi Ginza Station.
If you don't mind Japanese-style accommodation, this is a good option
for "central" Tokyo. The lobby is a bit offputting, but the rooms are
smart. Rates start at Y8000 single.

I can't offer any specific suggestions on hotels that offer an English-speaking
service, but for single rooms in "less expensive" business hotels close to the
Yamanote line, the going rate is usually around 6,500 to 8,000 yen with
breakfast usually included.
