Britain's capital London is the European Union's most dangerous capital,
according to a urvey released on Monday afternoon.
Some 32 percent of Londoners said they were victims of theft during 2008-09.
The survey was conducted by a consortium including Gallup Europe, the United
Nations Inter-Regional Criminal Justice Research Institute and Max Planck
Institute.
"London leads the dubious list," Robert Manchin, head of Gallup's Brussels
office, told a press conference.
The survey compared levels of victimization across the EU and measures how
citizens feel about their security and safety.
It found that about 30 percent of citizens in 18 EU countries are afraid of
burglary and do not feel safe on streets.
Amsterdam, Dublin, Belfast and Copenhagen followed London inincidents of
what the survey called "common crimes" such as burglary, car theft and
offensive behavior.
Sexual crimes were the highest in Germany while France had the highest
number of "hate crimes."

[The Ancient Record of the Tang Dynasty describes a landmark visit to China
by Saad ibn Abi Waqqas (ra), one of the companions of Prophet Muhammad (s)
in 650 C.E. This event is considered to be the birth of Islam in China. The
Chinese emperor Yung-Wei respected the teachings of Islam and considered it
to be compatible with the teachings of Confucius. To show his admiration for
Islam, the emperor approved the establishment of China's first mosque at
Ch'ang-an. That mosque still stands today after fourteen centuries.
Muslims virtually dominated the import/export business in China during Sung
Dynasty (960 - 1279 CE). The office of Director General of Shipping was
consistently held by a Muslim during this period. During the Ming Dynasty
(1368 - 1644 CE), a period considered to be the golden age of Islam in
China, Muslims fully integrated into Han society by adopting their name and
some customs while retaining their Islamic mode of dress and dietary
restrictions.
Anti-Muslim sentiments took root in China during the Ch'ing Dynasty (1644 -
1911 CE), which was established by Manchus who were a minority in China.
Muslims in China number more than 35 million, according to unofficial
counts. They represent ten distinct ethnic groups. The largest are the
Chinese Hui, who comprise over half of China's Muslim population. The
largest of Turkic groups are the Uygurs who are most populous in the
province of Xinjiang, where they were once an overwhelming majority.]
Although it may come as some surprise, Islam has survived in China for over
1300 [1400] years. It has done so despite such upheavals as the Cultural
Revolution as well as regimes hostile to it.
Even though there are only sparse records of the event in Arab history, a
brief one in Chinese history, The Ancient Record of the Tang Dynasty
describes a landmark visit to China by an emissary from Arabia in the
seventh century. Saad ibn Abi Waqqas (ra), one of the companions of Prophet
[Muhammad (s)], led the delegation [in 650 C.E.], which brought gifts as
well as the belief system of Islam to China. According to the traditions of
Chinese Muslims, this event is considered to be the birth of Islam in China.
Although the emperor of the time, Yung-Wei, found Islam to be a bit too
restrictive for his taste, he respected its teachings and considered it to

complete freedom to propagate the faith among his people. To show his

As time passed, relations between the Chinese and the Muslim heartland
continued to improve. Many Muslim businessmen, visitors, and traders began
to come to China for commercial and religious reasons. [Arabs had already
established trade in the area before Prophet Muhammad (s).] The Umayyads and
Abbasids sent six delegations to China, all of which were warmly received by
the Chinese.
The Muslims who immigrated to China eventually began to have a great
economic impact and influence on the country. They virtually dominated the
import/export business by the time of the Sung Dynasty (960 - 1279 CE).
Indeed, the office of Director General of Shipping was consistently held by
a Muslim during this period.
In spite of the economic successes the Muslims enjoyed during these and
later times, they were recognized as being fair, law-abiding, and
self-disciplined. Thus, there is no record of appreciable anti-Muslim
sentiment on the part of the Han (Chinese) people.
By the beginning of the Ming Dynasty (1368 - 1644 CE) Islam had been
nourishing in China for 700 years. Up to this time, the Muslims had
maintained a separate, alien status which had its own customs, language, and
traditions and was never totally integrated with the Han people. Under the
Ming Dynasty, generally considered to be the golden age of Islam in China,
Muslims gradually became fully integrated into Han society.
An interesting example of this synthesis by Chinese Muslims was the process
by which their names changed. Many Muslims who married Han women simply took
on the name of the wife. Others took the Chinese surnames of Mo, Mai, and
Mu - names adopted by Muslims who had the names Muhammad, Mustafa, and
Masoud. Still others who could find no Chinese surname similar to their own
adopted the Chinese character that most closely resembled their name - Ha
for Hasan, Hu for Hussein, or Sai for Said, and so on.
In addition to names, Muslim customs of dress and food also underwent a
synthesis with Chinese culture. The Islamic mode of dress and dietary
restrictions were consistently maintained, however, and not compromised. In
time, the Muslims began to speak Han dialects and to read in Chinese. Well
into the Ming era, the Muslims could not be distinguished from other Chinese
other than by their unique religious customs. For this reason, once again,
there was little friction between Muslim and non-Muslim Chinese.
The rise of the Ch'ing Dynasty (1644 - 1911 CE), though, changed this. The
Ch'ing were Manchu (not Han) and were a minority in China. They employed
tactics of divide-and-conquer to keep the Muslims, Han, Tibetans, and
Mongolians in struggles against one another. In particular, they were
responsible for inciting anti-Muslim sentiment throughout China, and used
Han soldiers to suppress the Muslim regions of the country.
When the Manchu Dynasty fell in 1911, the Republic of China was established
by Sun Yat Sen, who immediately proclaimed that the country belonged equally
to the Han, Hui (Muslim), Man (Manchu), Meng (Mongol), and the Tsang
(Tibetan) peoples. His policies led to some improvement in relations among
these groups.
After Mao Zedong's revolution in 1948 and the beginning of communist rule in
China, the Muslims, as well as other ethnic minorities found themselves once
again oppressed. They actively struggled against communists before and after
the revolution. In fact, in 1953, the Muslims revolted twice in an effort to
establish an independent Islamic state [in regions where Muslims were an
overwhelming majority]. These revolts were brutally suppressed by Chinese
military force followed by the liberal use of anti-Muslim propaganda.
Today, the Muslims of China number some 20 million, according to unofficial
counts. The government census of 1982, however, put the number much lower,
at 15 million. These Muslims represent ten distinct ethnic groups. The
largest are the Chinese Hui, who comprise over half of China's Muslim
population and are scattered throughout all of China. There is also a high
concentration of Hui in the province of Ningsha in the north.
After the Hui, the remainder of the Muslim population belong to Turkic
language groups and are racially Turks (except for the Mongol Salars and
Aryan Tajiks). The Turkic group is further divided between the Uygurs,
Uzbeks, Kazakhs, Kirgiz, Tatars and Dongshiang. Nearly all of the Turkic
Muslims are found in the western provinces of Kansu and Xinjiang. The
largest of these Muslim groups are the Uygurs.
The Uygurs are most populous in the province of Xinjiang, where they make up
some 60% of the total population. This relatively small percentage is due to
the massive influx of non-Muslim Chinese into the province in recent times,
a situation that has brought problems of assimilation and raised concerns
about the de-Islamization of one of China's predominantly Muslim regions.

Muslims, and the Uygur in particular, suffered tremendously under the regime
of Mao Zedong and his "Cultural Revolution." During the communist reign of
terror, there was a violent campaign to eradicate all traces of Islam and of
the ethnic identity of all non-Chinese. The Uygur language, which had for
centuries used Arabic script, was forced to adopt the Latin alphabet. The
Uygurs, as with most believing Muslims, were subjected to forced labor in
the some 30,000 communes set up in the predominantly Muslim provinces. The
imams and akhunds were singled out for humiliating punishments and
tortures....[and were forced to] tend to pig farms, which were sometimes
kept in government-closed mosques.
Under the pretext of unification of national education, Islamic schools were
closed and their students transferred to other schools which taught only
Marxism and Maoism. Other outrages included the closing of over 29,000
mosques, the widespread torture of imams, and executions of over 360,000
Muslims.
Since the death of Mao and the end of his hard-line Marxist outlook nearly
fifteen years ago, the communist government has greatly liberalized its
policies toward Islam and Muslims. And despite the horrors of the Cultural
Revolution, Islam has continued to thrive in China.
Today the campaign for assimilation started during the Cultural Revolution
has slowed somewhat and the Turkic Muslims have greater freedom to express
their cultural identity. The government has, for instance, allowed the
reinstatement of the Arabic alphabet for use with the Uygur language. There
is, however, continued discrimination against the Turkic Muslims by the
immigrant Chinese (favored by the government) who have settled in the far
western province of Xinjiang. This immigration has posed a problem as Han
Chinese are migrating to Muslim areas at the rate of 200,000 a year. In many
places where Muslims once were a majority, they are now a minority.
Since religious freedom was declared in 1978, the Chinese Muslims have not
wasted time in expressing their convictions. There are now some 28,000
mosques in the entire People's Republic of China, with 12,000 in the
province of Xinjiang. In addition, there is a large number of imams
available to lead the Muslim community (in Xinjiang alone there are over
2,800).
There has been an increased upsurge in Islamic expression in China, and many
nationwide Islamic associations have been organized to coordinate
inter-ethnic activities among Muslims. Islamic literature can be found quite
easily and there are currently some eight different translations of the
Qur'an in the Chinese language as well as translations in Uygur and the
other Turkic languages. The Muslims of China have also been given almost
unrestricted allowance to make the Hajj to Mecca [Reflections from the
Hajj]. In 1986 there were some 2,300 Chinese Muslims at Hajj. (Compared to
the 30 Soviet Muslims allowed to make the same pilgrimage, this number seems
quite generous, considering that the Soviet Muslim population outnumbers
China's by nearly four times).
China's Muslims have also been active in the country's internal politics. As
always, the Muslims have refused to be silenced. Several large
demonstrations have been staged by Muslims to protest intrusions on Muslim
life. Last year, for instance, Muslims staged a massive protest rally in
Beijing to demand the removal of anti-Islamic literature from China's
bookstores. The Turkic [group] Muslims have also held demonstrations for a
greater voice in the running of their own affairs and against the continued
large-scale immigration of non-Muslims into their provinces. In the news
this spring are more reports of demonstrations and struggles by Chinese
Muslims to regain their rights. Insha'Allah they will be successful.

LONDON, February 26 (IslamOnline.net) – Jonathan Birt, the son of Lord Birt
and Emma Clark, the granddaughter of former liberal prime minister Herbert
Asquith, are only two of 14,000 mostly-elite white Britons having reverted
to Islam.
In the first authoritative study of the phenomenon, carried by the Sunday
Times on February 22, some of the country’s top landowners, celebrities and
the offspring of senior Establishment figures have embraced the Muslim faith
after being disillusioned with western values.
The new study by Yahya (formerly Jonathan) Birt, son of Lord Birt, former
director-general of the BBC, provides the first reliable data on the
sensitive subject of the movement of Christians into Islam.
He uses a breakdown of the latest census figures to conclude that there are
now 14,200 white reverts in Britain.
Mass Conversion
Speaking publicly for the first time about his faith this weekend, Birt
argued that an inspirational figure, similar to the American revert Malcolm
X for Afro-Caribbeans, would first have to emerge if the next stage, a mass
conversion among white Britons, were to happen.
“You need great transitional figures to translate something alien (like
Islam) into the vernacular,” Birt, whose doctorate at Oxford University is
on young British Muslims, was quoted by the Times.
“The image of Islam projected by political Islamic movements is not very
attractive,” he said.
Initially, Birt said he had no coherent reasons for reverting, but “in the
longer term I think it was the overall profundity, balance and coherence and
spirituality of the Muslim way of life which convinced me,” he said.
‘All Rage’
Meanwhile, it emerged this weekend that Emma Clark, the great-granddaughter
of a British prime minister has reverted.
Emma, whose ancestor, the Liberal prime minister Herbert Asquith, took
Britain into the first world war, said: “We’re all the rage, I hope it’s not
a passing fashion.”
Clark, who helped design an Islamic garden for the Prince of Wales at
Highgrove, his Gloucestershire home, is now helping create a similar garden
for a mosque in Woking, Surrey, on the site of a car park, said the British
newspaper.
Furthermore, fresh evidence came this weekend that Islam has received formal
acceptance at the heart of the Establishment.
The Queen has approved new arrangements to allow Muslim staff at Buckingham
Palace time off to attend Friday prayers at a mosque.
A member of staff in the finance department is the first to take advantage
of it, said the British paper.
‘Trophy Lists’
Others have come to Islam through love or marriage.
Kristiane Backer, a former girlfriend of the cricketer Imran Khan, said she
was introduced to the religion through love but reverted after her break-up.
She has shrunk from speaking publicly about her religion before because of
fears it might affect her work prospects.
“Imran sowed the seeds, but when (the relationship) finished (the faith)
took on a momentum of its own,” she said.
Drawn to Sufi mysticism, Baker said that white reverts had to overcome
prejudice both from those born into Islam and from non-believers.
“In the mosque women come up and say to me, ‘You have hair showing: you must
cover up completely.’ I say, ‘Mind your own hair, you’re here to think about
God’ ”.
Many reverts have been inspired by the writings of Charles Le Gai Eaton, a
former Foreign Office diplomat, it added.
“I have received letters from people who are put off by the wishy-washy
standards of contemporary Christianity and they are looking for a religion
which does not compromise too much with the modern world,” said Eaton,
author of Islam and the Destiny of Man.
Wary
Some prominent reverts are even more wary, said the Times.
The Earl of Yarborough, 40, who owns a 28,000-acre estate in Lincolnshire,
declined to discuss anything about his faith.
“I have nothing to say to you,” said Yarborough, who has apparently taken
the name Abdul Mateen.
Muslim leaders are harnessing modern campaigning methods to promote their
faith. Groups have sprung up on the internet publishing “trophy lists” of
white reverts.
The state-funded school in London founded by Yusuf Islam, formerly the
singer Cat Stevens, has turned to Premiership footballers to provide role
models, said the Times.
Sources close to the school say reverts including Nicolas Anelka, the
Manchester City striker, and Omer “Freddie” Kanoute, of Tottenham Hotspur,
have made visits.
The trend is being encouraged by Muslim leaders who are convinced that the
conversion of prominent society figures will help protect a community
stigmatized by “terrorism and fundamentalism“.
The Muslim Council of Britain has co-opted Joe Ahmed-Dobson, son of Frank
Dobson, the former health secretary, to chair its regeneration committee.
“The community has been unfairly targeted and these developments encourage
it in a time of difficulty,” said Zaki Badawi, chairman of the Imams and
Mosques Council.

The Royal Military police have launched a criminal investigation into allegations that British soldiers repeatedly raped and mutilated an Iraqi civilian, the Guardian has learned.
Next week, lawyers for the man will issue legal proceedings against the government in the British civil courts. Their barrister is Sir Ken Macdonald QC, who was the top prosecutor in England and Wales until last year. The government has ordered an investigation into the claims, but is refusing to hold an independent inquiry.
The man was working for the British army as a labourer at Camp Breadbasket in Basra, the scene of other abuse allegations. In May 2003, he was caught up in a raid to catch people stealing supplies.
He alleges that two soldiers raped him, subjecting him to a 15-minute ordeal, then slashed his arms and body with a knife. He was treated in hospital for the cuts and the Royal Military police are understood to have secured the medical records. The victim was 18 at the time and said he was so traumatised he tried to kill himself.
The man does not want his real name to be known but is called Samir in his witness statement. He claims he was attacked after accidentally entering a room where two male soldiers were engaged in a sexual act. His witness statement says: "The room was fairly small, perhaps about four metres by four metres."
He says one soldier pulled him into the room and punched him in the face, while another blocked the exit: "The man who had punched me was stronger than me, he grabbed me by the neck and kicked my legs from under me and I fell to the floor. I fell on my back. He took out a knife and held it against my neck . I was terrified that they were going to kill me at this point. The other soldier started to rip my trousers down . I started screaming. He then pulled my underwear down. All this time the other man was holding me down and putting the knife against my throat. They then flipped me on to my stomach."
Samir says both soldiers then took it in turn to rape him, then slashed him with the knife, leaving him in "unbearable" agony. He says he left the room and other soldiers helped him to get medical attention for the knife wounds.
His solicitor, Daniel Carey, says witnesses confirm the victim was taken into a room by British soldiers, only to return looking distressed.
Carey also said: "The psychiatrist's, conclusions were that he was suffering from depression, post traumatic stress disorder and anxiety as a result of the incident. We also interviewed two other Iraqis who were present with [the victim] at the base and saw him enter the room where he says he was raped and witnessed his distress and injuries following the attack."In the witness statement, Samir says: "It fills me with such shame to talk about this, even with my solicitors. I have broken down telling them of what happened."
Samir said he had not told his wife or family what allegedly happened to him.
Mazin Younis interviewed the man for the Iraqi League, a human rights group, and said: "Because the shame of rape in the conservative culture of Iraq is so pervasive, most Iraqis you talk to tell you they would much prefer death. It took immense bravery on the part of Samir to come forward and talk.
"Samir was not an insurgent. He was never a member of the Ba'ath party. He was simply accused of being a thief in a war-torn country, and now he must live with the trauma of rape for the rest of his life."
The British government, in letters seen by the Guardian, is trying to have the legal case struck out. It says the fact the victim waited six years to make his claim means he has not brought his case in time.
Carey said: "I deplore the government's cynicism in seeking to avoidany accountability by relying on technical rules of the court about the delay in bringing the claim."
The armed forces minister, Bill Rammell, said: "Allegations must not be taken as fact and formal investigations must be allowed to take their course without judgments being made prematurely."

The Palestinians celebrate their lost land with poetry and art, but always it is a place of lost oranges and olive trees and snug village houses; of Arab men, leaning on ancient wells beside classical ruins, proving that Palestine was not, as the popular Zionist narrative would have us believe, a land without people.
So — on the principle that I always try to consume one art gallery in every town in the world in which I set foot — I stepped into the Tel Aviv Museum of Art this week to take a look at how the Jews of Palestine saw their would-be homeland before the 1947-48 Arab exodus.
The Tel Aviv art museum is a blessed relief, an inquiry, amid the propaganda of Zionist super-virtue, into the Jewish dream and the Jewish nightmare — and one which even acknowledges the Arabs of Palestine, albeit sometimes unconsciously.
Historical parallels are obviously dangerous. The Arabs of Palestine did not undergo the pogroms of eastern Europe or the Nazi Holocaust, but their calamity is no less real; and their ghosts — uninvited, no doubt — move persistently through the museum's galleries, the finest collection of which is David Azrieli's, the Canadian-Israeli designer and philanthropist. Azreili was himself a refugee — from Poland in 1939. He arrived in Palestine just in time to fight in Israel's war of independence, the very struggle which created the tragedy of the Palestinian refugees.
There's a chilling moment in Ziva Koort's introduction to the collection when she remarks that paintings by Moshe Castel, Sionah Tagger, Marcel Janco and Ludwig Blum “portray the Arab as native to the place, deeply rooted in its landscape... the artists of the 1920s — viewing Arabs as exemplifying a local, indigenous way of life — presented them as picturesque... in environments that could also usually be readily identifiable as local landscapes with oriental characteristics”.
That, of course, is part of the problem. For while the Arabs of Mandate Palestine were certainly “indigenous”, they would certainly not have regarded themselves as “picturesque”, let alone possessed — in a lovely pre-Said-ian moment — of “oriental characteristics”. They were often the owners of the lands which Blum, Janco and their colleagues portrayed.
Yet these Arabs exist in Jewish-Israeli art. I've seen the wood-ribbed suitcases of Palestinian refugees still piled in the corners of refugee huts in Lebanon. Those same cases appear in Meir Pichhadze's paintings over the past decade, his own self-portrait from 1997 depicting a whey-faced man in a crumpled jacket and beret, clutching three massive volumes and two of those familiar suitcases, walking desolately away from a row of black hills and a burnt-out sky. I've seen those same suitcases in Auschwitz; pitiful proof that their doomed owners really did believe their journey would end in life rather than death.
However, many of the paintings in the Azrieli collection show an emergent Israel whose landscape includes fewer Arabs. Instead, muscular Jews work on building sites, lay roads, clamber through scaffolding or crack stones. Castel's 1930s The Pioneers is almost Soviet in style, its men preparing to fight in the 1948 war against the Arabs. It is — |unlike Jack Yeats' frightening |portrait of the armed men of the old IRA (an institution which the Haganah fighters much admired) — almost romantic.
As the years pass, Arab villages are no longer inhabited by Arabs. There's a magnificent landscape of Jerusalem in 1960 by Blum, in which the Al-Aqsa mosque does not exist. It has disappeared. Why? Does life imitate art? Or does art imitate what the Israelis like to call “facts on the ground”?
As I left the museum my thoughts turned to Operation Litani; to Operation Peace for Galilee, Operation Grapes of Wrath and, just as notoriously, last year's Operation Cast Lead. Who dare paint the results?

One in three women are raped in their lifetime and, according to the U.S.
Department of Justice, an American is raped or sexually assaulted once every
two minutes. And, while the good news is that rape has decreased along with
other violent crimes, calls for help are up more than 40% in the last 2
years.
Perhaps one of the most startling aspects of sex crimes is how many go
unreported. Only about 1/3 of rapes and/or sexual assaults are ever reported
to the police. The most common reasons given by women for not reporting
these crimes are the belief that it is a private or personal matter and that
they fear reprisal from the assailant. This may be because a woman's risk of
being raped by someone she knows is four times greater than being raped by a
stranger; in fact, 66% of rape and/or sexual assault victims knew their
assailants. The good news, however, is more and more survivors are speaking
out publicly, helping to lessen the stigma long associated with rape and its
victims.
