You can take a Hmong out of a backward country but you cannot take the
backwardness out of the Hmong person. These are practices that we see
happening in all under developed countries and the Hmong doing
business today are not that far removed from those times and
practices. Maybe time, new generation of Hmong business owners and
having people getting caught, lose their business before the practice
stops.
