Corrupted Officer in Lao Airport

I understand that corruption exists anywhere, including in the US.
However, I never experienced until setting my foot back to Lao soil
for the first time. The Lao officer who suppose to check all
international luggage before entering Laos asked me to buy him a beer
so he would not check my luggage. I gave him $4.00 and told him that
he may check my luggage even if I give him the little numchai. He told
me that the money is too little; he can't buy any drinks with such
money. I added another dollar, now a total of $5.00 and said, "this is
a gift from me, not anything else". He then took the money and said
"pai pai pai" with some soft words behind my back "ee ha nee .....".

Well, not that I'm stingy, but I just don't want to support corrupted
officer. In the US I gave a $5 tip, in Korea I gave a $20 tip, in
Thailand I gave a $10 tip, and in Laos I gave a $5.00 tip to the
persons who push the well chair for one of my companions. I gave tips
based on how far and how friendly the person is. I felt good when I
gave them tips, but I felt guilty when I gave the officer $5.00
numchai.

When I talked to many other groups who also went to Laos, they told me
they gave the officer $20, and all he said was "pai dai". Now I
understand why the officer in Lao airport are corrupted. They
corrupted because the US passengers supported them.

My message to all of you is "never support a corrupted officer". Never
ever offer more than $5.00 unless you are also a corrupted person.

My question is will ambassador Yong and his supreme adminstration do
something to deter his country men from this kind of behavior? I'm all
for tips...but asking a tourist to give him money so that he won't
check the tourist's luggages is wrong and danger to the public at
large. What if someone have TNT and plan to blow up the airport? This
is just sad! I'm wonder if the LPDR have any agency that tourists can
report such activity to the appropriate authority? Of course I won;t
be suprised if the authority themselves are behind this. thoughts?

HL, every time I go, they got nothing from me! If I have done nothing
wrong, they have no right to ask for money. If they carry my
luggages, I only give them tip, nothing else. The reason they do
that, is because Hmong American use money to bribe them. So, they
learn and started to cheat all of us. Well....maybe and maybe not,
because it's always been like that ever since we were still in
Laos...so...it's always corrupted....

Shame to hear this. This "officer" should be brought to justice and
be removed from this position.

I agree with you, such actions should not be encouraged.

My trip to Laos on 2002, I have been told that the officer would check
my luggage. I said, ok for him to check but the other man who weared
regular cloth told me that just give him $50.00 so he won't check. I
knew the hungry officer will try to corrupt and I gave him $3.00. But
they try to do that for the Hmong only and not foreigner.

If next time you go give him 25 cents.

you came into the Lao high office with?
What about a complain-suggestion box at Wattay and the bridge + a mail
in address to your anti-corruption office?
please make sure the feedbacks are not just 'filed' but act on, it
will help define your success as a modern leader.

What is Lao penalty for officials soliciting bribe? for your Laonorks
offering bribe penalty can be high!

when were you there? i didn't see that at the wattay airport at least
since last year. i have heard many things from the past. when i was
there, things seemed to flow nicely. there were a couple of men at the
exit who have asked for some money but in a rather very hushed voice
like "เปƒเบซเป‰เบ„เปˆเบฒเบ™เปเป‰เบฒเบกเบนเบเบ™เปเป‰เบฒเบŠเบฒเปเบ”เปˆเป€เบ”เบต"

i know right there it was not an official request but rather totally
personal. i have also witnessed this kind of thing in some other
airports in other developing countries where you get swarmed by men
asking for money or else.

When you do that you encourage corruption and you should be blamed
also! The actions done by those officers, I don't personally think,
were sanctioned by the Lpdr gov. Let them check your bags if you have
nothing illegal or forbidden goods to hide!

I myself passed through VTE airport also in the past and paid zero
dollar!

You know, both my dad and my dad-in-law are living in Muang Lao right
now and they come and go to Lao, Thai and back to the US like people
go to their garden เป„เบ›เป†เบกเบฒเป† เบ›เบฒเบ™เป„เบ›เป„เบฎเปˆเป„เบ›เบชเบปเบงเบ™ neither one of them ever
mention that they were coerced to give "namjai" to anyone before.
Maybe only to their ladies (เบกเบฑเบฝเป„เปเปˆ) who they always are shopping for
when they are back in the US.

You may have known that Lao government does not pay their officers,
employees, teachers and workers enough. Doing what they do for cash
become business opportunities then turn into corruption. Everyone is
competed for his and her own gain. These corrupted behaviors are
leading by the head governments. If I am in their shoes and situations
(the people in uniform at the airport), I don't even know how best I
can do to survive.

Recently, my relatives came to USA told me that the time the stadium
has been built they have never bought gasoline and diesel from the gas
stations because it is much cheaper buying from the working truck
drivers and is always available. Why? Because the stadium is built by
the Chinese.

One French company pulled out from Laos also 2 years ago Sweden Pulled
out due to exhausting from Lao PDR corrupted activities.

Mr. Yong Chanthalasy would not be deferent from the corrupted
governments.

Almost every Hmong person or family had to pay to get their luggages,
but none of the white people.

Need to change,

My wife and I just came back from Laos a couple hours ago. I don't
know about Vientiane, we landed and checked in (including applying for
VISA) at Luang Prabang airport. We paid nothing beyond the regular
VISA fees of $36 per person and experienced absolutely no
inconveniences. Officers at the airport were very friendly; in fact,
they were the most friendly of all the international airports we have
come in contact. We departed from Vientiane Wattay International
airport and again paid absolutely nothing, no tips either, and
officers were just as friendly.

Please don't give money to officers who are performing their civil
duties. By doing so, you are helping to create a culture of corruption
which none of us wants. I don't think the Lao PDR government wants it
either.

You finally got it. I said many times in the past the LPDR Security at
the Waytai Airport and all the airports are not interesting in
searching for illegal weapons, drugs, and human traficiking, they are
only interest in money, drug, and sex. LPDR's Airport Security Guards
are the worst airport security guards I ever seen at all the airport I
traveled around the world.

They would let a person go without checking the langages with $5.00.
How about $20 which equally to one LPDR Police Monthly Salary. I can
not believe when I went to Phonsavan in Summer of 2008; One Hmong
Gentleman from Phonsavan had 16 AK 47 Gun Parts, the completed AK
parts, not the complete gun in two suitcase. Three Waytai Security
Guard caught him when they open his two suitcases. The Hmong Gentleman
from Phonsavan settled it with giving two of complete AK 47 parts to
the three LPDR Guards.

When We got into the airplane, I asked him whom he purcashed the 16 AK
47, he said, "from an LPDR Guard in Vientiane." He paid $250 for each
complete AK 47 guns, took them apart, ship the rest of the parts with
a different gentleman on different flights. "For What?" I asked, "for
turning it to Hmong Guns and sold it for 100% profit." He said, it is
a good business becasue LPDDR Major are selling it for money because
they do not have any support from the LPDR.

I asked him, "how much is a hand grenad?", he said, "never buy one."
"Do you really want to know?" he asked me. I told him, "yes, can you
find out?" He took out his phone from his waist and called Major
Booneson, the comander at Red Land's LPDR Army Header in Red Land, Av
Liab.

I heard he said, $5. He hang up his phone and told me, "$5. not that
many left."

big trip with big group including a wheelchair person, $5 is nothing
if you have to give to any one working at any airport for what ever
reason he/she ask for. if the issue is to prevent corruption, my
suggestion would the lao gov. to implement a law to punish both the
staffs who take bribe or ask for bride, and most importantly, the
visitors who initiate or volunteering giving the bribe.

personally, i didn't pay any namchai or bribe to any one at the wattai
airport. thing went smootly and i didn't have any secret agent or any
big figure to meet me or help me at the airport. at the friendship
bridge too, i paid regular visa fee plus $1 for the id picture that i
didn't have with me, but i was overcharged for the entry-to-laos fee
in bath. the woman staff in the boot told me to pay the amount twice
the real cost of the fee that was written above at the window above my
head. i just looked at the fee sign and look at her face twice before
i gave her the money she asked for without saying anything. that's a
shame, but it's not a big deal to me....

this is interesting. now this man from phonsavan only brought the AK47
parts to vientiane to be sold there, correct? and he's a local man not
somebody from the US.

i have seen many hmong up in vangvieng doing video shoots. this is
what's really messed up about the current muonglao situation. on the
one hand, we have hmong from all over the world visiting the home
land, and on the other hand we still have these remnant SGU hmong
fighters still running and fighting the Lao PDR regime up in the
Xaysomboon special zone using fighting gears from 40 years back. go
figure.

I could VIP with my brother LPDR Corrupt Judge without even having
paying a cent but, the rest of the average people will have to pay or,
they will stand in lane for ever.

The 16 AK 47 are from Vientiane to Phonsavan, not from Phasavan to
Vientiane. LPDR Major live in Vientane where the fish settle the most.
There is no big fish in Phonsavan.

Thanks for sharing your experiences and thanks for giving your inputs.
It is true that this is what I experienced. No rumors, no joke, no
accusation. What I hope to see next time is get checked if have to,
and will not expected to be asked for a beer or being checked.

That's how typical crooks would do. They will always target a certain
group of people. That's what happens when the public servants only
make $20/month. That's why some people resort to do that kind of
stuff. I know there are some good honest people out there but there's
always going to be a few rotten ones. As long as the quality of life
of the public servants is not improved (meaning making a comparable
salary as in the private sectors), we're all going to see that kind of
problem. Strict laws certainly will help to cut down but will not stop
it completely as long as we still have the greed in our heart.

I am not trying to defend the LPDR and the practice. What you just
described is a deeper and deep rooted problems overall in un-developed
countries all over the world. If you go to vietnam, thailand,
cambodia, other African nations, south american nations, most
undeveloped nations around the globe, that is the practice and
standard. The bigger issue is that with that kind of practice, will
it drive away potential economic development for those countries. If
it happens at the airport, what do you think happens behind close
doors with million dollar projects at stake.

For the people who have the money, most of them are used to standards
that are more in the open and negotiated openly then do it as
"bribes". I strongly feel that as a country matures and develope less
and less of those problems will disappear. At the same time those
corruptions also stifles developments. Think of Laos as one of those
country that is not ready for prime time, and I don't think that there
is any argument on that point.

Agree with you 100%.
We all realize that it's easier to say than done but เบชเบ›เบ›เบฅ needs to
focus on improving the quality of life of the public servants and the
strict laws to help reduce the corruption. It needs to be recognized
that the corruption is also a national security issue. According to a
Thai Newspaper (Bangkok Post?), Laos ranks equally to Cambodia at 2.4,
Thailand = 3.4, and the US= 7.5 (10= being the least corrupted).
