KILLED 'KIDNAP SUSPECTS' FORMER DND CHIEF'S AGENTS, BODYGUARDS

Anti-Kidnap czar and former Defense secretary (retired) Gen. Angelo Reyes
was yesterday charged before the Ombudsman by the widow of a slain alleged
kidnapper of young Jethro Chua with kidnapping and multiple murder, accusing
Reyes of being the mastermind behind the murders and abductions in the past
two years.
Lorna Ramoso, widow of Rogelio Ramoso, branded a kidnapper by Reyes, said
she was going public with her story to let everyone know that her husband
was a victim of deception foisted on him and others - who work like her
husband with the same undercover jobs for the military and police - by the
high ranking police and military officials.
"Let it be known that the top brass (in the) police and military are in fact
the masterminds of these heinous crimes of (murder and kindapping). The
widow alleged in a complaint affidavit that her husband was no kidnapper and
was in fact an employee of Reyes since 2001 at the Department of National
Defense (DND), receiving a monthly salary of P26,000, serving as both a
civilian agent and close in bodyguard of the present Naktf chief.
The widow alleged her husband was even given government-issued M-16 rifles
and 45 cal. pistols, licensed under the DND Intelligence Office. She
attached photographs as proof, listed down as an annex.
In a five-page complaint affidavit filed before the Office of the Ombudsman,
Lorna said Reyes, other police officials and some media personalities
committed and continue to commit these murders and kidnappings to create an
artificial atmosphere of violence and to scare the Filipino-Chinese
community then later secure its support after a series of
"cosmetically-staged accomplishments" where make-believe shootouts and
rescues are the main ingredients.
Aside from Reyes, Ramoso charged with kidnapping and multiple murder, Maj.
Gen. Pedro Cabuay, Col. Francisco Lanuza, Col. Danilo Servano,
Administraition vice presidential bet, Sen. Noli de Castro, National Police
chief Dir. Gen. Hermogenes Ebdane Jr., National Capital Region Police Office
chief Director Ricardo de Leon, Chief/Supt. Reynaldo Varilla, Chief/Supt.
Restituto Mosqueda, Senior/Insp. Erwin Fernandez and GMA-7 TV reporter Jiggy
Manicad.
The widow said her husband Rogelio Ramoso was one of the four men found dead
last Dec. 31, 2003 at Barangay Libis, Mabitac, Laguna, together with his
brother-in-law Ronald, one Edwin Pastrana and Ricky Original.
The widow, in her affidavit complaint, recounted thus: "It started last
April year 2001 when a police team, headed by Police Supt. Edgar Danao and a
certain PSI Erwin Fernandez raided our home, planted a firearm of unknown
caliber and arrested my husband for allegedly violating the gun ban. He was
brought to CIDG Camp Crame...Danao was coercing us to cooperate with his
group or else they would file more charges against my husband," but said no
charges will be filed if he went to see Reyes at Camp Aguinaldo instead.
Lorna Ramoso vehemently denied the claims of Reyes that her husband is one
of the kidnappers of Chua, pointing out that Rogelio and Pastrana were
employees of Reyes as early as year 2001 at the DND.
She admitted that her late husband was "involved in many covert operations
under the direct orders of" Reyes, such as the assassinations of some
prominent people last year and the abduction of a Chinese at President
Diosdado Macapagal Avenue, sometime in October 2003.
Her husband, she said, was also part of the six-man team allegedly ordered
by Reyes and Col. Cabuay to plant evidence at Jinggoy Estrada's office where
Staff Sgt. Teodoro Banal, Sgt. Guillermo Ronquillo and Technical Sgt. Abet
Cordova were arrested by the San Juan police on Aug. 1, 2003.
Agents with Isafp IDs caught by the San Juan police were quickly released on
orders of "higher ups."
The widow alleged in her complaint that her husband and Pastrana were told
to report only at the DND when they were called but when Reyes was appointed
as the "anti-kidnapping czar" her husband and Pastrana were frequently
called to report for work.
The affidavit stated that on the second week of November 2003, her husband
informed her that Angelo Reyes, his boss, would give them a nice safehouse
for a sensitive operation involving some big-time kidnappers. She said
Rogelio and Pastrana were also told to recruit other Ilonggos and Guardian
members to join the operations. On the third week of November, the safehouse
located at Camella Homes in Muntinlupa City was handed over to them, along
with a gift of a Nokia 7250i each.
"They were quite happy and the two would always brag about the kindness of
their boss Angelo Reyes," she said.
On the first week of December, the widow alleged, Reyes provided her husband
and Pastrana a gray '94 Mistubishi Lancer (TSM 445) service vehicle with a
driver, Ricky Original. But on the second week of December, Reyes allegedly
pressured the two to find kidnap victim Chua.
When they asked around, the two were said to have discovered that a certain
Col. Lanuza was holding the child in a Makati City safehouse. Ramosa said
her husband and Pastrana started to doubt the operation, as they wondered
why Reyes had asked them to look for the child when Jethro was being kept by
Lanuza who is, allegedly, very close to the Naktaf chief. It was, they said
to Lorna, impossible for Reyes not to know that.
Despite this, they reported the findings to Reyes. Instead Reyes merely
instructed them to transfer the boy to another safehouse located at Pamana
Homes, Calamba on Dec. 28, 2003.
On Dec. 29, she said her husband, Pastrana and Original were ordered by
Reyes to pickup the ransom money amounting to P1 million using the vehicle
he had given them.
On Dec. 30, she was shocked to see on television that her husband was
already dead and tagged as the kidnapper of the boy.
She also accused De Castro and Manicad of allegedly covering up the killing
of her husband and the three others by portraying them as the criminals.
"Sen. Noli de Castro also sent his staff to interview me on Jan. 2, 2004
with regard to the killings. I told them all I knew and showed them proof of
my husband's association with Secretary Angelo Reyes, but when I watched the
(Magandang Gabi Bayan) segment, my testimony was barely shown and my
evidence (was) never mentioned....I realized that...De Castro's show was
covering up for the Naktf and the PNP.
"...De Castro is a public official...is criminally and morally liable for
violating the Anti-Graft and Corrupt Practices Act and worse, took part in a
cover-up to downplay our instant complaints of torture and multiple murder."
Lorna Ramoso also alleged that Manicad of GMA-7 TV was claimed by her
husband of being in the payroll of Naktf, "legitimizing the fake raids and
murder scenarios for a fee," she said.
Manicad issued a statement yesterday, "totally denying that (he) is in the
payroll of the Naktf.
His statement reads: "I totally deny the accusation that I am in the payroll
of Naktf. I have never covered any raid or murder case by the Naktf. I have
come out with a series of kidnapping stories but not one of them (was)
coordinated with Naktf.
"With regard to the Jethro Chua case, I was only assigned by GMA News to do
a follow-up on the case the day after it happened. I went to Muntinlupa to
get footage of the place where it happened and also get information from the
local police. That was the extent of my coverage of the Chua kidnapping
case. "I have always believed in the pursuit of the truth and will not be an
instrument to any public deception."
