Please help me out here. I'm trying to find the best definition of
the Filipino word: BALASUBAS.
As far as I've been told it means..... nope. That's where you come
in! Define it for me, please.

Balasubas means something like "poor trash", "good-for-nothing",
"bum".
Can also mean "extremely uncouth & ill-mannered" (although this
ought to be "barumbado" to be exact."

A balasubas is a person who does not do a good clean job.
BALASUBAS according to Tasyong Pilosopo:
1. Those people who don't like to pay their UTANG like estafador # 1.
2. Those sweet talking men who promise heaven and earth to their GF's,
then ended sa "bigalng liko" and walk away free.
3. Those jeepney/bus passengers ayaw magbayad kasi walang barya.
4. Those tax collectors of City Hall bargaining for "Lagay".
5. Those traffic cops collecting tongs.
6. Those Congressmen who sleeps during the session and pocket most
appropriation intented for taong bayan.
7. Bill Clinton is a typical balasubas.
A "balasubas" is someone who is unreliable in fulfilling
promises or paying a debt. The closest word I can think of is
"deadbeat".

(DLSU press) :
BALASUBAS - adj. bad credit risk, s.o. who doesn't pay his debts;
rude, antisocial. Hindi nagbabayad ng utang, manloloko.
